The form 990 will be provided to all governing body members for inspection. The wayne county action program, inc. Treasurer will sign the document certifying official approval of form 990.

Form 990, Part VI, Section B, Line 12C

The wayne cap by-laws (article iv, section 15) and the corresponding "board of directors - annual conflict of interest disclosure statement" comprehensively cover the agency's strict prohibition regarding self-interest on the part of our governing body a) new board members are oriented with special regard to this issue by the ceo, and each incumbent individual is required to disclose any situation, real or perceived, which might present an opportunity for personal gain according to the policy b) the policy, the disclosure statement, and the importance of each are reviewed bi-annually with the entire board, once at its summer training and again at the annual meeting where each member is required to sign an updated statement c) the ceo, the executive committee, and the board chair are expressly responsible to see that any conflicts of interest are disclosed as they occur in typical deliberation or any function of the board of directors. Per policy, determinations of conflict rest specifically with the executive committee individual members with revealed or self-disclosed conflicts follow policy and recuse themselves from voting in identified matters.

Form 990, Part VI, Section B, Line 15

The personnel committee, the finance committee and the full board of directors (including the low -income sector) review the specific salary and benefit compensation of the chief executive officer, the chief operating officer, and the chief financial officer. In compliance with 45 cfr 1301 31, wayne county action program, inc completes tri-annual wage studies to ensure that all employees, including executives are fairly compensated at a published, specified area rate for salaries and fringe benefits. The basis of our plan is employment and wage data by occupation based on the nys dept of labor occupational employment statistics (oes) survey, which collects information from approximately 57,000 businesses in the finger lakes region, including those in rural, suburban and metropolitan areas. To further ensure true position compatibility, the agency collects irs form 990 information with regard to the compensation of parallel officers serving community action agencies of comparable size in new york state. Both of these surveys are brought annually, along with wayne cap officer salaries and fringe information for formal inspection and approval by the full agency board of directors, documentation of which is duly reflected in the official and public minutes of the board.

WE WELCOME AND ENCOURAGE PARENT INVOLVEMENT IN ALL PROGRAM FUNCTIONS AND WORK AS PARTNERS WITH THE FAMILY CENTERS IN ONTARIO, SODUS, HURON, CLYDE, LYONS, NEWARK AND PALMYRA. THE PROGRAM SERVES 190 CHILDREN AND THEIR FAMILIES ANNUALLY. ELIGIBILITY FOR BOTH PROGRAMS IS BASED ON ANNUAL INCOME, FAMILY SIZE AND SPECIAL NEEDS.
