Recap empowers people and communities challenged by poverty, racism, and social injustice by collaborating with public and private partners to provide high quality health and human services, education, advocacy, and hope. Our mission is realized when our neighbors achieve self-sufficiency.

To mobilize and coordinate public and private resources to address the basic needs of low-income people and assist them in attaining the skills, knowledge, motivation and opportunities needed to become economically self-sufficient.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The organization has its form 990 prepared by an outside accounting firm and has established the following review process to ensure that the information reported is complete and accurate. When the form 990 has been prepared, it is reviewed by management and filed with the internal revenue service. After it has been filed it is electronically sent to the board for approval. Should any changes occur after filing, the return would be amended to address those changes.

Form 990, Part VI, Section B, Line 12C

Annually, officers, directors, and employees of the organization must sign a conflict of interest statement. Each applicable insider shall disclose to the board all material facts regarding his or her interest in the transaction, promptly upon learning of the proposed transaction. With regard to an insider, the board shall determine if a conflict of interest exists. The insider and any other interested persons involved with the transaction shall not be present during the board's discussion or determination of whether a conflict of interest exists. The board shall decide what measures are needed to protect the organization's interests in light of the nature and seriousness of the conflict, to decide whether to enter into the transaction and, if so, to ensure that the terms of the transaction are appropriate. The insider is prohibited against any attempts to influence the deliberation or voting on the matter giving rise to the conflict.

Form 990, Part VI, Section B, Line 15A

The board of directors reviews and approves the salary of the chief executive officer. The board uses a salary survey to assure the salary is reasonable and comparable to top management officials of similarly situated organizations. The compensation is presented to the entire board of directors for approval and is recorded in the board minutes. Review of this policy was last undertaken in january 2020.

RECAP HEAD START PROVIDES SERVICES IN THE AREAS OF EDUCATION, MEDICAL, DENTAL, AND MENTAL HEALTH; NUTRITION; AND PARENT ENGAGEMENT. IN ADDITION, THE INDIVIDUALIZED PROGRAM IS RESPONSIVE TO EACH CHILD'S DEVELOPMENTAL, ETHNIC, CULTURAL AND LINGUISTIC HERITAGE. THE PROGRAM SERVES A TOTAL OF 184 ELIGIBLE CHILDREN BETWEEN THE AGES OF THREE AND FIVE. THERE WERE 53 CHILDREN ENROLLED IN OUR PROGRAM RECEIVING DISABILITY SERVICES FOR PROGRAM YEAR 2019 2020. AMONG THE THREE SITES, THERE ARE TWELVE CLASSROOMS INCLUDING SIX 6 HOUR AND SIX 3 HOUR PART-DAY SESSIONS IN WHICH CHILDREN PLAY AND LEARN IN A HEALTHY AND SAFE ENVIRONMENT. TRANSPORTATION IS PROVIDED FOR 62 CHILDREN IN PART-DAY SESSIONS.HEAD START PROVIDES SERVICES TO THE ENTIRE FAMILY. THESE GOALS ARE ALIGNED TO THE HEAD START CHILD DEVELOPMENT & EARLY LEARNING FRAMEWORK, NEW YORK STATE EARLY LEARNING GUIDELINES, AND THE NYS PRE-K FOUNDATIONS FOR THE COMMON CORE SO THAT NO MATTER WHAT SCHOOL DISTRICT THE CHILDREN WILL ENTER UPON COMPLETION, THEY WILL BE READY. 89% OF CLASSROOM TEACHERS HAVE A BACHELORS DEGREE OR HIGHER IN EARLY CHILDHOOD EDUCATION OR A RELATED FIELD. THE CLASSROOM TEAMS USE THE CREATIVE CURRICULUM FOR PRESCHOOL TO HELP CHILDREN MEET THEIR DEVELOPMENTAL GOALS AND OBJECTIVES WHILE PREPARING THE CHILDREN FOR KINDERGARTEN. IN ORDER TO PROVIDE SUPPORTIVE LEARNING ENVIRONMENTS, RECAP OFFERS PRACTICE BASED COACHING (PBC) TO ALL TEACHING STAFF. WE HAVE FULLY IMPLEMENTED THE PBC SYSTEM AS A MECHANISM FOR PROMOTING HIGH QUALITY TEACHING AND LEARNING. RECAP ALSO PARTICIPATES IN NYS QUALITY STARS, A QUALITY RATING AND IMPROVEMENT SYSTEM FOR EARLY CHILDHOOD PROVIDERS. EACH SITE COMPLETED A FULL ASSESSMENT AND WAS AWARDED A RATING. THE MIDDLETOWN CENTER WAS AWARDED 4 OF 5 STARS, AND THE SCOTCHTOWN CENTER WAS AWARDED 5 OF 5 STARS. THE PORT JERVIS CENTER WAS AWARDED 4 OF 5 STARS ON THEIR PREVIOUS CHILDCARE LICENSE. IN AUGUST OF 2019, THE PORT JERVIS CENTER RELOCATED. THE NEW CENTER IS DESIGNED TO MEET THE NEEDS OF A PRESCHOOL PROGRAM. SIGNIFICANT IMPROVEMENTS TO THE CLASSROOM ENVIRONMENTS SUPPORT HIGH QUALITY AND ENGAGING ROUTINES AND INTERACTIONS. THE CENTER PROVIDED A SAFE WELCOMING ENVIRONMENT FOR 47 HEAD START ENROLLED CHILDREN TO LEARN AND GROW. DURING THE 2019-2020 PROGRAM YEAR, ALL RECAP HEAD START CHILDREN MADE PROGRESS (FROM BASELINE ASSESSMENTS) TOWARD ALL SCHOOL READINESS GOALS. IN COMPARISON TO WIDELY HELD EXPECTATIONS. RECAP WEATHERIZATION'S PRINCIPLE FUNDING SOURCES ARE THE WEATHERIZATION ASSISTANCE PROGRAM (WAP) AND NYSERDA EMPOWER NEW YORK PROGRAM.THE PURPOSE OF THE WEATHERIZATION ASSISTANCE PROGRAM (WAP) IS TO INSTALL ENERGY EFFICIENCY MEASURES IN THE HOMES OF INCOME-ELIGIBLE PERSONS, ESPECIALLY HOMES OCCUPIED BY THE ELDERLY, PERSONS WITH DISABILITIES, AND HOUSEHOLDS WITH YOUNG CHILDREN.IN NEW YORK, HOMES AND COMMUNITY RENEWAL (HCR) ADMINISTERS THE PROGRAM THROUGHOUT ALL 62 COUNTIES IN NY STATE. HCR LEVERAGES THE PROGRAM WITH OTHER FEDERAL, STATE, LOCAL AND PRIVATE RESOURCES TO PROVIDE COMPREHENSIVE SERVICE AND ACHIEVE GREATER RESULTS. WAP IS DESIGNED TO BENEFIT LOW-INCOME PERSONS, PARTICULARLY THE ELDERLY, DISABLED, AND FAMILIES WITH YOUNG CHILDREN. OTDA HAS ADOPTED 60% OF THE STATE MEDIAN INCOME LEVEL AS ELIGIBILITY FOR HEAP, HCR USES THE SAME CRITERION FOR WAP. SOME HOUSEHOLDS ARE CONSIDERED CATEGORICALLY-ELIGIBLE DUE TO ELIGIBILITY DETERMINATIONS MADE BY ANOTHER GOVERNMENTAL ENTITY OR THROUGH PARTICIPATION IN ANOTHER PROGRAM. IF ANYONE IN THE HOUSEHOLD IS DETERMINED TO BE CATEGORICALLY ELIGIBLE THE HOUSE IS ELIGIBLE FOR WAP SERVICES. SOME EXAMPLES WOULD BE SNAP BENEFITS, SSI, OR REGULAR HEAP BENEFITS.IN THE PERIOD BETWEEN 3/1/19 AND 2/29/20 RECAP REPORTED 77 UNITS SERVEDTHE NYSERDA EMPOWER PROGRAM IS A FEE FOR SERVICE PROGRAM. WE ENROLL ALL OF OUR WEATHERIZATION CLIENTS FOR EMPOWER PROGRAM SERVICES, GENERALLY MOST OF THE CLIENTS WHO HAVE NOT BEEN PREVIOUSLY SERVICED THROUGH THE EMPOWER PROGRAM QUALIFY FOR THE ADDITIONAL FUNDING. THIS ADDITIONAL FUNDING IS USED TO SUPPLEMENT THE WAP FUNDS SO WE CAN FURTHER SERVE THE CLIENT'S NEEDS. OF THE 77 UNITS SERVED THROUGH WAP I WOULD ESTIMATE 65-70 WERE ALSO SERVED THROUGH EMPOWER.THE SERVICES PROVIDED THROUGH BOTH OF THE PROGRAM ARE BASED ON ENERGY SAVINGS AND HEALTH AND SAFETY ISSUES IN THE HOME. SOME EXAMPLES OF ENERGY SAVING MEASURES WOULD BE INSULATION THROUGHOUT THE HOME, AIR SEALING, WEATHERSTRIPPING DOORS, CAULKING WINDOWS AND SERVICING HEATING SYSTEMS TO MAKE THEM MORE EFFICIENT. WEATHERIZATION PAYS SPECIAL ATTENTION TO HEALTH AND SAFETY ISSUES, SUCH AS HIGH LEVELS OF CARBON MONOXIDE IN FOSSIL FUEL BURNING APPLIANCES. MOLD AND MOISTURE ISSUES AND PROPER VENTILATION NEEDS IN THE HOME. HEALTH AND SAFETY ISSUES ARE ADDRESSED IN THE HOME BEFORE ANY AIR SEALING OR INSULATION IS DONE. NO HOME IS SERVICED UNLESS THE ISSUE CAN BE RESOLVED TO PREVENT MAKING THE ISSUE WORSE.THE CLIENT RECEIVES A FULL COMPREHENSIVE ENERGY AUDIT ON THE HOME BY ONE OF OUR BUILDING PERFORMANCE INSTITUTE (BPI) CERTIFIED AUDITORS TO DETERMINE THE HOUSEHOLD NEEDS.

OUR PROGRAM AIMS TO HELP INDIVIDUALS WITH SUBSTANCE USE DISORDERS AND A HIGH LEVEL OF PSYCHOSOCIAL NEEDS BECOME STABLE IN THEIR RECOVERY BEFORE RETURN TO AN UNSUPERVISED ENVIRONMENT, WHICH MAY OTHERWISE BE DETRIMENTAL TO THEIR RECOVERY PROCESS. THE NEW LIFE MANOR PROGRAM OFFERS A PERSONALIZED EXPERIENCE TO EMPOWER INDIVIDUALS THROUGHOUT RECOVERY. OUR PROGRAM OFFERS OPPORTUNITIES TO DEVELOP COMMUNICATION SKILLS, PARTICIPATE IN SOCIALIZATION EXPERIENCES, FAMILY, INDIVIDUAL AND GROUP THERAPY. RESIDENTS ARE ALSO REQUIRED TO ATTEND OUTPATIENT TREATMENTFOR THE FISCAL YEAR 3/1/2019-2/29/2020 NEW LIFE MANOR SERVED 56 RESIDENTS. IN REVIEW OF RESIDENT'S STATUS UPON DISCHARGE 30.4% OF THE RESIDENTS RECEIVED MEDICATION ASSISTED TREATMENT(MAT), AN EVIDENCE-BASED TREATMENT FOR SUBSTANCE USE DISORDERS INCLUDING OPIOID USE DISORDER. MAT IS A HIGHLY EFFECTIVE TREATMENT OPTION FOR INDIVIDUALS WITH ALCOHOL AND OPIOID USE DISORDER. STUDIES HAVE DEMONSTRATED THE EFFICACY OF MAT AT REDUCING ILLICIT DRUG USE AND OVERDOSE DEATHS, IMPROVING RETENTION IN TREATMENT AND REDUCING HIV TRANSMISSION. MAT IS ALSO A VERY EFFECTIVE APPROACH FOR HELPING RESIDENTS TO QUIT SMOKING AND REMAIN TOBACCO FREE. UPON DISCHARGE 25.3% OF OUR RESIDENTS RECEIVED MAT FOR NICOTINE DEPENDENCE. 75.4% OF OUR RESIDENT'S ENGAGED IN COMMUNITY SELF HELP SUPPORT GROUPS. 38.6% OF THE RESIDENTS HAD AN AVERAGE LENGTH OF STAY BETWEEN 181-365 DAYS 49.2 % OF THE RESIDENTS UPON DISCHARGE WERE ABLE TO SECURE INDEPENDENT HOUSING EITHER IN A PRIVATE RESIDENCE OR SINGLE RESIDENT OCCUPANCY.
