IN ADDITION, THE INDIVIDUALIZED PROGRAM IS RESPONSIVE TO EACH CHILD'S DEVELOPMENTAL, ETHNIC, CULTURAL AND LINGUISTIC HERITAGE. THE PROGRAM SERVES A TOTAL OF 184 ELIGIBLE CHILDREN BETWEEN THE AGES OF THREE AND FIVE. THERE WERE 41 CHILDREN ENROLLED IN OUR PROGRAM RECEIVING DISABILITY SERVICES FOR PROGRAM YEAR 2017-2018. AMONG THE THREE SITES, THERE ARE THIRTEEN CLASSROOMS INCLUDING FIVE 6 HOUR AND EIGHT 3 HOUR PART-DAY SESSIONS IN WHICH CHILDREN PLAY AND LEARN IN A HEALTHY AND SAFE ENVIRONMENT. TRANSPORTATION IS PROVIDED FOR 56 CHILDREN IN PART-DAY SESSIONS.HEAD START PROVIDES SERVICES TO THE ENTIRE FAMILY. THE FOLLOWING LIST DESCRIBES THE NUMBER OF FAMILIES WHO RECEIVED SOME OF THE SERVICES:A TOTAL OF 197 FAMILIES RECEIVED SERVICES IN 2017-18EMERGENCY/CRISIS INTERVENTION - 11 HOUSING ASSISTANCE - 6MENTAL HEALTH - 12ENGLISH AS A SECOND LANGUAGE TRAINING - 11ADULT EDUCATION - 13JOB TRAINING - 12HEALTH EDUCATION - 164PARENTING EDUCATION - 188ASSET BUILDING SERVICES FINANCIAL EDUCATION - 111EACH YEAR OUR STAFF PARTNER WITH PARENTS AND FAMILIES TO ENSURE THAT CHILDREN ENTER KINDERGARTEN READY TO CONTINUE LEARNING AND BE SUCCESSFUL. IN ORDER TO COMMUNICATE THE SKILLS AND KNOWLEDGE THAT WE EXPECT THE CHILDREN TO OBTAIN BY THE END OF THEIR 4 YEAR OLD YEAR, WE HAVE ESTABLISHED 18 SCHOOL READINESS GOALS. THESE GOALS ARE ALIGNED TO THE HEAD START CHILD DEVELOPMENT & EARLY LEARNING FRAMEWORK, NEW YORK STATE EARLY LEARNING GUIDELINES, AND THE NYS PRE-K FOUNDATIONS FOR THE COMMON CORE SO THAT NO MATTER WHAT SCHOOL DISTRICT THE CHILDREN WILL ENTER UPON COMPLETION, THEY WILL BE READY. 100% OF CLASSROOM TEACHERS HAVE A BACHELORS DEGREE OR HIGHER IN EARLY CHILDHOOD EDUCATION OR A RELATED FIELD. THE CLASSROOM TEAMS USE THE CREATIVE CURRICULUM FOR PRESCHOOL TO HELP CHILDREN MEET THEIR DEVELOPMENTAL GOALS AND OBJECTIVES WHILE PREPARING THE CHILDREN FOR KINDERGARTEN. IN ORDER TO PROVIDE SUPPORTIVE LEARNING ENVIRONMENTS, RECAP OFFERS PRACTICE BASED COACHING (PBC) TO ALL TEACHING STAFF. THE RECAP HEAD START LEADERSHIP TEAM WAS SELECTED TO PARTICIPATE IN A "PRACTICE BASED COACHING LEADERSHIP ACADEMY." WE HAVE FULLY IMPLEMENTED THE PBC SYSTEM AS A MECHANISM FOR PROMOTING HIGH QUALITY TEACHING AND LEARNING. RECAP ALSO PARTICIPATES IN NYS QUALITY STARS, A QUALITY RATING AND IMPROVEMENT SYSTEM FOR EARLY CHILDHOOD PROVIDERS. THE PORT JERVIS SITE COMPLETED A FULL ASSESSMENT AND WAS AWARDED 4 OF 5 STARS. THE OTHER TWO LOCATIONS WILL COMPLETE THE SITE ASSESSMENT IN THE 2018-2019 SCHOOL YEAR. OUTCOMES:DURING THE 2017-2018 PROGRAM YEAR, ALL RECAP HEAD START CHILDREN MADE PROGRESS (FROM BASELINE ASSESSMENTS) TOWARD ALL 18 SCHOOL READINESS GOALS. OF THE 75 ADMISSIONS 17.3% HAVE AN AVERAGE LENGTH OF STAY 31-60 DAYS, 46.7% 61-180 DAYS, AND 18.7% 181-365 DAYS. 17.3% ARE AT 30 DAYS OR LESS. OF THE 75 ADMISSIONS 31% SUCCESSFULLY COMPLETED THE PROGRAM. |

HIGH POVERTY AND UNEMPLOYMENT RATES FAR EXCEED THE NATION'S AVERAGE. THE RECENT ECONOMIC RECESSION ONLY EXACERBATED THE CITY'S DECLINE. AS OF 2015, 33% OF THE POPULATION IN NEWBURGH LIVES IN POVERTY. CONCENTRATED IN NEWBURGH AND MIDDLETOWN ARE ALSO MOST OF ORANGE COUNTY'S RACIAL AND ETHNIC MINORITY POPULATIONS. LACK OF OPPORTUNITIES AND JOBS THAT HIRE NEWBURGH RESIDENTS ARE CHALLENGES ENCOUNTERED EVERY DAY BY THOSE LIVING WITHIN THE COMMUNITY. GEOGRAPHIC TRENDS PRESENT CHALLENGES IN THE PROVISION OF TRANSPORTATION AND JOBS. RESIDENTS EITHER LACK EXPERIENCE OR ARE OVER QUALIFIED FOR EXISTING JOBS AVAILABLE WITHIN THE IMMEDIATE WALKING AREA OF THE CITY OF NEWBURGH. THROUGH OUR PROGRAMS WE PROVIDED TRAINING, SUPPORT, COLLABORATION, COMMUNICATION, REFERRALS AND ACCESS TO RESOURCES AND INFORMATION HELPING CLIENTS NAVIGATE THE COMPLEX ISSUES WHICH ARE PRESENT IN FAMILIES LIVING IN POVERTY. THE NEWBURGH SERVICES OFFICE CONSISTS OF THE FOLLOWING:- JOB DEVELOPER- BILINGUAL CASE ADVOCATE- REENTRY CASE MANAGER- REENTRY COORDINATORDURING THE PERIOD OF OCTOBER 2017 THROUGH SEPTEMBER 2018 WE PROVIDED SERVICES TO THE COMMUNITY ASSISTING 160 FAMILIES WITHIN THE POVERTY GUIDELINES. THESE SERVICES INCLUDED THE PROVISION OF EMERGENCY FOOD ASSISTANCE, SUPPORTED INDIVIDUAL WITH CLOTHING EMERGENCIES INCLUDING WINTER COATS.WE HELPED CLIENTS FIND JOBS WITH EMPLOYMENT SUPPORTS CONSISTING OF RESUME WRITING, SOFT SKILLS TRAINING, SUPPORT IN PREPARING FOR THE INTERVIEW AND TRANSPORTATION TO INTERVIEWS. WE ASSISTED CLIENTS IN FILLING OUT PAPERWORK THEY DID NOT UNDERSTAND RELATED TO CHILD SUPPORT, VISITATION, HEALTH CARE BENEFITS AND A VARIETY OF OTHER ISSUES THROUGH TRANSLATION ADVOCACY SERVICES. CLIENTS WERE ALSO ASSISTED IN FINDING AFFORDABLE HOUSING. THESE ABOVE SUPPORT STRATEGIES HAVE RESULTED IN CLIENTS MAINTAINING LIVING WAGE JOBS FOR OVER 180 DAYS AND BEYOND. THANKSGIVING PROGRAM - NEWBURGHWE MADE THE HOLIDAYS WARMER FOR 20 FAMILIES THROUGH THE DISTRIBUTION OF THANKSGIVING BASKETS PROVIDING FULL HOLIDAY MEALS.PAROLE REENTRYDURING THIS CONTRACT YEAR, OCTOBER 2017 TO SEPTEMBER 2018, WE HAVE PROVIDED SERVICES TO APPROXIMATELY 180 PAROLEES TO ASSIST IN THEIR REINTEGRATION BACK INTO THEIR COMMUNITIES AND REDUCE RECIDIVISM. THESE SERVICES INCLUDED EMPLOYMENT ASSISTANCE, SUBSTANCE ABUSE SUPPORT GROUPS, MENTAL HEALTH SUPPORT GROUPS AND CASE MANAGEMENT TO PROVIDE SUPPORT UPON THEIR RELEASE FROM INCARCERATION.THE EMPLOYMENT ASSISTANCE WE HAVE BEEN ABLE TO PROVIDE INCLUDED RESUME BUILDING, SOFT SKILLS TRAINING, APPLICATION ASSISTANCE, MOCK INTERVIEW SKILLS ROLE PLAY TRAINING AND TRANSPORTATION FOR INTERVIEWS,. WE ALSO PROVIDED AN EMPLOYMENT SUPPORT GROUP, READY SET WORK, WHICH WAS FACILITATED BY AN IN HOUSE STAFF MEMBER. DURING THIS PAST CONTRACT YEAR WE ASSISTED APPROXIMATELY 35 PAROLE PARTICIPANTS IN SECURING EMPLOYMENT THROUGH THE EMPLOYMENT SERVICES WE OFFERED. THE SUBSTANCE ABUSE AND MENTAL HEALTH GROUPS WE OFFERED TO SUPPORT STABILIZATION NEEDS FOR OUR PARTICIPANTS INCLUDED ANGER MANAGEMENT, RELAPSE PREVENTION AND URBAN AWARENESS, DOMESTIC VIOLENCE AND THINKING FOR A CHANGE. THESE SERVICES HAVE BEEN DESIGNED TO SUPPORT OUR PARTICIPANTS IN REENTERING THEIR COMMUNITIES WITH SKILLS MANY DID NOT HAVE PRIOR TO THEIR INCARCERATIONS. THESE GROUPS ARE FOCUSED TO PROVIDE THE PAROLE PARTICIPANT WITH THE COGNITIVE TOOLS NEEDED TO CHANGE THEIR CRIMINOGENIC THINKING IN ORDER TO MAKE POSITIVE CHOICES TO SUPPORT THEIR GOALS. |

THE WORK TYPICALLY INCLUDES AIR SEALING, WALL AND CEILING INSULATION, HEATING SYSTEM SERVICE OR REPLACEMENT, HOT WATER TANK AND PIPE INSULATION, AND ELECTRIC REDUCTION MEASURES, PARTICULARLY LIGHTING AND REFRIGERATOR REPLACEMENTS. ONSITE ENERGY CONSERVATION EDUCATION PROVIDES PROGRAM PARTICIPANTS WITH ADDITIONAL STRATEGIES FOR MANAGING THEIR ENERGY COSTS. DURING FISCAL YEAR 2015/2016, THE DIVISION'S PRIMARY FUNDING SOURCES WERE THE NATIONAL WEATHERIZATION ASSISTANCE PROGRAM, AND NYSERDA'S EMPOWER PROGRAM. THROUGH THOSE PROGRAMS THE ENERGY CONSERVATION SERVICES DIVISION SERVED APPROXIMATELY 100 HOUSING UNITS. ALSO, THE DIVISION USED FUNDS FROM THE OFFICE OF TEMPORARY DISABILITY ASSISTANCE TO SERVE AN ADDITIONAL 11 HOUSEHOLDS BY PROVIDING AIR CONDITIONING TO PERSONS THAT NEEDED AIR CONDITIONING FOR MEDICAL REASONS. NATIONWIDE, HOUSEHOLDS THAT RECEIVE WEATHERIZATION SERVICES SEE $250-$480 ANNUALLY IN ENERGY SAVINGS. THE WEATHERIZATION ASSISTANCE PROGRAM ALSO HELPS THE COUNTRY REDUCE ITS DEPENDENCE ON FOREIGN OIL AND REDUCE CARBON EMISSIONS. THOUSANDS OF LOCAL SUPPLY-SIDE AMERICAN BUSINESSES AND CONTRACTORS ARE SUPPORTED BY THE WEATHERIZATION ASSISTANCE PROGRAM.COMMUNITY SERVICE: THE TRUST CENTER OFFERS INTENSIVE OUTPATIENT SUBSTANCE ABUSE TREATMENT PROGRAMS BOTH IN THE DAY (DAY TREATMENT) AND IN THE EVENING (NITE LITE). THE PROGRAMS ARE FOCUSED ON ADDRESSING THE INDIVIDUAL ISSUES THAT KEEP CLIENTS IN THE CYCLE OF ADDICTION, AS WELL AS TO HELP THEM DEVELOP THE TOOLS THEY NEED TO PROMOTE LONG- TERM SOBRIETY. THEY ARE OFFERED INFORMATION WHICH IS GEARED TOWARD UNDERSTANDING THEIR ADDICTION AS WELL AS COPING MECHANISMS TO UTILIZE WHEN FACING HIGH-RISK SITUATIONS. WE ALSO OFFER VOCATIONAL SERVICES TO HELP INDIVIDUALS INCREASE THEIR WORK READINESS TO SECURE EMPLOYMENT. THE TRUST CENTER AND NITE LITE PROGRAMS OFFER COMPREHENSIVE STRUCTURED TREATMENT FOR INDIVIDUALS, TAILORED TO MEET THEIR EMOTIONAL, SPIRITUAL, SOCIAL, HEALTH, NUTRITIONAL, AND HOUSING NEEDS. THE INTENSIVE DAY TREATMENT OFFERS DUAL FOCUS GROUPS, COGNITIVE BEHAVIORAL GROUPS, SPECIFIC GENDER GROUPS, VOCATIONAL ASSESSMENTS AND REHABILITATION WORKSHOPS, SMOKING CESSATION WORKSHOPS AND RECREATIONAL ACTIVITIES. ALL ASPECTS OF THE PROGRAMS ARE DESIGNED TO HELP OUR CLIENTS BECOME MORE SELF-SUFFICIENT BY LIVING THEIR LIVES WITHOUT THE USE OF DRUGS AND ALCOHOL. |
