The overall goal is to increase the school readiness of young children from low-income families and close the achievement gap between low-income and middle-income children. RECAP Head Start provides services in the areas of education, medical, dental, and mental health; nutrition; and parent engagement. In addition, the individualized program is responsive to each child's developmental, ethnic, cultural and linguistic heritage. The program serves a total of 184 eligible children between the ages of three and five. There were 38 children enrolled in our program receiving disability services for program year 2017. Among the three sites, there are thirteen classrooms including five 6 hour and eight 3 hour part-day sessions in which children play and learn in a healthy and safe environment. Transportation is provided for 56 children in part-day sessions.Head Start provides services to the entire family. The following list describes the number of families who received some of the services.A total of 209 families received services in 2016-17Emergency/Crisis intervention-9 Housing Assistance-10Mental Health-63English as a Second Language Training-6Adult Education-17Job Training-11Health Education-208Parenting Education-169Each year our staff partner with parents and families to ensure that children enter kindergarten ready to continue learning and be successful. In order to communicate the skills and knowledge that we expect the children to obtain by the end of their 4 year old year, we have established 18 School Readiness Goals. These goals are aligned to the Head Start Child Development & Early Learning Framework, New York State Early Learning Guidelines, and the NYS Pre-K foundations for the Common Core so that no matter what school district the children will enter upon completion, they will be ready. 100% of Classroom teachers have a Bachelors Degree or higher in Early Childhood Education or a related field. The classroom teams use The Creative Curriculum for preschool to help children meet their developmental goals and objectives while preparing the children for kindergarten. Outcomes:During the 2016-2017 program year, all RECAP Head Start children made progress (from baseline assessments) toward all 18 school readiness goals. In comparison to widely held expectations - 94.1% of all RECAP Head Start Children met or exceeded goals in social emotional readiness (figure at the beginning of the enrollment year was 50.1%)- 97.95% of all RECAP Head Start Children met or exceeded goals in physical readiness (Figure at the beginning of the enrollment year was 69.6%)- 90.4% of all RECAP Head Start Children met or exceeded goals in Language readiness (Figure at the beginning of the enrollment year was 47.95%)-90.2 % of all RECAP Head Start Children met or exceeded goals in cognitive readiness (Figure at the beginning of the enrollment year was 49.95%)- 89.75% of all RECAP Head Start Children met or exceeded goals in literacy readiness (Figure at the beginning of the enrollment year was 38.65%)- 88.43% of all RECAP Head Start Children met or exceeded goals in mathematics readiness (Figure at the beginning of the enrollment year was 20.9%)In addition, RECAP children's scores exceeded the GOLD readiness Benchmark in all domains. - In Social Emotional Development the GOLD Benchmark was 601, RECAP's score 676.8;- In Physical Development the GOLD readiness Benchmark was 592, RECAP's score 668.3;- In Language Readiness the GOLD Benchmark was 606, RECAP's score 685;- In Cognitive Readiness the GOLD Benchmark was 609, RECAP's score 692.3;- In Literacy Readiness the GOLD Benchmark was 603, RECAP's score 656.1; and- In Mathematics Readiness the GOLD Benchmark was 641, RECAP's score 664.1.- All children made progress in meeting all of our school readiness goals; as a result all 101 of our 4 year old |

MSR adds pharmacotherapy (prescribed addiction medication) to substance use disorder treatment to help improve treatment retention and outcomes. In September of 2017 the TRUST Center expanded the treatment day from a half day of treatment to a full day of treatment, operating from 9:30 a.m.-2:00 p.m. Monday Friday. A lunch program was implemented with lunch being served from 11:15 a.m.-12:00 p.m. In collaboration with an extended treatment day a treatment schedule was developed to include evidenced based practices and Wellness self management groups. In December 2016 two staff were certified in Moral Reconation Therapy(MRT), a cognitive behavioral program for substance abuse treatment and offender populations that leads to enhanced moral reasoning, better decision making, and more appropriate behavior. The TRUST Center believes that Wellness is instrumental in whole health and will enhance long term recovery. As part of the Wellness program the TRUST center implemented Acu Detox and Yoga into the weekly treatment schedule. Acupuncture is one of the most widely used alternative therapies within the context of addiction and behavioral health treatment. It has been used as an adjunct to conventional treatment because it seems to reduce craving for a variety of substances of abuse and appears to contribute to improved treatment retention rates. Practicing yoga is an excellent complement to conventional chemical dependency treatment. A 12 step program and the eight-fold path of yoga both emphasize truth, meditation, surrendering to a higher power, and developing self-awareness, while healing body, mind, and spirit. In the 2016-2017 year TRUST Center was approved for credentialing and contracted with three major Medicaid managed care plans in the mid Hudson region- Fidelis, Wellcare and Empire Blue Cross Blue Shield. From March 2016- February 2017 the TRUST Center has served 283 people.New Life Manor: New Life Manor had 55 admits from the period of 3/2016 to 2/28/2017- New Life Manor is a transitional sober housing program for men who have suffered from alcoholism and addiction. They had become homeless with loss of employment and family supports. They suffer from negative consequences of poor medical and mental health. Residents mental health improved and were connected to Outpatient mental health services. Residents addressed their medical issues by keeping doctor's appointments and dental appointments. Some residents address their diagnosis of hepatitis c and completed their treatment on harvoni and were diagnosed hepatitis free.- Some residents were able to reconnect with family and return home.26 residents completed NLM for this period-these residents were able to secure safe and sober housing either in the community or returned home with their families.- Admission were closed from 6/2016 to 9/2016NLM went thru a transition period of hiring new staffThe residents addressed relapse prevention, increased participation in 12 step programming-AA/NA. They were introduced to the philosophy of Life Ring an alternative to AA/NA- The residents had improved their social skills and went out on planned trips to local community parks and to the movies.The residents connected with their peers and socialized outside of treatment by going shopping at the Malls-going to 12 step meetings together and introducing their families to their peers. |

We have two locations (280 Broadway, Newburgh and 38 Seward Ave., Middletown) from which we operate. Over the years it has adapted to meet the needs of our consumers, and now offers concepts and training which go beyond straight culinary skills. Our approach is has gone from a culinary job training program in an operational caf, to a job readiness program which utilizes an operating caf as the setting to teach concepts and skills which can be adapted to any opening in the service economy. In addition to the culinary skills, we have incorporated soft skills such as teamwork, customer service, time management, presentation and organizational skills, and introduced resume, interviewing and budgeting classes, so our consumers can be better prepared when seeking and maintaining employment. We are now in the process of opening a third location, at Mill Street in Middletown. This will offer us the opportunity to move the program forward once again, with significant changes and additional training. Rather than operating three training sites, independent of each other, we have the opportunity to develop a curriculum that ties all three sites together, offering universal soft skills, but different technical skills, based on the service each is already designed to provide. Newburgh offers technical training in ala carte service and contract food service, while Middletown (located at HONORehg) offers technical training in larger scale food preparation associated with banquets, buffets and other social gatherings, as well as catering. In this way, each training site is a step in the overall program, and each consumer is provided greater, more extensive training and skills. Additionally, the third training site (Mill Street) will be the closest to a real world atmosphere and have the added benefit of training in entrepreneurial and management skills, which may open up employment opportunities above entry level, for our consumers. Typically, these are individuals who have spent significant amounts of time relying on Social Services to meet their needs. All are unemployed or underemployed. Over 75% are between the ages of 25-45. Approximately 50% neither graduated high school nor attained a GED. While there is a 50/50 split in male v female participants, a vast majority of women list themselves as a single parent / female when compared to very few men who list themselves as single parent / male. These are not simply poverty stricken individuals. They are struggling to break free of generational poverty. Lack of education, minimal marketable job skills, and very little social and emotional professionalism are just a few of the obstacles faced when trying to become self sufficient. By assisting these individuals through training in technical skills and education of soft skills, we can help our participants not only gain employment, but hopefully maintain employment and begin their path toward self sufficiency. Partnering OrganizationsThe Caf program partners with several of our community organizations to provide services. They include: HONORehg: An adult and family shelter providing emergency housing for single men, single women, and families. The Caf program provides breakfast and lunch for approximately 150 residents each day. Community Housing Innovations: CHI provides housing and human services that support social and economic independence. The Caf program is contracted to provide a lunch and dinner, on average, to 30 clients per day, who occupy emergency housing facilities. SUNY Orange Lab School: |

| IRS990/ProgSrvcAccomActyOtherGrp/Desc | 0 | RECAP's Energy Conservation Services Division assists low-income households by reducing their energy costs and improving the comfort and safety of their homes through energy efficiency retrofits. The work typically includes air sealing, wall and ceiling insulation, heating system service or replacement, hot water tank and pipe insulation, and electric reduction measures, particularly lighting and refrigerator replacements. Onsite energy conservation education provides program participants with additional strategies for managing their energy costs. During Fiscal year 2015/2016, the Division's primary funding sources were the national weatherization assistance program, and NYSERDA's empower program. Through those programs the energy conservation services division served approximately 100 housing units. Also, the division used funds from the office of temporary disability assistance to serve an additional 11 households by providing air conditioning to persons that needed air conditioning for medical reasons. Nationwide, households that receive weatherization services see $250-$480 annually in energy savings. The Weatherization Assistance Program also helps the country reduce its dependence on foreign oil and reduce carbon emissions. Thousands of local supply-side American businesses and contractors are supported by the Weatherization Assistance Program.COMMUNITY SERVICE: The TRUST Center offers intensive outpatient substance abuse treatment programs both in the day (Day treatment) and in the evening (Nite Lite). The programs are focused on addressing the individual issues that keep clients in the cycle of addiction, as well as to help them develop the tools they need to promote long- term sobriety. They are offered information which is geared toward understanding their addiction as well as coping mechanisms to utilize when facing high-risk situations. We also offer vocational services to help individuals increase their work readiness to secure employment. The Trust Center and Nite Lite Programs offer comprehensive structured treatment for individuals, tailored to meet their emotional, spiritual, social, health, nutritional, and housing needs. The intensive day treatment offers dual focus groups, cognitive behavioral groups, specific gender groups, vocational assessments and rehabilitation workshops, smoking cessation workshops and recreational activities. All aspects of the programs are designed to help our clients become more self-sufficient by living their lives without the use of drugs and alcohol. |
