These priorities represent areas where mwa's unique strengths in reputation, experience and consensus-building allow us to advance a progressive waterfront policy for the entire region.mwa general assembly and mwa's 12-point plan for sea level riseimmediately after superstorm sandy, mwa responded with a call for new york city to prepare for storm surges and sea level rise using a variety of methods that do not rely exclusively on sea walls and coastal storm surge barriers. Mwa's push to broaden the debate about how to prepare the city continued with the publication of mwa's 12 point plan for sea level rise. The 12 point plan for sea level rise was released at mwa's general assembly in november 2012. The general assembly attracted over 200 advocates who came together to discuss the effects of the storm on the region and to galvanize support for action to address coastal flooding along with a wide variety of strategies to improve the new york city waterfront. City hall, staff of candidates for mayor, civic organizations, and volunteer groups used mwa's 12 point plan for sea level rise in november and december 2012 to develop their policy positions and to advocate for progressive, decentralized, ecologically sensitive, and multi-pronged strategies to protect our waterfront and city.waterfront permitting programwaterfront permitting throughout the region contains its own set of challenges. The new york-new jersey waterfront contains multiple districts at various levels of government, resulting in a complicated permitting process that discourages all but the largest developers. In 2012 mwa continued to advocate for the improvement of the waterfront permitting process and worked with its partners to create a one-stop-shop for permitting assistance to help community groups, maritime businesses, and parks partners develop waterfront projects that benefit the city and help to create a sustainable future for new york.regional ferry servicemwa formally established a new program in 2012 to advocate for better ferry service in the new york-new jersey region and position mwa as the ferry champion for the harbor. The purpose of mwa's new ferry program is to advocate for better upland connectivity, advocate for fare integration among transit systems in the region, and protect and expand ferry service in the metropolitan area. In 2012 mwa finalized its strategy, work plan, and staffing plan for this program and began developing a ferry transportation webpage to help people better find ferry route information.department of the waterfrontmwa continued to work in 2012 with new york city leaders and experts to develop and analyze plans for improving governance of the new york city waterfront. A new coordinating and governance entity would play a key role in allowing new york city to better manage its waterways and shorelines holistically, efficiently, and with dedicated foresight. A new york city department of the waterfront is needed to prioritize and coordinate waterfront maintenance, consolidate and communicate information about the waterfront, promote innovative and effective waterfront design, collaborate at the state and federal levels, and provide waterfront leadership to achieve the city's long term waterfront goals - in particular the goals and objectives articulated in the newly updated new york city comprehensive waterfront plan and the city's plans for recovering, rebuilding, and being better prepared for future hurricanes and large storms.

Mwa's direct service programs promote access to the waterfront and waterways that surround us, and put plans in place for improved access in the future. In addition, these programs help educate the public about our harbor and waterways, as well as promote stewardship of these incredible resources.harbor campharbor camp provides a meaningful, water-based summer camp experience to hundreds of children in the new york - new jersey metropolitan area - children who might not otherwise have opportunities for on-water or water-based educational experiences. Mwa acts as a liaison between united neighborhood house summer camps and providers of water-related educational trips. In 2012, the seventh year of mwa's sponsorship of harbor camp in partnership with the united neighborhood houses, mwa expanded harbor camp participation to include new partnerships with the south street seaport museum, brooklyn bridge park kayak program, and the river project. Also for the first time, mwa offered harbor camp trips to children from new jersey. For the third consecutive year, we partnered with the new york harbor school. This partnership allows harbor camp middle school students to visit the new york harbor school on governors island to learn about opportunities for college preparatory education with a maritime focus. In all, over 1060 children participated in harbor camp in 2012. Our passion for harbor camp is based on the vision that every child in the metropolitan area should have the opportunity to be on the water that surrounds and defines our region's economy, geography, ecology, and history.design the edgedesign the edge is a collaborative venture to make innovative waterfront design a standard in all waterfront projects. Poor waterfront design can lock away our shoreline and have significant adverse ecological impact on the waterfront and the harbor. Mwa's design the edge program gathers landscape architects, marine engineers, marine biologists, and environmental artists to challenge traditional paradigms of waterfront design in order to transform new york citys many shorelines that are poorly planned and designed. Mwa has completed four design the edge projects to date -harlem river park, manhattan; the far rockaways, brooklyn; pier 17 at south street seaport, manhattan; and the final design the edge project at hallets cove, queens. In 2012 mwa completed the development of a design the edge resource center on our website and concluded the waterfront plan for the northern portion of hallets cove in queens with starr whitehouse landscape architects and planners, greenshores nyc, and the new york city economic development corporation. For the hallets cove project mwa executed the community outreach plan, organized and held community meetings and site visits, and worked with project partners to complete the final plan and project brochure which call for the revitalization of this important stretch of waterfront for recreation and community-based educational programs.vessel inventory databasein 2012 mwa completed an inventory of all commercial and nonprofit vessels that use or frequently visit the new york - new jersey harbor. Information collected includes vessel docking requirements, engine specifications, boat capacity and dimensions, historic designation, ownership information, contact information, and primary uses. Mwa uploaded the inventory into a database and released it for use by mwa's alliance partners and other organizations working to improve docking and berthing access in the harbor.the open waters initiativethe open waters initiative is a partnership between the new york city department of parks and recreation and mwa, with the goal of opening up the harbor through new waterfront infrastructure for boats and new locations around the
