“OTHER PROGRAM SERVICES 4: Under the Elevated II / El-Space Pilots - $133,203 expenses New York City has over 70 million square feet of space beneath elevated infrastructure throughout its five boroughs. Together with our project partner, the NYC Department of Transportation (DOT) and two teams of Fellows, the Design Trust developed the Under the Elevated I, and Under the Elevated II / El-Space: Creating Dynamic Places Under the Elevated projects to transform and reclaim the neglected public space beneath New York City's elevated transit infrastructure for new uses and to reconnect communities. In 2015, Design Trust released the Under the Elevated I project publication at a press event featuring our partner DOT Commissioner Polly Trottenberg. The study spelled out sustainable and versatile ways to redesign and maintain the multi-jurisdictional public spaces beneath (el-space) and adjacent to the elevateds. The key recommendation was establishing DOTs El-Space Program, now El-Space Initiative. In Under the Elevated II, we continued to implement three pilot projects and develop the El-Space Initiative with Fellows Winston Ely (Green Infrastructure), Tricia Martin (Landscape Architecture/Green Infrastructure), Quilian Riano (Urban Design) and Leni Schwendinger (Lighting). The pilots tested pedestrian and parking improvements, green infrastructure systems, and new lighting to transform these dark, noisy neglected spaces into community assets. The work has prompted intra- and inter-agency collaborations and facilitated partnership with nonprofit organizations and developers. Moreover, NYCDOT started a geo-spatial inventory of the citys el-space network, pursued additional lighting demonstrations, developed el-space components, and established models for concessions and legal agreements. El-Space project work made headway on three pilot locations: 1) Sunset Park, Brooklyn, beneath the Gowanus Expressway at 36th Street and 3rd Avenue, with Industry City: Landscape Architecture and Green Infrastructure Fellow Tricia Martin provided a monitoring framework and memorandum on replicability of green infrastructure elements. The pilot was revealed in May 2018 as part of the NYCxDesign event that attracts thousands of global visitors annually. DOT dedicated staff to document, track, and assess the pilot based on our comprehensive assessment plan2) Rockaway, Queens, along a 5-mile corridor under the elevated A subway line with the Rockaway Waterfront Alliance (RWA): In July, Design Trust held a planting day for the dunescape with RWA and youth from their Shore Corps. RWA signed an agreement with DOT for the dunescape maintenance and programming. RWA also signed an agreement with MTA to complete the downspout modification in early 20193) Long Island City, Queens, under the Ed Koch Queensboro Bridge Ramp at Jackson Avenue and Dutch Kills Street with Rockrose: installation and preparation began with two gabion planters and plans for downspout modification based on a DOT inhouse designFor Design Trust and NYCDOT to further develop the El-Space Initiative, we held the El-Space Forum, convening international practitioners and leaders from the public and private sectors in Atlanta, Boston, Chicago, Los Angeles, Mexico City, Miami, New Orleans, New York City, Oakland, and Toronto to advance the emerging field of el-space planning and design for their potential value to urban communities and the opportunities they offer to address systemic social, environmental, economic and racial inequities. As part of NYCxDesign, we revealed Sunset Park El-Space pilot under the Gowanus Expressway and held a public program Discover El-Space.At the Forum these forward-thinking individuals, community groups, and government agencies in cities across the continent and internationally established key values to guide el-space projects, identify significant obstacles through project case studies, share knowledge and experience, and develop innovative strategies for creative”
