Mission and Program Overview

Mission

The citizen budget commission, inc. ("cbc") is a nonpartisan, not-for-profit civic organization devoted to influencing constructive change in the finances and services of new york city (the "city") and new york state (the "state") governments. Cbc was founded in 1932, a time of great fiscal crisis, when a group of civic leaders formed a research organization that would analyze the city's finances, evaluate the management of city government, report on these matters to its members, and recommend improvements to municipal officials. In 1985, cbc expanded this analysis to include the fiscal affairs of state government. Cbc's pursuit of its mission is embodied in four interrelated roles: watchdog, research organization, monitor of implementation and disseminator of information. Cbc is funded primarily by contributions, special events and investment income.

The Citizens Budget Commission is a not-for-profit organization devoted to influencing constructive change in the finances and services of New York City and State governments.

Governance Explanations

EXECUTIVE COMMITTEE ELECTION PROCESS: Except as otherwise required by law or by the By-Laws, members of the Executive Committee shall be elected by a plurality of the votes cast at the annual meeting of Trustees by the Trustees entitled to vote. Whenever any other action is to be taken by vote of the Trustees, it shall be authorized by a majority of the votes cast at a meeting of Trustees by the Trustees entitled to vote.

DISTRIBUTION AND REVIEW OF FORM 990: The audit committee of Citizens Budget Commission, Inc. reviews the 990 prior to its filing. Once the form has been reviewed and approved by the audit committee, it is signed and filed by the president.

MONITORING AND ENFORCEMENT OF CONFLICT OF INTEREST POLICY: Trustees and employees are required to complete a conflict-of-interest disclosure statement upon joining the citizens budget commission. In addition, CITIZENS BUDGET commission annually reminds the trustees and employees to be aware of conflicts of interest and to report any changes to the board. The conflict of interest policy is signed annually by each trustee.

DETERMINATION OF COMPENSATION: The executive committee of the board of trustees meets once per year to review the current compensation levels and determine salary adjustments of key employees. These adjustments are made on merit and on an assessment of the annual surveys of New York nonprofit executives' compensation by the Nonprofit Coordinating Committee and Professionals for nonprofits.

FORM 990, SCHEDULE D, PART X, Line 2 SUPPLEMENTAL INFORMATION

CBC FOLLOWS THE provisions of the Financial Accounting Standards Board' (the "FASB") Accounting Standards Codification ("ASC") Topic 740, Income Taxes, RELATING to accounting and reporting for uncertainty in income taxes. Because of CBC's general NOT-FOR-PROFIT status, MANAGEMENT BELIEVES ASC Topic 740 has not had, and is not anticipated to have, a material impact on CBC's financial statements. Unrelated business income tax ("UBIT") reported in the statements of activities was approximately $4,000 during 2018, which represents the Institute's accrued tax on disallowed transportation benefits as required by the Tax Cuts and Jobs Act of 2017 ("TCJA"), beginning January 1, 2018. The Institute was not subject to any UBIT prior to the implementation of TCJA.
