Mission

Ndc housing and economic development corporation was organized for the following charitable purposes: to construct new and support existing safe and adequate low-income housing for disadvantaged persons; thereby assisting generally in the alleviation of housing shortages throughout the united states; to stimulate economic development in economically distressed areas of the country; and to assist in the erection and maintenance of public buildings, monuments or facilities to lessen the burdens of government, and to promote social welfare.

All members of the hedc board of directors and executive employees are required to annually execute a conflict of interest policy and compensation guidelines acknowledgement stating that they have received, read and understand, and agree to comply with the conflict of interest policy and compensation guidelines. The conflict of interest policy and compensation guidelines document requires board members and executive employees to disclose any potential conflicts of interest immediately. The chairperson of the board will upon notification of such an event appoint a disinterested person or committee to investigate alternatives to the proposed transaction and violations of the conflict of interest policy can result in appropriate disciplinary and corrective action. Also, all board members by executing the conflict of interest policy and compensation guidelines document acknowledge that they share the responsibility of hedc to remain faithful to the organization's charitable purposes.

The organization may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities based on the technical merits of the position. IN 2018, THROUGH OUR LOW-INCOME HOUSING DEVELOPMENT AND INVESTMENT ACTIVITIES, HEDC INVESTED IN 10 PROJECTS CONTAINING 956 UNITS OF QUALITY, SAFE, ADEQUATE, AND AFFORDABLE HOUSING FOR LOW INCOME PERSONS AND FAMILIES, THE ELDERLY, AND PEOPLE WITH SPECIAL NEEDS. THE FOLLOWING ARE REPRESENTATIVE SAMPLES OF HEDC AFFORDABLE HOUSING PROJECTS COMPLETED IN 2018:PATRICIA K APARTMENTS SEATTLE, WANDC CORPORATE EQUITY FUND MADE AN EQUITY INVESTMENT OF $10,238,174 FOR THIS $15,222,000 SUPPORTIVE HOUSING PROJECT IN SEATTLE, WASHINGTON. THE PROJECT IS PROVIDING PERMANENT SUPPORTIVE HOUSING FOR 52 INDIVIDUALS WITH MENTAL ILLNESSES. IT IS BEING DEVELOPED ALONGSIDE JUDKINS JUNCTION, A 74-UNIT PROJECT FOR LOW-WAGE WORKERS AND FAMILIES, AT THE CORNER OF 23RD AVENUE AND S. JACKSON STREET IN SEATTLE. THE SUPPORTIVE SERVICES WILL BE PROVIDED BY COMMUNITY HOUSE MENTAL HEALTH AGENCY WHICH WAS FOUNDED IN THE EARLY 1960'S. PENDLETON PLACE IS IN SOUTH MEMPHIS IN PROXIMITY OF THE CENTRAL BUSINESS DISTRICT AND ALL ESSENTIAL SERVICES. THE FINANCING FOR THIS PROJECT INCLUDES AN INSURED HUD 221(D)(4) MORTGAGE. HEDC INVESTED $4,641,015 OF THE $15,900,00 REQUIRED TO COMPLETELY RENOVATE THE BUILDINGS. ON SCHEDULE O)DURING 2018, HEDC UNDERTOOK THE FOLLOWING PROJECTS UNDER THE MISSION OF LESSENING THE BURDENS OF GOVERNMENT.WASHINGTON BIOMEDICAL RESEARCH PROPERTIES SEATTLE, WA IN 2004 UNIVERSITY OF WASHINGTON SCHOOL OF MEDICINE BEGAN RENOVATING THEIR EXISTING BROTMAN BUILDING INTO A STATE-OF-THE-ART BIOMEDICAL RESEARCH FACILITY. THE UNIVERSITY WAS CHALLENGED TO DELIVER THE PROJECT IN A TIMELY AND EFFICIENT MANNER AND ASKED HEDC TO ASSIST BY UNDERTAKING THE MULTI-PHASE PROJECT ON THEIR BEHALF. THE THIRD PHASE IN UW MEDICINE'S SOUTH LAKE UNION CAMPUS CONSISTS OF THREE PHASES. PHASE 3.1 BROKE GROUND IN SUMMER 2011 AND WAS COMPLETED IN 2013. IT INCLUDED THE CONSTRUCTION OF A 138,000 SQUARE-FOOT RESEARCH LABORATORY BUILDING DIRECTLY ACROSS THE STREET FROM THE FIRST AND SECOND PHASES OF THE SOUTH LAKE UNION CAMPUS. THE NEXT PHASE OF THE PROJECT IS WASHINGTON BIOMEDICAL RESEARCH PROPERTIES 3.2 (WBRP 3.2) IS AN EIGHT-STORY, APPROXIMATELY 157,000 SF BIOMEDICAL FACILITY THAT HAS BEEN CONSTRUCTED OVER THE FOUNDATION AND PARKING FROM WBRF 3. THE FINANCING FOR PHASE 3.2 CLOSED IN 2015 AND THE PROJECT WAS COMPLETED IN EARLY SUMMER OF 2018. THE BUILDING IS CURRENTLY BEING COMMISSIONED AND WBRP 3.2 IS BUILDING OUT THE EIGHTH FLOOR WITH DOLLARS SAVED DURING THE CONSTRUCTION PROCESS. THE PHASES I, II, AND III PROVIDE OVER 800,000 GSF OF RESEARCH AND OFFICE SPACE IN SUPPORT OF SCHOOL OF MEDICINE RESEARCH PROGRAMS.COMMUNITY DEVELOPMENT PROPERTIES SCRANTON- SCRANTON, PAIN 2016 HEDC WORKING WITH THE CITY OF SCRANTON SUCCESSFULLY NEGOTIATED A LONG-TERM CONCESSION/LEASE FOR THE CITY OF SCRANTON PARKING SYSTEM, WHICH INCLUDED: 1) FIVE PARKING GARAGES CONTAINING 2,659 SPACES AND APPROXIMATELY 36,000 SF OF RETAIL; 2) 1,479 METERED PARKING SPACES; AND 3) 550 PUBLICLY-LEASED PARKING SPACES. HEDC ASSUMED RESPONSIBILITY FOR THE LEASE, OPERATION, MAINTENANCE AND CAPITAL REPAIR OF THE ENTIRETY OF THE PUBLIC PARKING SYSTEM FOR FORTY YEARS THROUGH ONE OF ITS' SUBSIDIARY CORPORATIONS CDP SCRANTON (CDPS). THE CONSIDERATION AMOUNT GENERATED BY A CONCESSIONAIRE/LEASE AGREEMENT WAS USED BY THE CITY, IN COMBINATION WITH PROCEEDS FROM A GENERAL OBLIGATION ISSUANCE, REDEEM ALL OUTSTANDING DEBT ASSOCIATED WITH THE PARKING AUTHORITY. THIS ALLOWED THE CITY TO BE FREE OF THE ON-GOING LIABILITY AND HAS FREED UP MUNICIPAL REVENUES FOR OTHER CRITICAL NEEDS AND OBLIGATIONS. IN 2017 CDPS CONTINUED ITS WORK WITH THE CITY TO UPGRADE THE GARAGES WITH ENHANCED LIGHTING AND TO IDENTIFY A NEW ON STREET PARKING SYSTEM. IN 2018, CDPS STABILIZED THE FORMERLY BANKRUPT PARKING SYSTEM WHICH IS NOW OPERATING AT A 1.4:1 DEBT COVERAGE RATIO. ADDITIONALLY, CDPS CONTRACTED WITH A FIRM TO DESIGN A NEW AUTOMATED ON-STREET REVENUE COLLECTION SYSTEM THAT WHEN INSTALLED, WILL IMPROVE REVENUE COLLECTION, OPERATING EFFICIENCY AND THE OVERALL CUSTOMER PARKING EXPERIENCE. THE NEW ON-STREET SYSTEM IS SCHEDULED TO BE OPERATIONAL IN THE FOURTH QUARTER OF 2019. THESE EFFORTS WILL PROVE TO FURTHER THE CITY'S PLAN TO CONTINUE THE REVITALIZATION OF DOWNTOWN SCRANTON.

ON SCHEDULE O) REVIVE EXISTING BUSINESSES OPERATED BY DISADVANTAGED GROUPS.STIMULATE ECONOMIC DEVELOPMENT IN ECONOMICALLY DEPRESSED AREAS.HEDC WORKS WITH NONPROFIT ORGANIZATIONS AND SERVICE PROVIDERS AND UNITS OF LOCAL GOVERNMENT TO STIMULATE ECONOMIC DEVELOPMENT IN THE ECONOMICALLY DEPRESSED NEIGHBORHOODS ACROSS THE NATION. WORKING THROUGH THE NEW MARKETS TAX CREDIT PROGRAM AND WITH OTHER FINANCING, HEDC CREATES EMPLOYMENT AND ENTREPRENEURIAL OPPORTUNITIES FOR DISADVANTAGED GROUPS AND INDIVIDUALS, COMBATS COMMUNITY DETERIORATION, AND ELIMINATES SLUM AND BLIGHT THROUGH NEW INVESTMENT IN LOW INCOME COMMUNITIES TO REHABILITATE AND REVITALIZE NEIGHBORHOODS. UNDER THE NEW MARKETS TAX CREDIT (NMTC) PROGRAM, HEDC HAS SPONSORED 91 PROJECTS TOTALING OVER $1.6 BILLION OF NEW INVESTMENT, CREATED OVER 8,600 PERMANENT JOBS FOR DISADVANTAGED INDIVIDUALS, AND BROUGHT BADLY NEEDED GOODS AND SERVICES TO LOW INCOME COMMUNITIES. IN 2018, HEDC RECEIVED A $50 MILLION ALLOCATION OF NEW MARKETS TAX CREDITS AND AIDED THE FOLLOWING PROJECTS:PRINCE AVENUE PROJECT - ATHENS, GA HOME URBAN, AN ACCOMPLISHED REGIONAL COMMERCIAL DEVELOPER IS CONSTRUCTING A TRANSFORMATIVE MIXED-USE PROJECT IN A LOW-INCOME (40% POVERTY RATE) NEIGHBORHOOD IN ATHENS, GEORGIA WHICH IS ALSO A "FOOD DESERT". THE PROJECT INCLUDES 34 RENTAL HOUSING UNITS, 10 OF WHICH WILL BE AFFORDABLE TO FAMILIES AT OR BELOW 80% OF AREA MEDIAN INCOME. THE RETAIL PORTION OF THE PROJECT WILL CONTAIN 24,323 SQUARE FEET OF LOCAL RETAIL SPACE THAT WILL BE RENTED BELOW MARKET. TEN THOUSAND OF THE 24,323 SQUARE FEET WILL BE OCCUPIED BY A PIGGLY WIGGLY EXPRESS MARKET WHICH IS MINORITY OWNED AND WILL PROVIDE THE RESIDENTS OF THE NEIGHBORHOOD WITH AFFORDABLE FRESH PRODUCE, MEAT, BAKED GOODS, DAIRY PRODUCTS AND OTHER STANDARD FOOD OFFERINGS. ADJACENT TO THE PROJECT IS THE HISTORIC ST. JOSEPH'S CHAPEL, WHICH WILL BE SAVED AND ADAPTED FOR A NEW USE. THE TOTAL PROJECT COST IS $21.2 MILLION AND HEDC HAS PROVIDED A $7.5 MILLION NMTC ALLOCATION. WHEN COMPLETED, THE COMMERCIAL TENANTS AND THE HOUSING COMPANY WILL CREATE 40 NEW FULL-TIME JOBS. GREAT WEST VIRGINIA BARREL COMPANY WHITE SULFUR SPRINGS, WV HEDC INVESTED IN A STATE-OF-THE-ART OAK BARREL COOPERAGE THAT WILL PRODUCE AGING BARRELS FOR THE ARTISANAL SPRITS INDUSTRY. THE FACILITY CHOSE TO LOCATE IN THIS SEVERELY DISTRESSED AREA BECAUSE OF A STAND OF APPALACHIAN WHITE OAK, A RESOURCE NATIVE TO WEST VIRGINIA THAT IS COVETED BY DISTILLERS. HEDC INVESTED $7 MILLION IN NEW MARKETS AUTHORITY WHICH MADE THE PROJECT FINANCIALLY FEASIBLE. THE POVERTY RATE IN GREENBRIER AND MONROE COUNTIES IS 22.6% AND UNEMPLOYMENT IS MORE THAN DOUBLE THE NATIONAL AVERAGE AT 7.5%. THE COOPERAGE WILL EMPLOY 52 FULL-TIME PERMANENT JOBS ONSITE AND 35 AT THE MILL. FLEX-N-GATE DETROIT, MI HEDC FINANCIALLY SUPPORTED THE LARGEST AUTO SUPPLIER INVESTMENT IN THE CITY OF DETROIT IN MORE THAT TWO DECADES. BY PROVIDING $8.1 MILLION OF NEW MARKETS TAX CREDITS, HEDC ASSISTED FLEX-N-GATE WITH THE CONSTRUCTION OF A NEW 494,000 SQUARE FOOT MANUFACTURING PLANT THAT WILL EMPLOY 800 NEW EMPLOYEES WHEN THE PLANT REACHES FULL PRODUCTION. THE COMPANY IS HIRING AND TRAINING NEIGHBORHOOD RESIDENTS TO FILL THESE LIVING-WAGE JOBS.
