Mission and Program Overview

Mission

The National Center for Science Education (NCSE) promotes and defends accurate and effective science education, because everyone deserves to engage with the evidence. NCSE is a not-for-profit, membership organization that helps ensure students across the country receive an accurate and effective evolution and climate science education. We do this by supporting teachers with resources and best teaching practices; through community outreach led by dedicated volunteers delivering hands-on, engaging science activities; and by monitoring and mobilizing against efforts to undermine science education, whether at the statehouse or in the classroom. Our members are scientists, teachers, and citizens with diverse political affiliations.

Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

The 990's are review by both the Executive Director, and the Treasurer prior to filing. They review the electronic form. The Director of operations submits it to them with comments to explain information and allows for questions and edits prior to filing.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

The board secretary has the directors sign a conflict of interest statement each year. We haven't had a conflict so there has never been any discussion on prohbitions.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

Research was done by contacting other similar organization in the Bay area to discuss ED salaries. A independent survey was also used, that compares salary data from other non-profits. This process last occurred in 2018.

Form 990, Part VI, Line 19: Other Organization Documents Publicly Available

NCSE makes its governing documents, conflict of interest policy and financial statements available upon request. The organization makes its completed 990 form available upon request and uploads it onto, GuideStar, on the NCSE website and Charity Navigator websites.

Additional Explanations

Form 990, Part III, Line 2: New Services

In 2019, together with a researcher at the Pennsylvania State University, NCSE conducted a rigorous national survey of science teachers in public middle and high schools. The survey partly replicated a 2007 survey of biology teachers in public high schools about their teaching of evolution and partly replicated a previous NCSE/Penn State 2014-2015 survey of science teachers in public middle and high schools about their teaching of climate change. The results will be published in the peer-reviewed literature starting in 2020, and will also help to inform NCSE's efforts in defending and promoting the teaching of these socially - though not scientifically - controversial areas of science.

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: Communications: NCSE is the go-to source for the public generally, and the news media in particular, for up-to-date information on threats to the integrity of the science classroom. In 2019, we launched a new website that more accurately reflects our work and mission. In conjunction with the website launch, we changed our domain from .com to .ngo to ensure that visitors understand our non-profit status. We continued to send our monthly e-newsletter, which had a subscriber list of about 25,000 in 2019. We also send a quarterly print publication to our members, Reports of the National Center for Science Education. Continued at Schedule O OTHER PROGRAM SERVICES 5: Reports of the National Center for Science Education: We send a quarterly print publication to our members. The high-production, sixteen-page publication includes news about our programs, our members, and other articles of interest.

Form 990, Part XII, Line 2: Change of Oversight or Selection Process

Effective with its 12/31/2019 audit, the Organization formed an audit committee to oversee the audit process.

Form 990, Part III - Breaking Down Barriers

(Cont'd from page 2) And the program inducted its second cohort of Graduate Student Outreach Fellows, bringing the total number of fellows to 10. The Graduate Student Outreach Fellows undergo a rigorous curriculum to help them develop the skills and knowledge needed to create, facilitate, and market effective outreach activities in their local communities.

Form 990, Part III - Communications

(Cont'd from page 2) The high-production, sixteen-page publication includes news about our programs, our members, and other articles of interest. Our staff also made public appearances as guest lecturers or were workshop presenters at colleges and universities, museums such as the Smithsonian National Museum of Natural History, and local and regional community organizations as part of our effort to maintain public awareness of our mission, goals, and work. As well, NCSE?s work was featured in external publications such as Scientific American, Education Week, The Atlantic, The Washington Post, and The Associated Press. We ended the year with 171,000 Facebook fans and 14K Twitter followers.

Form 990, Part III - Supporting Teachers

(Cont'd from page 2) The newest cohorts of ambassadors met in the summer at Michigan State University to focus on evolution and at Clemson University to focus on the nature of science. The program also continued to collaborate with the Center for Climate Change Communication at George Mason University and the University of California Museum of Paleontology. Over the course of the year, Veteran teacher ambassadors led 16 workshops and other professional development experiences for about 500 colleagues. In addition, the program continued to send each month an educator newsletter with resources and other items of interest to more than 6,000 subscribers.

Financial Statement Notes

Part V, Line 4: Intended uses of the endowment fund.

NCSE has designated a portion of its unrestricted net assets as a general endowment fund to support the mission of the Organization. Since the endowment resulted from an internal designation and is not donor-restricted, it is classified and reported as unrestricted net assets. Each year, the Organization is authorized to withdraw up to 5 of the average balance of the stock and securities portfolio investment account over the prior three years. Market value to be determined as of the last business day of the preceding year for the organization's operating purposes. The dollar amount and timing of any distributions from the investment account will be left up to the discretion of the Executive Director and the Treasurer.

IRS990/MissionDesc0The National Center for Science Education (NCSE) promotes and defends accurate and effective science education, because everyone deserves to engage with the evidence. Our members are scientists, teachers, and citizens with diverse political affiliations

IRS990/ProgSrvcAccomActy2Grp/Desc0Breaking Down Barriers: Our community outreach program creates science learning in communities around the country, led by our NCSE Science Collaborative Partners implementing hands-on, inquiry-based science activities. The goal is to ensure that everyone, everywhere, has access to effective and accurate evolution and climate science education. At 107 locations around the country in 2019, the program engaged 10,136 young people and adults at science events in libraries, at museums and fairs, and at community gatherings. The program developed 28 new activity kits which it distributed freely to its local affiliates around the country. Continued at Schedule O

IRS990/ProgSrvcAccomActy3Grp/Desc0Supporting Teachers: Our teacher support program continued its professional-development-oriented approach to ensure that students receive accurate and effective climate change and evolution education. First, the program increased its number of Teacher Ambassadors - master teachers charged with helping to develop, field test, and then lead professional development on climate change, evolution, and nature of science lessons. We added 19 Teacher Ambassadors to bring our total number to 47, representing 28 states and Puerto Rico. Continued at Schedule O.
