Mission and Program Overview

Mission

The National Center for Science Education (NCSE) promotes and defends accurate and effective science education, because everyone deserves to engage with the evidence. NCSE is a not-for-profit, membership organization that helps ensure students across the country receive an accurate and effective evolution and climate science education. We do this by supporting teachers with resources and best teaching practices; through community outreach led by dedicated volunteers delivering hands-on, engaging science activities; and by monitoring and mobilizing against efforts to undermine science education, whether at the statehouse or in the classroom. Our members are scientists, teachers, and citizens with diverse political affiliations.

Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

The 990s are reviewed by both the Executive Director, and the Treasurer prior to filing. They review the electronic form. The Director of Operations submits it to them with comments to explain information and allows for questions and edits prior to filing.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

The board secretary has the directors sign a conflict of interest statement each year. We haven't had a conflict so there has never been any discussion on prohbitions.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

In 2018, research was done by contacting other similar organization in the Bay area to discuss ED salaries. A independent survey was also used, that compares salary data from other non-profits.

Form 990, Part VI, Line 19: Other Organization Documents Publicly Available

NCSE makes its governing documents, conflict of interest policy and financial statements available upon request. The organization makes its completed 990 form available upon request and uploads it onto, GuideStar, on the NCSE website and Charity Navigator websites.

Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: Communications: NCSE is the go-to source for the public generally, and the news media in particular, for up-to-date information on threats to the integrity of the science classroom. In 2018, we hired a new communications director who developed content and marketing strategies, including the implementation of a new monthly e-newsletter that is sent to 24,000 subscribers and plans to redesign the organization's website. Our staff also made public appearances as guest lecturers or were workshop presenters at colleges and universities, museums such as the Smithsonian National Museum of Natural History, and local and regional community organizations as part of our effort to maintain public awareness of our mission, goals, work, and the issues affecting the integrity of science education. We ended the year with 170,000 Facebook fans and 13,000 Twitter followers. OTHER PROGRAM SERVICES 5: Reports of the National Center for Science Education: We send a quarterly print publication to our members. The high-production, sixteen-page publication includes news about our programs, our members, and other articles of interest.

Financial Statement Notes

Part V, Line 4: Intended uses of the endowment fund.

NCSE has designated a portion of its unrestricted net assets as a general endowment fund to support the mission of the Organization. Since the endowment resulted from an internal designation and is not donor-restricted, it is classified and reported as unrestricted net assets. Each year, the Organization is authorized to withdraw up to 5 of the average balance of the stock and securities portfolio investment account over the prior three years. Market value to be determined as of the last business day of the preceding year for the organization's operating purposes. The dollar amount and timing of any distributions from the investment account will be left up to the discretion of the Executive Director and the Treasurer.

IRS990/MissionDesc0The National Center for Science Education (NCSE) promotes and defends accurate and effective science education, because everyone deserves to engage with the evidence.

IRS990/ProgSrvcAccomActy2Grp/Desc0Breaking Down Barriers: Our community outreach program creates science learning in communities around the country, led by graduate students and volunteers implementing Do-It-Yourself science activities. The goal is to ensure that everyone, everywhere has access to effective and accurate evolution and climate science education. At nine locations around the country in 2018, the program engaged with more than 3,000 young people and adults at science events in libraries, at county fairs, and at community gatherings. The program developed 5 new activity kits which it distributed freely to its local affiliates around the country.

IRS990/ProgSrvcAccomActy3Grp/Desc0Supporting Teachers: Our teacher support program held workshops attended by 18 NCSE Teacher Ambassadors representing 14 states -- master teachers of climate change or evolution who underwent a rigorous application process. We worked with partners at the George Mason University Center for Climate Change Communication and the University of California Museum of Paleontology to facilitate the workshops. At the workshops, the teachers developed 10 lesson plans aimed at helping students overcome misconceptions and misinformation about climate change and evolution, then field-tested those lessons. Our Teacher Ambassadors taught those lessons to their students, who number in the hundreds, and will provide professional development to local colleagues so that they too can teach the lessons effectively, creating a multiplier effect. We also began assessing the efficacy of the lessons and are making any necessary modifications based on our assessments. In addition, our teacher support program held a series of webinars on the climate change lessons that garnered over 400 registrants. Finally, the program sent a monthly educator newsletter with resources and other items of interest to more than 5,000 subscribers.
