The election of officers and governors shall be by ballot; the presiding officer shall appoint tollers, who shall also act as inspectors. The candidates receiving the greatest number of votes shall be deemed to be elected. At each annual meeting a president shall be elected, one or more vice-presidents, a secretary and treasurer or a secretary-treasurer shall be elected, who shall hold office for one year and until their successor are elected.”
