Governance Explanations

Form 990, Part VI, Section B, Line 11B

The form 990 is prepared by an independent accountant in conjunction with the organization's financial department. A copy of the draft form 990 is circulated electronically to the full board of trustees for discussion and comment. Each board member is provided opportunity to comment on the information contained in the 990 prior to filing with the irs.

Form 990, Part VI, Section B, Line 12C

The organization has a conflict of interest policy in place. All new board of directors and officers are asked to renew and acknowledge their compliance on an annual basis. The organization distributes an annual questionnaire to all board of directors and officers. The general counsel presents conflicts of iterest to the governance committee, which is taked with reviewing potential conflicts of interest and, if necessary, taking to the board of directors for further review and consideration for determining compliance.

Form 990, Part VI, Section B, Line 15

Ipa has a total reward philosophy which is used to ensure we appropriately attract, develop and retain staff. Ipa has selected appropriate comparator organizations against which it benchmarks salaries. Salary ranges are reviewed annually for each salary grade. Ipa utilized accredited external specialists in compensation and benefits to assess market movements and determine salary ranges within our ability to pay.

Form 990, Part VI, Section C, Line 19

The organization's audited financial statements and annual summary are posted on the organization's website and are available at the address listed on page 1 of the form 990. The organization's governing documents and conflict of interest policy are available upon request and at management's discretion. They are often picked up for other charity evaluation websites such as charity navigator.

IRS990/Desc0IPA'S POLICY AND ADVISORY WORK SUPPORTED THE SCALING OF MULTIPLE COST EFFECTIVE PROGRAMS. IN THE PHILIPPINES, IPA PARTNERED WITH THE DEPARTMENT OF EDUCATION AND YOUTH IMPACT TO SCALE AN INTERNATIONAL COST-EFFECTIVE PHONE TUTORING AND SMS-BASED EDUCATION PROGRAM, PROVEN THROUGH RANDOMIZED CONTROLLED TRIALS AS AN EFFECTIVE REMEDIAL APPROACH TO STRENGTHEN FOUNDATIONAL NUMERACY.TOGETHER WITH GEORGETOWN UNIVERSITY'S GUIDE, IPA SUPPORTED RWANDA'S MINISTRY OF EDUCATION TO EXPAND THE STARS PROGRAM FROM 248 TO 345 SCHOOLS IN 2024. THE STARS PROGRAM IS AN INITIATIVE TO IMPROVE EDUCATION QUALITY IN RWANDA THROUGH PERFORMANCE-BASED COMPENSATION. IT BUILDS ON A PREVIOUS EVALUATION SUPPORTED BY IPA AND GUIDE, WHICH FOUND THAT PAY-FOR-PERFORMANCE CONTRACTS IMPROVED TEACHER PERFORMANCE PARTICULARLY IN CLASSROOM PRESENCE AND PEDAGOGY AND ENHANCED STUDENT LEARNING OUTCOMES, WITH NO NEGATIVE IMPACT ON TEACHER RECRUITMENT.
