In january of each year, the ceo is requested by the chair of the board to provide the compensation committee with a recommendation and justification for a compensation increase, decrease or a recommendation to remain the same. The compensation committee reviews the ceo's recommendation and does independent investigation into comparability. They then discuss their results and the chairman then informs the ceo of the committee's decision. The president determines the compensation of officers and key employees based on comparability information and performance reviews in conjunction with the organization's human resource director.

FORM 990 Part III, LINE 4A

HOUSING SERVICES AND OPERATIONS: The heart of Westhab's mission is to provide quality, affordable housing for the poorest citizens of Westchester. We currently provide about 1000 units of affordable rental housing in Westchester and New York City. Westhab provides property and facility management in all of our facilities, homeless shelters, small and large multifamily buildings, and special needs residences in small residential buildings. We also provide security services, both staffed and mechanical in most of our buildings. Beginning in 1983, Westhab, in close partnership with the Westchester County Department of Social Services, pioneered the creation of the Emergency Housing Apartment Program, now a national model for upgrading substandard housing while providing transitional housing for homeless families. Westhab currently provides 210 units of this community-based housing for homeless families, in dozens of residential buildings throughout southern Westchester. We are very proud of the fact that the Westhab green management sign on the front of our buildings always identifies the best-maintained buildings on the block.

SHELTER OPERATIONS: At the height of the homeless crisis in Westchester County, in the mid-1990's, Westhab operated four large shelters for homeless families and individuals. Adopting the housing first model to meet local needs and utilizing rapid re-housing, effective case management, and aggressive home-finding activities, we have successfully moved 6,000 families from homelessness to permanent housing including over 330 in 2013 alone. We currently operate the only large family homeless shelter in Westchester in addition to a unique workforce men's homeless shelter that provides temporary supportive housing for men as well as permanent affordable housing. Our family homeless shelter for 100 families in White Plains is the central point of intake for all homeless families in the County and provides a comprehensive array of services designed to assist homeless families in moving to affordable permanent rental housing. We currently transition more than 300 families each year through this process and have reduced the median length of time families stay homeless from one year ten years ago, to two months in 2013. Westhab has developed comprehensive Youth Services programs in its homeless shelters to meet the myriad academic, enrichment, and social needs of homeless young people. Our Youth Services model has continually evolved and we now also operate 6 community-based Youth Centers in Yonkers, Mount Vernon and the Bronx to meet the needs of at-risk young people in distressed neighborhoods. In 2013, we served more than 1000 young people in these programs.

EMPLOYMENT SERVICES: Westhab's employment services programs focus on job readiness training, job placement and job retention. We started this service with homeless residents in our shelters, then expanded to serving the larger community in Mount Vernon and Yonkers by opening Community Resource Centers in both communities. We currently contract with the County to serve all its clients in the Mount Vernon/New Rochelle catchment area (1600 families) and continue to serve young adults, community residents and the homeless in the city of Yonkers. Westhab's Employment Services Division averages 400 placements per year in jobs paying an average of $9.50 per hour. Additionally, our Community Resource Centers enable several thousand residents each year to access job-finding opportunities on the internet, upgrade resumes, obtain interview clothing, and practice interview techniques.

FORM 990 Part III, Line 4D

AFFORDABLE LOW INCOME HOUSING DEVELOPMENT: Westhab acquires property and develops housing, using different financing sources available including state and federal funds, low income housing tax credit financing, and private debt financing. Westhab purchases vacant land or buildings in Westchester and the Bronx and structures a residential project that serves an existing need. Westhab establishes a development team that includes architects, engineers, attorneys, consultants, a general contractor and an owner's rep to build quality, affordable housing. Westhab has renovated or newly constructed 2500 affordable units. In 2013, we completed and opened two rental projects: a 40 unit senior residence in New Rochelle and a 28 unit family development in the Town of Greenburgh. We also continued the development of three additional projects in 2014: a sixteen unit rental for disconnected youth in Yonkers that received a full funding award in August 2013 and an increase in October 2014 from HHAC; a 72 unit senior development that previously received a HUD 202 award and will complete the required financing with 4% tax credits and state administered capital funds; and a 68 unit project in the Bronx for independent mentally ill that has received funds from NYS OMH, and will complete the financing required with 4% as of right tax credits and tax exempt bonds from DASNY. Both the HHAC and OMH projects will start construction in November 2014. Westhab's development is designed to be cost effective over the long run, using quality materials and design that holds up well for many years.

The agency is exempt from Federal income taxes under Section 501(c)(3) of the Internal Revenue Code. The agency follows the accounting pronouncement dealing with uncertain tax positions. The agency had no unrecognized tax benefits at December 31, 2013. The agency has no open tax years prior to 2010. In addition, the agency has no income tax related penalties or interest for the periods reported.
