Mission

To provide an effective response to the youth, family & adult social & behavioral needs in the community. United services is the most comprehensive private, non-profit center in connecticut providing psychosocial, mental health, chemical abuse, education and prevention services to the community, and employee assistance program services for business and industry. Our primary service area is the 21 towns in northeast connecticut. Client services are available in 12 locations, including four main offices located in columbia, dayville, wauregan and windham.

The form 990 is prepared by the center's independent accountants based upon the audited financial statements and supplemental information provided by the fiscal management team. The draft 990 is presented to the organization's finance committee by the cfo. After review by the finance committee, the form 990 is presented to the board of directors for review and approval prior to submission to the irs.

The board secretary distibutes the organization's conflict of interest and code of professional ethics policies to all directors and officers annually. Each officer and director is required to sign a statement which affirms that they have received a copy of the conflict of interest policy; has read and understands the policy; and has complied with the policy.

THE PRESIDENT/CEO DETERMINES THE COMPENSATION OF THE OTHER OFFICERS AND THE AMOUNTS ARE INCLUDED IN THE ORGANIZATION'S ANNUAL BUDGET. THE ANNUAL BUDGET IS REVIEWED and APPROVED by THE BOARD OF DIRECTORS.

Part X, Line 2:

The Agency has no unrecognized tax benefits at June 30, 2017 and 2016. The Agency's Federal and state information and tax returns prior to fiscal year 2014 are closed and management continually evaluates expiring statutes of limitations, audits, proposed settlements, changes in tax law and new authoritative rulings. If the Agency has unrelated business income taxes, the Agency will recognize interest and penalties associated with uncertain tax positions as part of the income tax provision and include accrued interest and penalties with the related tax liability in the consolidated statements of financial position.
