The library's members are comprised of all individuals who have made for the prior fiscal year a contribution of time, money or property to the library.

The library's board members are elected by the members.

The board of trustees comprises the governing body of the library and is responsible for substantially all decision making at the library. Notwithstanding the foregoing, the library's members have authority to elect the trustees and pursuant to statute have the right to approve certain fundamental actions that may be authorized by the board of trustees, including amendments to the certificate of incorporation and dissolution of the organization.

Review of the form 990 is a multi-step process. Following the audit committee's review and approval of the financial statements and the completion of the of the external auditor's report, the reports and prepared filings, including the form 990, are distributed to the board for review.

Each trustee and employee is required to sign a copy of the library's conflict of interests annualy which is intended to elicit disclosure of any possible conflict of interest.

The personnel committee of the board of trustees annually reviews and approves the salary ranges for the various library positions as prepared by the executive director based on the results of the most recent survey conducted by the fairfield library administrators group for those libraries included in the survey comparable to that of the library. Toward the end of each fiscal year, the executive director assesses the performance of each department manager based on the achievement of their respective performance goals for the fiscal year and together with each department manager, reviews the performance of the personnel under such department manager's supervision. Based on the results of such reviews, salary ranges for the positions, and the funds that the library has available for such purposes, the executive director makes a determination of the amount of basic compensation to be awarded the department managers and other personnel for the forthcoming fiscal year and whether any additional bonuses will be paid.

THE PANDEMIC ADDED DEMAND FOR DIGITAL OFFERINGS, RESULTING IN A 10% INCREASE IN SUCH OFFERINGS OVER THE PRIOR FISCAL YEAR. WHILE PARTIALLY OPEN DURING THE PAST YEAR, THE LIBRARY STILL CIRCULATED OVER 182,000 PHYSICAL ITEMS. BY EMPHASIZING THE DELIVERY OF COLLECTIONS AND SERVICES THAT THE COMMUNITY WANTS, THE LIBRARY'S FOOT TRAFFIC AVERAGED NEARLY 5,000 VISITORS PER MONTH FROM MID-AUGUST 2020 WHEN THE LIBRARY DOORS RE-OPENED, AND APPROXIMATELY 1700 INQUIRIES WERE MADE PER DAY TO THE LIBRARY'S WEBSITE, FOR THE PURPOSE OF BORROWING OR DOWNLOADING COLLECTION ITEMS; CHECKING THE STATUS OF AN ACCOUNT; RENEWING OR PLACING A RESERVE; CONDUCTING RESEARCH; OR TO REGISTER TO ATTEND A CLASS, PROGRAM OR SPECIAL EVENT. DURING THE PARTIAL CLOSURE, THE LIBRARY'S STAFF, THROUGH CHECK-IN CALLS, ENDEAVORED TO ENSURE THAT THE LIBRARY'S MORE VULNERABLE USERS HAD ACCESS TO THE LIBRARY'S SERVICES, AND WHERE NECESSARY, DELIVERED MATERIAL TO THE HOMEBOUND. APPROXIMATELY 12,250 ADULTS ATTENDED 210 PROGRAMS HELD DURING FY2021, EITHER IN PERSON OR VIRTUALLY. A SELECTION OF THE ADULT PROGRAMMING FOR THE PAST YEAR INCLUDED (I) A SIX PART SERIES IN PARTNERSHIP WITH AREA NONPROFITS ON RACISM; (II) AUTHOR TALKS, INCLUDING JEANINE CUMMINS ON AMERICAN DIRT; (III) TALKS ON MEDICAL TOPICS, INCLUDING COPING WITH THE STRESS OF COVID-19, CELLULAR COMMUNICATION, AND CONCUSSIONS AND BRAIN INJURIES; (IV) SCIENCE AND NATURE-RELATED PROGRAMS, INCLUDING PLANTING FOR BEES, RECYCLING, AND LAND CARE IN A DROUGHT, AND (V) THE LONG RUNNING ARTSCAPADES ART HISTORY SERIES. IN ADDITION, THE LIBRARY HELD ITS BIENNIAL ONE AUTHOR NEW CANAAN SERIES IN MARCH 2021 FEATURING JAQUELINE WOODSON WITH BOOK SELECTIONS AND VIRTUAL PROGRAMMING FOR NOT ONLY ADULTS, BUT TEENS AND CHILDREN. IN ADDITION, THE LIBRARY SPONSORS SEVERAL ANNUAL LECTURE SERIES, INCLUDING THE WILLIAM ATTWOOD MEMORIAL LECTURE, THIS PAST YEAR FEATURING DR. CYNTHIA MILLER-IDRISS, AUTHOR OF HATE IN THE HOMELAND; THE NEW GLOBAL FAR RIGHT.THE FAMILY SERVICES DEPARTMENT CONTINUALLY INNOVATES ITS PROGRAM SELECTION FOR CHILDREN AND TEENS. WITH THE PIVOT TO REMOTE PROGRAMMING DURING THE PAST YEAR, THE LIBRARY SURVEYED LOCAL FAMILIES WHICH REVEALED THAT CHILDREN WERE FEELING SCREEN FATIGUE AND LACK OF SOCIAL OUTLETS. ACCORDINGLY, VIRTUAL PROGRAMS WERE DESIGNED TO BE INTERACTIVE AND INCLUDED VIRTUAL DANCE PARTIES, ESCAPE ROOMS, YOGA SESSIONS, GAME NIGHTS, LIVE CRAFTS PROGRAMS, CHESS CLASSES AND REMOTE ANIMAL ENCOUNTERS. PROGRAMMING FOR TEENS INCLUDED GAME NIGHTS, COOKING CLASSES, AND A MURDER MYSTERY WRITING GROUP. DURING THE PAST FISCAL YEAR, 6,550 CHILDREN AND TEENS ATTENDED A TOTAL OF 277 VIRTUAL PROGRAMS. VIRTUAL PROGRAMS FOR PARENT ARE ALSO PROVIDED WITH THIS PAST FISCAL YEAR OFFERING A LECTURE ON HOW PARENTS CAN HELP CHILDREN UNDERSTAND RACE.
