Mission and Program Overview

Mission

To use science, advocacy and the law to protect, preserve and enhance the charles river and its watershed, including improving and expanding its natural resources and recreational opportunities.

Major Activities

Activity 2
Climate Change - Energy Efficiency - CRWA entered into a Fiscal Sponsorship Grant Agreement (the "Grant") in July 2010 with Serrafix Corporation ("Serrafix") pursuant to a grant from an anonymous foundation. Given the clear nexus between energy production and consumption and their negative impact on water resources, combined with the Board's 2010 resolution recognizing that reduction of greenhouse gas emissions falls within CRWA's mission, Serrafix is establishing, with this restricted funding, energy efficiency programs for selected cities and towns in Massachusetts to improve building energy performance and to reduce greenhouse gas emissions. After the initial phase, Serrafix plans to design and launch the operation of a functioning model that could be exported to cities around the country. Pursuant to the Grant, $810,000 was awarded by CRWA to Serrafix in fiscal year 2010, less an administrative fee for CRWA's administration of the grant.
Activity 3
Blue Cities Initiative - Under the Blue Cities Initiative, CRWA works to design and promote new approaches to urban water resource management. Working on several pilot projects including both public and private properties, as well as research, planning and design, the goal is to create urban design that mimics the natural hydrologic cycle. CRWA is working with the City of Boston to create Boston's first "green street" designed to use plants and soils to absorb and clean runoff from the roadway and sidewalks. The work at the project site in Peabody Square in the Dorchester neighborhood of Boston will include permeable pedestrian plazas, street trees that absorb and clean runoff, and rain gardens. Project construction is due to be complete in the spring of 2011. As a result of this work, CRWA was appointed by Boston Mayor Thomas Menino to serve on the Bostons Complete Streets Advisory Committee to help create "green" guidelines for street development. CRWA has also completed greening projects in the Allston and Chelsea neighborhoods of Boston as well as the Town of Franklin, Massachusetts and continues to promote the Blue Cities approach across the Watershed. These projects serve as a model for better site design, educate the public on the practice of storm water retrofits, and help streamline the process of effectively promoting and successfully implementing Low Impact Development Best Management Practices ("BMPs").

IRS990/ActivityOther/Description0Advocacy and Education - CRWA's advocacy involves sound watershed management policies and regulations, commenting on all major development projects and environmental issues in the Watershed, working with Watershed partners and coalitions to protect water resources, and working to ensure the long-term sustainability of the water resources of the River. CRWA also testifies at legislative, budgetary and regulatory hearings and appears before municipal boards and commissions throughout the Watershed. CRWA gives talks at schools, universities and to local groups about the River and CRWA's science and coordinated efforts to remove water chestnuts from the River with volunteers.CRWA Helps Bring Shad Back to the Charles - From 2006 to 2009, approximately 9 million shad fry raised by the United States Fish and Wildlife Department were tagged and released into the River by the Massachusetts Division of Marine Fisheries ("DMF"). CRWA's efforts in restoring the River's water quality, plus our efforts in restoring fish ladders and breaching dams have prepared the river to once again accommodate this historically abundant fish species that spawns in fresh water and lives their adult lives in the ocean. DMF monitoring did not identify any returning shad in 2010; however, the monitoring effort to confirm the return of the shad population to the River will continue during the spring and summer of 2011.Expansion of the Massachusetts Water Resources Authority ("MWRA") Water Sales - The MWRA's proposed expansion of its water system service area, adding up to 20 new member communities, raised several important water policy and smart growth issues. For this reason CRWA has worked to require comprehensive analyses of the impacts and benefits of additional MWRA water sales.
IRS990/ActivityOther/Description1Mystic River Collaborative Project - CRWA's collaboration with the Mystic River Watershed Association and a seven other Mystic River watershed organizations is designed to improve water quality, water quantity and flow conditions, as well as promote open space protection and public access to open space in the Mystic River Watershed. CRWA is working with collaborative members, and community groups to develop criteria for identifying key properties for environmentally sensitive development and redevelopment in the Mill Creek sub-watershed. CRWA and several collaborative members have focused particularly on restoration efforts in Chelsea Creek and have developed a series of plans and designs to restore specific sub-watershed areas to improve water quality, public access and to re-establish natural rainwater to land connections. In 2010, the first project identified by the group was constructed using funds from the MET. Designs for a second project are currently underway.
IRS990/ActivityOther/Description2On-Line Trading - CRWA is developing a pilot online trading system for storm water runoff, specifically phosphorus, called the Blue Cities Exchange (the "Exchange"). The system will enable sites that cannot achieve the required phosphorus reductions to buy credits from sites that have generated a phosphorus reduction surplus by going beyond basic permit requirements. A user-oriented pilot project for two towns was started during fiscal years 2009 and 2010.
IRS990/ActivityOther/Description3Integrated Monitoring, Modeling and Management Project ("IM3") - This program is CRWA's ongoing comprehensive study of the River involving numerous volunteers and university researchers. The goal of the program is to provide comprehensive water quality data that is necessary to understand Watershed dynamics and serve as a basis for much of CRWA's science and advocacy work. In addition, the data is used by numerous researchers, students and policy makers who are working to understand the River. The data serves as the basis for the annual Charles River Report Card issued by the United States Environmental Protection Agency ("EPA").
IRS990/ActivityOther/Description4Municipal Storm Water Management - Funded by the Massachusetts Environmental Trust ("MET"), CRWA and over 100 volunteers identified non-point source pollution problems in the middle and lower Watershed through visual surveying and water quality monitoring. This effort assesses River corridor conditions, identified potential sources of pollution, and documents pipe conditions. All of the visual and water quality monitoring results, as well as recommendations to remediate the problems, were provided to the responsible communities, landowners, and federal and state regulators in the form of BMPs.CRWA's storm water recharge program was developed in association with the EPA to identify optimal areas for storm water recharge along the River. The project uses a combination of United States Geological Information Survey analyses and simple groundwater equations to identify optimal recharge zones. This program provides the EPA and other watershed organizations the ability to determine optimal recharge zones for the upper River Watershed.
IRS990/ActivityOther/Description5Upper/Middle Charles Total Maximum Daily Load - CRWA, with DEP and EPA, has developed a nutrient Total Maximum Daily Load ("TMDL") for the Upper and Middle Charles River. The nutrient TMDL is the phosphorus load that the River can sustain and still meet water quality or aesthetic standards. Water quality monitoring and modeling were used to determine the allowable total phosphorus load and quantified the source loads. Excessive phosphorus from anthropogenic sources (like fertilizer, human/animal waste, and detergents) currently causes high levels of algae and aquatic weeds. Storm water contributes about two-thirds of the total annual phosphorus load. The implementation plan outlines the regulatory process to achieve the TMDL loads that will yield a cleaner, more useable river. The draft TMDL report was completed in September 2009 and is currently undergoing a public review process.
IRS990/ActivityOther/Description6SPECIAL PROJECTSThe Run of the Charles Canoe and Kayak Race ("ROTC") - Started 29 years ago, ROTC showcases the ongoing improvements in the River. This race is one of the nation's oldest and largest canoe and kayak races. Professionals, amateurs, and corporate teams compete in the 26 mile canoe marathon. Annual Earth Day Charles River Cleanup - Since the year 2000, volunteers join together to pick up trash at the Earth Day Charles River Cleanup held in early spring at over fifty locations along the River. In 2010, more than three thousand volunteers from over one hundred forty groups participated. The cleanup is organized by a collaborative of groups interested in environmental and river issues including CRWA, The Office of State Senator Steven Tolman, the Charles River Conservancy, the Esplanade Association, the City of Newton, Massachusetts, the Trustees of Reservations, the Emerald Necklace Conservancy, and the Massachusetts Department of Conservation and Recreation (DCR). The major financial sponsors include the Kohl's, New Balance Foundation, radio station WBMX Mix 104.1 and the Hyatt Regency Cambridge.Bio-control and Weed Removal to Manage Invasive Species: Water Chestnut Hand Pulling - An overgrowth of water chestnuts, an invasive weed, is choking out fish and hampering boat passage in the lakes district of the City of Waltham, Massachusetts. CRWA mobilized 2,000 hours of volunteer time to hand pull water chestnuts from June to August of 2010. Charles River Canoe and Kayak donated staff time and access to their boats during this effort.
IRS990/ActivityOther/Description7Lower Charles Water Quality Flagging - From June through October, boaters are apprised of the River's daily water quality with CRWA's red, yellow or blue flags flying at eight boating locations in the Lower Basin of the River, from the Town of Watertown, Massachusetts to Boston. In addition, CRWA posts webpage updates and sends e-mails to interested boaters on the status of the River. Data is collected twice per week and a predictive model is used to estimate water quality on a daily basis at each location based on rainfall and previous water quality conditions.

IRS990/Description0SAVING WATER - Funding for this project is focused on three fundamental areas of Watershed management: 1) adoption of stream flow standards and water supply permits to protect water supplies and restore base flows; 2) adoption of new storm water permits to reduce storm water pollution; and 3) completion of a "spot sewering" pilot plan that promotes smart growth. In addition, CRWA will be working with the City of Boston to expand its Blue Cities concepts. Part of the effort will be to assess the impacts of climate change in the management of water resources. From this, CRWA'S will develop a strategic plan that articulates its vision for sustainable water and identify goals and objectives and helps shape future programs.
