Mission

Efficiency forward, inc. Is a non-profit that administers and runs the dlc.the designlights consortium (dlc) is a non-profit organization with a mission to achieve energy optimization by enabling controllability with a focus on quality, people, and the environment.as a non-profit, the dlc is commited to improving energy efficiency for commercial lighting throughout north america, and to making a positive climate impact worldwide. It's our goal to provide a trusted, impartial assessment of the industry's highest performing lighting products and systems to boost consumer trust and adoption of the technologies that save the most energy.

Major Activities

Activity 2
Speed adoption of high efficiency products -neep develops and supports regional-scale strategies to accelerate the adoption of high-efficiency residential and commercial lighting and consumer products through education, incentive programs and public policies. In addition to the accomplishments of the designlights consortium noted below significant accomplishments in 2012 include: -completed the first annual update to the northeast residential lighting strategy (rls), originally published in march 2012 to freshen and supplement the information and recommendations contained in the initial regional strategy. -released the northeast and mid-atlantic heat pump water heater market strategies report to guide efforts across the region to promote this super-efficient technology, and demonstrate regional leadership through the market adoption of this emerging technology.-completed phase i of the advanced power strips project, enabling efficiency programs to more broadly promote the growing technology. Phase-one resources and reports can be found at www.neep.org.-engaged stakeholders across the region to provide input to the u.s. Doe on their rulemakings to set minimum appliance efficiency standards for several products, most notably residential furnace fans, distribution transformers, and battery chargers/external power supplies.-continued to provide leadership for topten usa as consumer resource to accelerate the adoption of super-efficient consumer products with 2012 adoption in connecticut and vermont and 2013 adoption for massachusetts and rhode island.the designlights consortium solid state lighting qualified product list (dlc ssl qpl) promotes quality, performance and energy efficient commercial sector lighting solutions through collaboration among its federal, regional, state, utility, and energy efficiency program members; luminaire manufacturers; lighting designers and other industry stakeholders throughout the u.s. And canada. In 2012, through the dlc, neep administered the qualified products list (qpl) the leading resource that distinguishes quality, high efficiency led products for the commercial sector - setting the technical bar for efficiency program incentives across the u.s. And into canada while informing lighting manufacturer product development. Major accomplishments in 2012 include: -the dlc solid state lighting qualified products list grew by 10,455 products in 2012, ending at 18,369 products from 233 manufacturers.-completed and announced technical specifications for 11 new ssl product categories for the qpl.-made the dlc qpl available in french. Both the english and french versions are available for download on the dlc website at www.designlights.org.-dlc membership grew by seven new members including: efficiency $mart, comed, duke energy, liberty utilities, burlington electric, georgia power, and southern minnesota municipal power agency.-held the inaugural dlc stakeholder meeting in atlanta, ga october 29-31, a three-day meeting that brought together efficiency programs, government and lighting industry professionals to learn about and discuss best practices to develop and promote quality, highly efficient solid state lighting products for the commercial sector.-launched the dlc member update, a monthly e-mail newsletter with program updates, general information, and announcements to inform the dlc members of events, activities, results, and other relevant news.
Activity 3
Reduce energy use in buildings -the goal of neep's strategy to reduce energy use in buildings is to make possible a future in which all homes and buildings are zero net energy, through incremental yet aggressive improvements to building energy policies and programs. Major accomplishments in 2012 include: -released an update to its model progressive building energy codes policy. The full report, along with six new case studies, is available at www.neep.org.-with the massachusetts department of energy resources (doer), completed phase 1 of a two-phase commercial building benchmarking pilot project to develop best practice tools to support building asset rating tools to support building energy rating & disclosure policies for commercial buildings. -in june 2012 brought together nearly 80 people for a full-day workshop on making the grade - building energy rating in the northeast. -published the "roadmap to zero net energy public buildings: recommended steps for the northeast and mid-atlantic," a comprehensive report that presents a series of recommendations for how to achieve broad deployment of zero net energy public buildings.-with efficiency maine, developed a multi-year energy efficiency strategy to accelerate comprehensive energy retrofits in 5-20 unit multi-family housing in maine.-launched a comprehensive multi-family regional resource center as an online source of information and resources to support comprehensive multi-family efficiency retrofit programs. MAJOR ACCOMPLISHMENTS IN 2012 INCLUDE:-ENGAGING POLICYMAKERS AND PARTNERS TO DEFEND THE REGION'S MOST SIGNIFICANT AND EFFECTIVE EFFICIENCY PROGRAMS AND POLICIES. -TRACKING TRENDS IN STATE ENERGY EFFICIENCY INVESTMENT AND SAVINGS WAS A SIGNIFICANT FOCUS, ALONG WITH PUBLICATION OF OUR ELECTRONIC RESOURCES INCLUDING HIGHLIGHTS, THE POLICY SNAPSHOT, AND THE POLICY TRACKER.-PARTICIPATION IN PUBLIC PROCEEDINGS AND STAKEHOLDER PROCESSES ACROSS THE REGION, SUBMITTING NEARLY 30 SETS OF WRITTEN COMMENTS IN AN ARRAY OF PROCEEDINGS FROM MAINE TO MARYLAND. -PROVIDING OUR POLICY EXPERTISE AND DATA ANALYSIS TO A WIDE RANGE OF ADVOCATES, EFFICIENCY PROGRAM ADMINISTRATORS, PRACTITIONERS, AND LOCAL, STATE, AND FEDERAL POLICYMAKERS TURNED TO US FOR OUR KNOWLEDGE, OUR PERSPECTIVES, AND OUR CONNECTIONS IN THE FIELD.NEEP'S EVALUATION, MEASUREMENT & VERIFICATION (EM&V) FORUM ADVANCES KNOWLEDGE AND BEST PRACTICES BY SUPPORTING THE DEVELOPMENT AND STATE USE OF CONSISTENT PROTOCOLS TO EVALUATE, MEASURE, VERIFY, AND REPORT THE SAVINGS, COSTS, AND EMISSION IMPACTS OF ENERGY EFFICIENCY AND OTHER DEMAND-SIDE RESOURCES.
