Mission and Program Overview

Mission

The boston area rape crisis center has a mission to end sexual violence through healing and social change. Today, though much has improved, sexual violence remains an urgent public health and safety problem, with profound medical, emotional, and financial consequences for victims, families and communities. We are the only provider of comprehensive rape crisis services in the greater boston area, which includes 29 cities and towns and over 1.5 million people. The barcc staff of 28 and 150 volunteers serve 4,900 victims and their families each year, and touch another 10,000 through outreach, education, and training.

The boston area rape crisis center (barcc) is one of the oldest independent rape crisis centers in the country and the only rape crisis center in the greater boston area. Our mission is to end sexual violence through healing and social change. We provide a range of inclusive empowerment-based services free of charge to survivors and their families ages 12 years and older. Barcc began as a volunteer based organization and continues to depend on volunteers to provide its services. Our nationally acclaimed volunteer program includes 40 hours of initial rape crisis counselor training and regular, ongoing supervision, support and training. In fy17 225 volunteers dedicated their time to barcc. In addition to its services, barcc is a thought leader on the issue of sexual violence and prevention. Barcc's survivor-centered approach, which has been refined over the last forty-four years, has been used as a national model by other rape crisis centers across the country.

The boston area rape crisis center is a 501c3 nonprofit organization that uses the internal revenue service's three-step safe-harbor procedure for establishing a rebuttable presumption that our executives' compensation is reasonable. The boston area rape crisis center's governance committee of the board of directors is the body that reviews and approves compensation arrangements for the executive director. The executive director is the only paid employee (board members are not compensated) that requires the three-step safe-harbor practice. On an annual basis, the governance committee identifies if there are any conflicts of interest present among the governance members and ensures that no individual with a conflict of interest participates in the compensation review. The committee reviews and relies upon a minimum of 3 sources for comparability of compensation: 1. Third sector new england nonprofit salary survey 2. The nonprofit times salary and benefit report 3. Local salary data of ceo's of similar type and size organizations in the boston area, as disclosed on 990 tax documents. The governance committee determines the appropriate range of executive compensation to recommend by reviewing these sources and examining the staff and management salaries to monitor the ratio of the executive salary to the lowest staff and management salaries. The governance committee makes a recommendation to the full board. The full board reviews, deliberates, and votes on the level of compensation awarded. This is captured in the board meeting minutes. The board of directors maintains documentation of the compensation review process and results.
