After the draft 990 is presented to the executive director and the director of finance by the auditors, the director of finance copies the draft 990 and provides a copy to each member of the finance and audit committee of the board of directors. The committee reviews the document and makes recommendations to the full board for comments and/or a vote for the formal board minutes.
