“Program 1, line 28 Open Educational Resource OER Program In 2013 and 2014, we devoted a major amount of time and resources to building an educational platform for Vietnamese users to contribute to and to download teaching and learning materials free of charge. As a result, in March 2014, VNF officially launched Hanoi Spring, a new online educational resource system. Hanoi Spring is an advanced technology platform designed to allow the public to share teaching and learning materials and curriculum development. It is based on the concept of open educational resources OER.”
“Program 1, line 28 contd Under the management of VNF, the Vietnam Open Educational Resources VOER has become a major portal for students and teachers inside and outside of Vietnam. Every day, more than 30,000 visitors access VOER www.voer.edu.vn to research and download materials. 90 of them are domestic users and the rest are international visitors from the US, Germany, India, Russia, Japan, and other countries. There are more than 21,000 knowledge modules from more than 3,700 contributing authors. The number of mobile device users is increasing rapidly, reaches 20 of total users. We are adding mobile functionalities and social network features into Hanoi Spring to support users. There are 205 entities joining VOER to become member of the VOLT Alliance Vietnam Open Learning Technology. They include universities, research institutes, companies, and non-profit organizations.”

“Program 3, line 30 contd VNF scholarship program for blind college students named Sunflower Scholarship in Ho Chi Minh City HCMC became an annual, traditional and well-recognized scholarship program since its establishment in 2008. The scholarship program was established to financially support and award blind students in HCMC who were pursuing college study. The number of scholarship recipients continued to rise each year. In 2013, VNF had 66 blind scholars who were excelling in college. Each scholarship amounted to 5 million Vietnamese dong, equivalent to USD 238. Most of the scholarship recipients were from underprivileged families in central and Southern provinces, and some of their parents were dioxin-affected by the wars. However, they all shared a desire to purse higher education for a better future. Many of them chose to study pedagogy, psychological counseling, and music.”

In 2013, 11 laptops were granted to the top scholars who met the requirement of GPA equal to or above 4.0. This support facilitated their study and research at school and improve their contact with the global community.”

The scholarship program was established to financially support and award blind students in HCMC who were pursuing college study. The number of scholarship recipients continued to rise each year. In 2013, VNF had 66 blind scholars who were excelling in college. Each scholarship amounted to 5 million Vietnamese dong, equivalent to USD 238. Most of the scholarship recipients were from underprivileged families in central and Southern provinces, and some of their parents were dioxin-affected by the wars. However, they all shared a desire to purse higher education for a better future. Many of them chose to study pedagogy, psychological counseling, and music. |
