Mission

Qari's mission is to foster and improve the social, cultural, economic and civic lives of immigrants and their families in order to benefit quincy and its neighboring communities. Through collaborations and partnerships, we provide culturally competent services, such as workforce development, adult education programs, youth development, and cultural events as well as information and referrals to public or other community organizations.

The board of directors receives the form 990 to review prior to filing and the president approves the form. The form 990 is then signed by the organization's chief executive officer.

All board members annually complete a conflict of interest disclosure statement. They are then reviewed and if appropriate, addressed by the finance committee.

Qari's executive compensation program is administered by the board of directors through its executive committee. The executive committee is responsible for establishing and maintaining a competitive compensation program for the key executives of the organization. The committee meets as needed to review the compensation program and make recommendations for any changes to the board, as appropriate. A performance evaluation is conducted and reviewed each year and is intended to ensure that the compensation program falls within a reasonable range of competitive practices for comparable positions among similarly situated organizations. Following this review, the committee reviews and approves, for selected key executives, base salaries and annual incentive opportunity adjustments, and objectives and goals forth-upcoming year's annual incentive plan. The committee reviews and recommends to the board salary approval and incentive awards for the chief executive officer and selected key senior staff.

THE WORKPLACE EDUCATION PROGRAM PROVIDES ENGLISH SKILLS NEEDED FOR BOTH WORKPLACE AND EVERYDAY LIVING. CLASSES DELIVER ON SITE IN THE WORKPLACE, MAKING CLASSES AVAILABLE TO MANY WHO WOULD OTHERWISE BE UNABLE TO STUDY. IN PARTNERSHIP WITH JP FUJI GROUP, QARI HAS DESIGNED AND DELIVERED CONTEXTUALIZED ENGLISH PROGRAMS FOR TWO YEARS. BESIDES JP FUJI GROUP, PREVIOUS PARTNERS INCLUDES KAM MAN FOOD, AND SUNSHINE TRAVEL. QARI'S WORKPLACE EDUCATION PROGRAMS PROVIDE THE EMPLOYEE THE OPPORTUNITY TO GRASP THE SOCIAL, WORKFORCE AND CULTURAL ASPECTS OF THE ENGLISH LANGUAGE THROUGH THE TEACHING OF SPEAKING AND LISTENING. QARI USE STANDARDIZE TEST - BEST PLUS TO TEST THE OUTCOMES FOR THE LEARNING GAINS. IN FY17, 83% STUDENTS WHO TAKE PART IN THE PROGRAM ACHIEVED LEARNING GAINS. GENERAL ATTENDANCE THROUGH FY17 IS 91%. THE FAMILY LITERACY PROGRAM OFFERS FREE CONTEXTUALIZED ENGLISH AND PARENTING SKILLS FOR PARENTS OF CHILDREN ENROLLED IN QUINCY PUBLIC SCHOOLS. THIS YEAR'S FAMILY LITERACY PROGRAM, A GROUP OF UP TO 18 PARENTS SIMULTANEOUSLY STUDY BOTH ENGLISH AND PARENTING SKILLS COMPONENT. THE PROBLEMS FACING IMMIGRANT FAMILIES ARE NOT ONLY LINGUISTIC, BUT CULTURAL AS WELL. IN MANY ASIAN CULTURES, PARENTS GET THEIR CHILDREN TO SCHOOL AND EDUCATION IS FULLY ENTRUSTED TO TEACHERS WITH NO EXPECTATION OF PARENTAL INVOLVEMENT. ACCORDINGLY, THE CONTENT IN THE FAMILY LITERACY CURRICULUM IS DIVIDED INTO THREE MAIN SUBJECT AREAS, OR MODULES: SUPPORTING YOUR CHILD'S LEARNING AT HOME, PARENT INVOLVEMENT AT SCHOOL, AND NAVIGATING QUINCY PUBLIC SCHOOLS (QPS). QARI ALSO OFFER MANDARIN LANGUAGE COURSE AND FREE CITIZENSHIP COURSE. OUR MANDARIN CLASS EMPHASIZES ON SPEAKING AND LISTENING WHILE READING AND WRITING WILL BE ADDRESSED BASED ON STUDENTS' INTERESTED AND REQUEST. CLASS MEETS ON WEDNESDAY NIGHT FROM 6:30 TO 9:00PM FOR 10-15 WEEKS. OVER FY17, THREE MANDARIN SEMESTERS HAVE CONDUCTED, INCLUDING BEGINNING MANDARIN 101, LOW INTERMEDIATE MANDARIN, AND HIGH INTERMEDIATE MANDARIN 2. AVERAGE ATTENDANCE RATE IS 90% WITH 360 STUDENTS ATTENDED HOURS. OUR FREE CITIZENSHIP CLASS MEETS EVERY SATURDAYS FOR 15 WEEKS, HAS PROVIDED TO OVER 30 STUDENTS WITH 270 STUDENTS ATTENDED HOURS. TOPICS IN THE CITIZENSHIP CLASS RANGING FROM US GOVERNMENT/GEOGRAPHY TO HOW TO FILL IN THE NATURALIZATION FORM N-400. STUDENTS ALSO HAD A FIELD TRIP TO VISIT USCIS IMMIGRATION OFFICE AT THE END OF THE SEMESTER TO HAVE A REAL-LIFE EXPERIENCE ON THE INTERVIEW PROCESS.

CLIENTS RECEIVE ASSISTANCE LOCATING AND COMPLETING FORMS, TRANSLATING DOCUMENTS, AND FINDING RESOURCES. QARI ALSO PROVIDES MONTHLY LEGAL CLINICS, SURVIVAL ENGLISH COURSES FOR ASIAN ELDERS, AS WELL AS CULTURAL COURSES SUCH AS CHINESE PAINTING AND CHINESE CALLIGRAPHY. IN FY17, QARI PROVIDES INFORMATION AND REFERRAL SERVICES TO 686 CLIENTS WITH 2,350 UNITS OF SERVICE. THE MOST NEEDED SERVICES ARE ACCESS TO HEALTHCARE, HOUSING, FOOD AND COMMUNICATION. WITH 6 VOLUNTEER ATTORNEYS' DONATION OF 26 HOURS OF FREE LEGAL ADVICE, THE QARI MONTHLY FREE LEGAL CLINIC WAS ABLE TO ASSIST 23 CLIENTS IN THE PAST YEAR. QARI'S DIRECTOR OF COMMUNITY OUTREACH ASSISTED 108 IMMIGRANT FAMILIES WITH LIMITED ENGLISH PROFICIENCY ON-SITE AT QUINCY PUBLIC SCHOOLS' CENTRAL REGISTRATION TO REGISTER THEIR CHILDREN FOR SCHOOL AND PROVIDE COMMUNITY RESOURCES TO THE NEW FAMILIES. WITH 23 VOLUNTEERS AND STAFF MEMBERS' OVER 110 INTERPRETATION SERVICE HOURS, QARI HAS HELPED 281 FAMILIES TO COMMUNICATE WITH QUINCY PUBLIC SCHOOL TEACHERS AND GET TO KNOW THEIR CHILDREN'S SCHOOL LIFE. QARI ALSO OFFER SURVIVAL ENGLISH CLASS IN BOTH MANDARIN AND CANTONESE TO ELDERLY CLIENTS OVER 65 YEARS OLD. MORE THAN 70 STUDENTS ATTENDED ONE OF SURVIVAL ENGLISH COURSES.
