Mission and Program Overview

Mission

The centre's mission is to enable and facilitate the equitable and sustainable well-being of the people of the hindu kush-himalayas by supporting sustainable mountain development through active cooperation among the eight countries in the region that also serve as the centre's partners. In furtherance of this mission, the centre is a regional knowledge development and learning center where policymakers, experts, planners, and practioners can meet and exchange ideas and perspectives for the benefit of the centre's partners and mountain people and communities. The centre performs a number of activities in connection with its role as knowledge development and learning center, including training and applied research and consulting on scientific and technical matters.

To enable sustainable and resilient mountain development for improved and equitable livelihoods through knowledge and regional cooperation.

Governance Explanations

Form 990, Part VI, Section A, Line 1

The principal members of the centre shall be a) the board of governors (hereinafter referred to as the "board"); b) the icimod support group (hereinafter referred to as the "support group"); and c) the directorate. The board may establish such subsidiary organs or other subordinate bodies as it may find necessary. The board of governors shall be the supreme decision making organ of the centre. The support group shall be the main link and forum for interaction between the centre and the donor community. While not intended to serve the functions of a governing body for the centre, it shall provide suggestions and shall support the efforts of the centre in respect of fund raising.

Form 990, Part VI, Section A, Line 6

The board of governors of icimod shall consist of fifteen members of which eight shall represent the governments of the participating countries of the hindu-kush-himalayan area. The other seven shall be international experts appointed by the board of the basis of their professional competence in the scientific and technical fields relevant to the objectives and functions of the centre. The members of the board shall be appointed for three-year terms. The independent members of the board are eligible for reappointment for one successive term.

Form 990, Part VI, Section A, Line 7A

The director-general shall be internationally recruited with clear job descriptions and advertisement. Evaluation of candidates shall be undertaken by a selection committee constituted of board members, assisted by independent advisor. The director-general shall be appointed for a period of five years, by decision of two-thirds majority of all members of the board. He or she shall be eligible for one such further appointment.

The centre shall operate under the authority of the board, which shall govern the centre in all matters. The board shall determine the policy of the centre and issue general directives on the functioning and work of the centre, as well as adopt such rules and regulations as may be deemed necessary for the efficient functioning of the centre.

The organization's management and board regularly reviews, discloses, and consistently monitors any conflicts of interest within the organization. Employees and board members provide disclosure of both business and outside interests. Any member of the organization who is in breach of the conflict of interest policies shall be dealt with in accordance with the rules and regulations governing the organization and as reported in the human resource policy manual.

The compensation of the organization's top management official and officers is determined by a compensation committee, written employment contracts, approval by the organization's board as well as utilizing an independent compensation consultant.
