Governance Explanations

Form 990, Part VI, Section A, Line 1

As the governing body of the institute, the iiasa council (board of trustees) is composed of one permanent representative from each national member organization (nmo). The council meets twice a year, in june and november. The charter and subsequent resolutions of council document the role of council, its processes and decisions. The council is responsible for: establishing relations with government and international bodies; determining financial and managerial policies and subject areas for iiasa research; and ensuring iiasa activities are in line with its objectives, the provisions of the charter, and the interests fo the nmos. The council elects a chair and vice chairs who are the officers of the council. The council appoints the director general and the deputy director general (the directorate) who, as the chief executive officers of the institute, are responsible for implementing the research program and managing the day-to-day operations. The directorate, while not a member of the council, is entitled to participate in all its deliberations. It does not, however, have the power to make decisions on behalf of the governing council. The iiasa council exercises its oversight responsibilities through a committee structure: an executive committee (consists of chair and two vice-chairs), a finance committee, a membership committee, a program committee, an outreach and capacity building committee, an external science advisory committee and external evaluation committees. All principle decisions are documented, reported and ratified by the governing council.

The organization has members called the national members organizations (nmos). The nmos are professional institutions from member countries. Membership is subject to approval of the council.

A member institution elects its own representative (council member) who serves as a voting member to the council. The council members work on voluntary basis and no remuneration is paid out.

Form 990, Part VI, Section B, Line 11B

The organization's accounting personnel prepare its form 990, with the assistance of the finance and sponsored research office (fsr), the human resources (hr) and the external relations communications and library and the iiasa secretary for national member organizations (com). The return is then reviewed by an independent accountant as well as the organization's directorial staff. Any necessary revisions are included in the final version that is approved by the director general and the head of fsr.

Form 990, Part VI, Section B, Line 12C

Iiasa's conflict of interest policy is primarily concerned with formal outside employment and activities that may be in conflict with the interests and mission of the institute. The aim is that the institute receives sufficient information to arrive at a reasonable decision as to the appropriateness of proposed activities. This policy equally applies to all institute personnel at all levels. Individuals are required to report on their interests in, commitments toward or affiliations with other organizations that could constitute a conflict of interest immediately upon assuming a position at iiasa and again during any subsequent negotiations at employment contract extension (usually every two years). In the interim, emphasis and responsibility is placed on the individuals to update iiasa in a timely manner of any changes. While iiasa does not specifically monitor researchers in the period between original hiring and contractual extensions, there is also a formal mechanism in place by which any observation of a possible conflict of interest can be reported to the directorate and handled appropriately.

The council appoints a director general and a deputy director general of the institute for a term of three years, with the possibility of extension according to the employment regulations. The director's compensation is negotiated (within a salary framework that is commensurate with similar positions, experience and qualifications) between the council, the executive committee and the candidate.

THESE PROGRAMS USE HOLISTIC APPROACHES AND EFFECTIVE, INTERDISCIPLINARY COLLABORATIONS TO IDENTIFY THE MULTIPLE SOLUTIONS NEEDED TO BRING ABOUT A GLOBAL TRANSFORMATION TO TRUE SUSTAINABILITY SPECIFICALLY: ENE, AIR, TNT, ESM, WAT, EEP, POP, RISK AND ASA PROGRAMS.LARGE-SCALE INTEGRATED PROJECTS SUPPORTING GLOBAL TRANSFORMATIONS (TWI2050, ISWEL, FUTURE INITIATIVES)NARROWLY FOCUSED, SINGLE-DISCIPLINARY SCIENCE ALONE CANNOT ADEQUATELY UNDERPIN POLICY OPTIONS AND SOLUTIONS TO RESOLVE GLOBAL SUSTAINABILITY CHALLENGES. MULTISCALE, INTEGRATED, INTERDISCIPLINARY APPROACHES THAT CONSIDER SOCIAL, ECONOMIC, AND ENVIRONMENTAL ASPECTS, THAT LOOK ACROSS AND BETWEEN BORDERS AND SECTORS, AND THAT IDENTIFY FEEDBACKS, TRADE-OFFS AND CO-BENEFITS OF A POLICY OR MANAGEMENT DECISION ARE REQUIRED. LARGE-SCALE, INTEGRATED RESEARCH PROJECTS AT IIASA SEEK TO ADDRESS THESE ISSUES. THESE PROJECTS BRING TOGETHER CORE EXPERTISE FROM ACROSS ALL OF THE INSTITUTE'S RESEARCH PROGRAMS AND EXTERNAL NETWORKS, TO BUILD TRULY INTEGRATED INTERDISCIPLINARY TEAMS TO ADDRESS THE RESEARCH OBJECTIVES AT BOTH GLOBAL AND REGIONAL SCALES.CROSS-CUTTING RESEARCH (CROSS-CUTTING PROJECTS, SA FORUM PROJECTS)CROSS-CUTTING RESEARCH AT IIASA IS IMPLEMENTED THROUGH A NUMBER OF INTERNALLY FUNDED PROJECTS. THESE PRIMARILY METHODOLOGY-FOCUSED PROJECTS REPRESENT UNIQUE AND UNADDRESSED RESEARCH CHALLENGES THAT REQUIRE INTEGRATED AND INTERDISCIPLINARY EXPERTISE AND FOCUS.
