Governance Explanations

Upon their approval the completed 990 will be reviewed by the members of the audit committee, who will then recommend approval of the form for submission or will ask for an additional review of the form by the governing council prior to submission.

Financial Statement Notes

Use of Endowment Funds

Earnings of the endowment funds can be utilized to provide funding for the program operations of the organization. Donor endowed principal is to be maintained in perpetuity.

Escrow or Custodial Funds

The council maintains troop and pack funds for units registered with the council for their use in paying for events, registrations and items within the council shop, including uniforms, books, patches and other boy scout supplies. Funds are maintained by troop or pack number with full detail on the transactions within the accounts. Quarterly statements are mailed to the volunteers responsible to ensure the completeness and accuracy of the records.

Fin 48 Footnote

The Council is a not-for-profit organization that is exempt from Federal income taxes under Section 501(c)(3) of the Internal Revenue Code and comparable state law as a charitable organization The Council has no unrelated business income and therefore has made no provision for Federal income taxes in the accompanying financial statements. There are no uncertain tax positions December 31, 2016 and 2015. Furthermore, there are no tax related interest or penalties included in the financial statements presented.

IRS990/Desc0We are the largest geographical council serving youth in the Boy Scouts of America. We are chartered to serve all US families in Europe, the Near East, and North Africa. We have a 50% market share for Cub Scouts and 55% market share for Boy Scouts, the highest density totals in the BSA. We operate four long term resident camps and six Cub Scout day camps. We also are a founding member of Intercamp that provides an opportunity for Scouts from nine countries to have an annual mini-jamboree. We are recognized by the French government as custodians of Omaha Beach for our long term support of the US D-Day landing beaches. We provide opportunities for every family living in Europe to participate at an Omaha Beach camporee. Our 5,783 youth of whom 66% are children of US Service Members stationed abroad, experience a quality scouting experience through the efforts of 2,418 volunteers, 5 full time executives, 1 part-time executive and a four person administrative team. experience. In April 2014 and again in April 2017, Transatlantic Council hosted the largest private event ever held on Omaha Beach. Over 6,000 youth, leaders, and family members from the Boy Scouts of America and nearly 700 international youth and leaders joined in a Messengers of Peace program to commemorate the 70th anniversary of D-Day. The Transatlantic Council was recognized for its lead role in the campaign for UNESCO World Heritage Status. Scouts unveiled the new "Peace" Bell that now hangs in the Bayeux Cathedral with Scouts representing the main participants on D-Day each striking the bell once. The Transatlantic Council also has the responsibility of serving the Boy Scouts of America youth and volunteers in Africa, Middle East and the former Soviet Republics. This additional territory greatly expands the scope and program opportunities for youth in our council. We are working with key leadership to implement programs to enhance the quality of local scouting experience.
