Governance Explanations

Form 990, Part VI, Section B, line 11B

The Form 990 is reviewed by the Audit Committee and any key findings are presented to the Board. A copy of the return is distributed to all Board members prior to filing.

Form 990, Part VI, Section B, line 12C

The organization reviews it's conflict of interest policy annually with all Board members and staff. Board members and officers are required to sign a conflict of interest policy annually. The organization has current and up-to-date signed forms for all Board members and officers. The CFO/COO is responsible for ensuring all Board members comply with the policy. All conflicts are brought to the attention of the Chairman of the Board for appropriate processing.

Form 990, Part VI, Section B, line 15

The Board Finance Committee, acting as the Compensation Committee, reviews the compensation of the CEO on an annual basis. The committee uses comparable data from the Center for Nonprofit Management and other resources to determine the compensation. The committee prepares a recomendation for increase or decrease in compensation, which is then presented to the executive committee for approval independently, without the participation of interested persons. The CEO and the finance committee determine the compensation of the COO & CFO based on the compensation of comparible positions in the Los Angeles market.

Form 990, Part VI, Section C, line 19

The organization makes its governing documents, conflict of interest policy, and financial statements available to the public upon request.

Financial Statement Notes

Part X, Line 2:

Coalition for Engaged Education is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by Coalition for Engaged Education in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. Coalition for Engaged Education's returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

IRS990/Desc0C/HOPE was created in 2002 to address the negative cycle of youth incarceration. C/HOPE has served more than 3,000 male probation youth, ages 14-17, at Camp David Gonzales in the Malibu Mountains. Participants attend classes to enhance their education, social skills, and coping skills. C/HOPE also assists with reentry into the community through case management so that participants can successfully re-enter school, secure employment, and achieve their personal goals. C/HOPE has reduced the recidivism rate to 20%, which is far below the 70% rate reported by the California Department of Juvenile Justice.

IRS990/ProgSrvcAccomActy2Grp/Desc0C/FORWARD provides youth in the foster system support to excel in high school and matriculate from college and into careers. C/FORWARD helps to enroll students into high-quality schools that fit their needs and provides financial assistance for enrollment fees, academic supplies, and extracurricular activities. C/FORWARD also sponsors extra-curricular activities and provides mentorship and support. Only 54% of foster youth graduate from high school nationally and only 10% attend college. Since 2000, 93% of our students have graduated from high school, 93% of the graduates have enrolled in college, and 70% have completed a post-secondary degree within six years of high school graduation.

IRS990/ProgSrvcAccomActy3Grp/Desc0C/LENNOX was a pilot program launched in 2013 to improve the outcomes of a cohort of young people who had experienced severe trauma. Begun as this group of 20 students matriculated from 8th to 9thgrade, the program included an intensive summer program, placement into high-quality private and charter schools, financial support for educational expenses such as transportation, and ongoing case management, the program has significantly transformed the lives of some of these students. While the program concluded in 2017, the Coalition plans to apply these lessons and this program design to youth involved in the juvenile justice system.
