Beach Cities CAER (BCCAER) is a non-profit public benefit organization focused on providing a forum for increasing community awareness of the continuous improvement of coordinated fire department and industry emergency preparedness and response programs. BCCAER is a team of public agency emergency management officials, fire departments, schools, manufacturing industries, and chemical transporters in the South Bay region with the goal of enhancing public safety.

| The Beach Cities CAER (BCC) organization meetings brought industry, city and county fire, emergency preparedness officers, and industry members to discuss the following topics throughout 2024.- Wireless alert and notification testing in the South Bay region. A member of BCC with responsibility to oversee the wireless (phone text) system and the AREA C Disaster Preparedness Coordinator provided routine presentations. These presentations provided members with a detailed performance and the deficiencies. Subsequent presentations provided the progress of corrective actions.- The AREA G Disaster Coordinator and member of BCC provided participants with information regarding agency and public coordination during the Palos Verdes landslide.- BCC member participated in the City of Manhattan Beach Hazardous Mitigation Plan Committee public meeting.- Executive Director provided the year end 2023 report in January 2024 noting accomplishments and future goals.- Consistent with the BCC Mission to share and discuss incidents involving hazardous materials, lessons learned and prevention with members of local agencies, several presentations were made in 2024. Media videos of truck, railroad, pipeline fires and large facility emergencies were highlighted and discussed. Meeting minutes included the links to the incident reports for continued sharing in agency and industry training sessions.- 2024 topical presentations (firefighting CNG truck fires, CALARP regulatory changes, Eaton and Palisades fire and emergency response and recovery, train derailment, SCIMO) were made by LA County Fire, City of Torrance Emergency Management, Alert South Bay, Chevron El Segundo, TRC, Phillips 66 and AREA C Disaster Preparedness Coordinator.- Public presentation made to the Valero Community Advisory Panel (CAP) sharing the Beach Cities CAER website and access to facts sheets and links to preparedness information.- Member companys shared BCC fact sheets and other information in two refinery public open houses forums. Attendees exceeded eight hundred.- Members began development of a new pipeline public safety brochure in 2024.- In every public setting designed to share about refinery safety members shared the BCC catalog of materials and website.- Website updates continued in 2024.
