Describe the process the organization uses to review Form 990. CALSTART, Inc.'s outside tax preparers and finance staff prepare the Form 990 which is then reviewed and approved by the CALSTART Chief Financial Officer. The form is then sent to the the full board before mailing.

Describe the process the organization uses to monitor and enforce compliance with the conflict of interest policy. CALSTART, Inc. requires all employees to disclose, at least annually, all sources of income from compensation or from ownership of every outside competing enterprise providing goods or services to CALSTART, Inc. in the last twelve months. In addition, each new board member receives a binder that includes the conflict of interest policy.

Financial Statement Notes

Part X, Line 2:

FIN 48: CALSTART has evaluated its tax positions and the certainty as to whether those positions will be sustained in the event of any audit by taxing authorities at the federal and state levels. The primary tax positions evaluated relate to CALSTARTs continued qualification as a tax-exempt organization and whether there are unrelated business income activities that would be taxable. Management has determined that all income tax positions will more likely than not be sustained upon potential audit or examination; therefore, no disclosures of uncertain income tax positions are required. The statute of limitations for federal and California state purposes is generally three and four years, respectively.

The CEC also awarded $25 million for a ZEV Battery Manufacturing Block Grant.California's Air Resources Board's (CARB) Clean Off-Road Equipment Voucher Incentive Project (CORE) receives $266 million in funding, with an additional $27 million now allocated for zero-emission professional landscape service equipment.CARB approved an allocation of over $1.7 billion for Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP). CARB identified $25 million for the Innovative Small E-Fleet (ISEF) set-aside within HVIP.
