Governance Explanations

Form 990, Part VI, Section A, Line 2

Explanation: debra marr-leisy and bill leisy have a family relationship.

Form 990, Part VI, Section B, Line 11B

Explanation: the form 990 and supporting information is presented to the organization's "finance committee" that is comprised of the board president, treasurer, finance manager for final review and approval prior to filing.

Form 990, Part VI, Section B, Line 12C

Explanation: all board members are given a copy of the policies and procedures manual upon election which contains the conflict of interest statement. If a potential conflict of interest arises, a board action is taken and, if necessary, outside legal counsel is retained to determine what, if any, further action should be taken.

Form 990, Part VI, Section B, Line 15A

Explanation: after conducting extensive wage and salary surveys, a hiring committee (composed of the president, treasurer, and two board members) determined a compensation range for the top financial employee. The committee presented its findings to legal counsel for review and to the board of directors for approval. The president negotiated within this range when offering the position to the chosen applicant. Compensation is reviewed annually to determine that it commensurate with work performed and scope of duties.

Form 990, Part VI, Section C, Line 19

Explanation: the organization makes its governing documents, conflict of interest policy, and financial statements available to the public upon request.

Supplemental Narrative

Additional Explanations

Form 990, Part III, Line 2

Rtlb has entered into an agreement with the city of long beach community investment company in the amount of $172,000 for the purposes of providing health and safety related repairs to extremely low-income mobile homeowners in long beach, based in the very same principles and logic utilized in the single family homes we repair. These funds are being used primarily for materials and labor and are leveraged with "in-kind" support as well. Under this grant, rtlb was given an 18% allowance for general and administrative overhead as calculated by the sum of the value of materials and labor used, both purchased and donated.

FORM 990, PART XII, LINE 2C:

The process has not changed from the prior year

Financial Statement Notes

PART X, LINE 2:

Rtlb is exempt from federal income taxes under section 501(c)(3) of the internal revenue code, except on net income derived from unrelated business activities. For the year ended june 30, 2017, rtlb has determined that no income taxes are due for its activities. Accordingly, no provision for income taxes has been recorded in the accompanying financial statements. Authoritative guidance requires that a tax position be recognized or derecognized based on a 'more likely than-not' threshold. This applies to positions taken or expected to be taken in a tax return. Rtlb does not believe its financial statements include (or reflect) any uncertain tax positions. Rtlb's tax returns are subject to examination by federal taxing authorities for a period of three years from the date they are filed and a period of four years for california taxing authorities.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0RTLB IS EXEMPT FROM FEDERAL INCOME TAXES UNDER SECTION 501(C)(3) OF THE INTERNAL REVENUE CODE, EXCEPT ON NET INCOME DERIVED FROM UNRELATED BUSINESS ACTIVITIES.

IRS990ScheduleI/SupplementalInformationDetail/ExplanationTxt0DOMESTIC ENTITIES MUST BE RECOGNIZED BY THE IRS AS A 501(C)(3) ORGANIZATION. THEY MUST OWN OR HAVE A LEASE FOR THEIR FACILITY AND MUST OCCUPY THE FACILITY. THE ENTITY MUST SERVE LOW INCOME AND/OR DISABLED CLIENTS. THE SERVICE THEY PROVIDE SHOULD FALL INTO THE REALM OF RTLB'S MISSION STATEMENT WHICH SAYS: "REBUILDING TOGETHER LONG BEACH WORKS IN PARTNERSHIP WITH THE COMMUNITY TO PROVIDE HOME REPAIR SERVICES WITHOUT CHARGE TO LOW-INCOME FAMILIES, OLDER ADULTS AND PEOPLE WITH DISABILITIES SO THAT THEY MAY LIVE IN WARMTH, SAFETY AND INDEPENDENCE". RTLB HAS NOT MADE GRANTS IN THE FORM OF CASH DONATIONS TO DOMESTIC ENTITIES. ALL GRANTS HAVE BEEN IN THE FORM OF MATERIALS AND LABOR TO IMPROVE THE FACILITY, MAKE IT SAFE OR EXPAND ITS SERVICES. THE AMOUNT OF GRANT IS DETERMINED BY ASSESSING THE NEEDS OF THE ENTITY AND COMPILING A BUDGET NECESSARY TO MAKE THE IMPROVEMENTS. DOMESTIC INDIVIDUALS MUST LIVE IN THE GREATER LONG BEACH AREA, OWN AND OCCUPY THEIR HOME AND INTEND TO STAY IN IT FOR A MINIMUM OF TWO YEARS FOLLOWING THE REPAIR. THEY MUST BE DETERMINED TO BE LOW INCOME BY THE BOARD OF DIRECTORS. RTLB USES HUD AREA MEDIAN INCOME GUIDELINES TO DETERMINE LOW INCOME. INDIVIDUALS MUST SUBMIT A COPY OF THEIR INCOME TAX RETURN AND THEIR PROPERTY TAX STATEMENT TO VERIFY INCOME AND HOME OWNERSHIP. THE BOARD TAKES INTO ACCOUNT CONSIDERATION EXPENSES SUCH AS THE COST OF IN-HOME CARE, MEDICAL AND PRESCRIPTION COSTS AND THE SIZE OF THE FAMILY WHEN DETERMINING IF THEY ARE ELIGIBLE FOR A GRANT. THE FAMILY'S NEEDS MUST BE CONSISTENT WITH RTLB'S MISSION STATEMENT. RTLB HAS NOT MADE GRANTS IN THE FORM OF CASH DONATIONS TO INDIVIDUALS. ALL GRANTS HAVE BEEN IN THE FORM OF MATERIALS AND LABOR TO REPAIR AND MAKE THEIR HOME SAFE AND HABITABLE. THE AMOUNT OF THE GRANT IS DETERMINED BY ASSESSING THE NEEDS OF THE ENTITY AND COMPILING A BUDGET NECESSARY TO MAKE THE REPAIRS. IN SELECTING RECIPIENTS FOR GRANTS, RTLB CONSIDERS THE NEEDS OF THE PERSON OR ORGANIZATION AND GIVES PRIORITY TO THOSE WITH THE MOST PRESSING SAFETY AND HEALTH ISSUES. THE FOCUS IS ON NEEDS, NOT WANTS. AFTER AN ENTITY OR INDIVIDUAL IS SELECTED FOR A GRANT, A BUDGET FOR THE WORK IS COMPILED AND APPROVED BY THE BOARD. RTLB ORGANIZES VOLUNTEERS OR PAID LABOR TO MAKE THE APPROVED REPAIRS. RTLB PURCHASES SUPPLIES OR REIMBURSES AUTHORIZED INDIVIDUALS FOR MATERIALS PURCHASED AND KEEPS A RECORD OF THE RECEIPTS FOR LABOR AND MATERIALS. THE COST OF THE WORK MUST FIT INTO THE APPROVED BUDGET. IF ADDITIONAL WORK IS NEEDED, A BOARD VOTE IS NECESSARY TO INCREASE THE SCOPE OF WORK AND THE AMOUNT OF THE GRANT.
