Child care assistance program - under contracts with the california department of education's child development division (cdd), we administer a child care payment program for low-income families who are cycling off welfare (calworks) as well as those who are not in the welfare system. The goal of the program is to promote and support family economic self-sufficiency by paying for child care so that parents can work, seek work or attend school/training. The program also provides child care payment assistance to families referred by public and private agencies because their children are "at risk" of abuse or neglect. We certify the family's eligibility for child care, assist them to look for and select child care, provide referrals to other supportive services as needed, and make monthly payments for child care providers they select to care for their children. We enrolled 9,571 families with a total of 17,259 children from birth to 12 years old, and made monthly payments to 6,646 licensed and license-exempt child care providers for their services to enrolled children.

Activity 3

Child care resource & referral program - under contract with the california department of education's child development division (cdd), we operate a child care resource & referral service (r&r). The r&r provides free referrals of licensed child care programs to families living in south los angeles and the cities of inglewood, lawndale, hawthorne and gardena. R&r specialists help families, regardless of income, to find child care that meets their needs in terms of location, price, hours of operation, their child's age, special needs and other factors. Families also receive information on how to identify quality child care. We maintain an electronic database of over 1,500 licensed child care programs which (in addition to our referral calling queue) can be accessed by families 24/7 through our website by email or by accessing our online child care referral service. We outreach to newly licensed child care providers and do quarterly updates of providers' records. We provide editorial support and content to the agencys parent/provider newsletter three times a year, have a provider resource lending library, co-sponsor a child care provider professional science symposium with the california science center, and conduct special projects (e.g., capacity building and training for infant/toddler care; workforce development; pandemic & emergency response project with ladph). We provided 1,787 requests for referrals, 3,400 requests for other child care information, and gave training and technical assistance to 2,471 child care providers.
