Mission

St. Vincent's is dedicated to strengthening low-income families and seniors through programs rooted in the Social Teachings of the Catholic Church. Faithful to the charism of the Daughters of Charity of St. Vincent de Paul, we serve our sisters and brothers by providing affordable housing, early childhood education, and family enrichment opportunities.On July 24, 2019, St. Vincent's formed two new Limited Liability Companies in the state of California - De Marillac, LLC and St. Vincent's Heart, LLC. De Marillac, LLC. and St. Vincent's Heart, LLC. previously operated under Vincent's Ministries, LLC and will be transferred to De Marillac, LLC and St. Vincent's Heart, LLC, respectively.

Governance Explanations

The Governing Board of Directors has the power to select and remove all of the officers of the corporation except the chairperson of the Board. Without the approval of the Corporate Member, the Governing Board of Directors cannot appoint, elect, or remove any director of the corporation or change the number of directors, and cannot appoint or remove the chairperson of the Board and cannot appoint or remove the Executive Director/CEO of the corporation.

Prior to filing St. Vincent's Form 990, the Board of Directors will receive a copy of the final Form 990 and related documents. A meeting will be held to review, discuss, and approve the filing of the Form 990 with the Internal Revenue Service.

Each year St. Vincent's distributes its Conflict of Interest Policy Document to its governing board and employee staff. Once distributed, the Document is required to be returned and responses are reviewed by the Board Chair and/or CEO as appropriate, noting any circumstances of impairment of independence.

Annually, the governing board reviews salary history and related market data for similar salaried positions, and approves the President, Chief Executive Officer and Chief Financial Officer's salaries. Other executive and key employee salaries are reviewed and approved by the governing board.

Financial Statement Notes

Part V, Line 4:

St. Vincent's classifies as permanently restricted net assets, (a) the original value of the gifts to the permanent endowment, (b) the original value of subsequent gifts to the permanent endowment, and (c) accumulations to the permanent endowment made in accordance with the direction of the applicable donor gift instrument at the time the accumulation is added to the fund. The remaining portion of the donor restricted endowment fund that is not classified in permanently restricted net assets are appropriated for expenditure by St. Vincent's.

Part X, Line 2:

St. Vincent's is exempt from taxation under Internal Revenue Code Section 501(c)(3) and California Revenue and Taxation Code Section 23701d. Generally accepted accounting principles provide accounting and disclosure guidance about positions taken by an organization in its tax returns that might be uncertain. Management has considered its tax positions and believes that all of the positions taken by St. Vincent's in its federal and state exempt organization tax returns are more likely than not to be sustained upon examination. St. Vincent's returns are subject to examination by federal and state taxing authorities, generally for three and four years, respectively, after they are filed.

IRS990/Desc0San Vicente Mobile Home Park: In July of 1977, Fess E. Parker and Rob Rice as Lessees and St. Vincent's as Lessor entered into a 40 year long-term land lease. As part of the long term lease, the land was converted into 270 spaces for mobile homes and was designated as a Mobile Home Park for seniors 55 years of age or older. On July 19, 2017, St. Vincent's transferred the underlying land of San Vicente Mobile Home Park to Vincent's Ministries, LLC and executed the Assignment and Assumption of the 40 year long term lease by assigning the rights, title, and interest in, to and under the Lease to Vincent's Ministries, LLC. On July 29, 2017, the San Vicente Mobile Home Park 40 year long term lease terminated and the San Vicente Mobile Home Park reverted to Vincent's Ministries, LLC.San Vicente Mobile Home Park is located on 41 acres at 340 Old Mill Road in Santa Barbara, California. The Mobile Home Park is regulated under the California Mobile Home Residency Law, Title 25 of the California Code of Regulations, as well as Santa Barbara County's Rent Control Ordinance. The Mobile Home Park is considered a form of affordable housing in Santa Barbara County and today, San Vicente Mobile Home Park is home to over 400 Seniors.

St. Vincent's Children's Center provides an excellent learning environment and operates three separate development programs for infants, toddlers and preschoolers. The children benefit from a high quality food and nutrition program where each child is provided two meals and snacks daily. In 2008, St. Vincent's Gardens, offering 75 two, three, and four bedroom apartments, opened for families in need of affordable housing. In the same year, St. Vincent's was proud to announce the opening of Villa Caridad, a HUD 202 PRAC senior property, providing 95 one-bedroom apartments for low-income seniors on its property. Many of these seniors had been living in their automobiles, on the street, or in shelters before the opening of these apartments. On January 1, 2014, St. Vincent's became the sole Corporate Member and Managing Agent of Villa Caridad and on March 11, 2014 St. Vincent's became the General Partner of St. Vincent's Gardens.For the year ended, 362 clients were served for 365 days.

This program has expanded to include an Aging Well Program for our Seniors on campus that allows our Residents to be active in various activities such as gardening, cinema club, sewing, dance and tai chi classes, education seminars on healthy living, and more in a group setting. St. Vincent's Heart continues to work with community partners to meet the special needs of our community such as participating in Showers of Blessing, which provide hot showers, dignity and well-being to our homeless neighbors; and providing transportation for our Residents to the Unity Shoppe on a monthly basis where they can receive clothing, shoes, baby goods, school supplies, toys, and other household necessities.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1St. Vincent's Pozzo Aquatic Center (Pool) will help people to attain or sustain healthy bodies, minds and spirits through the benefit of swimming and other water based therapeutic activities. St. Vincent's provides a safe pool environment supported by qualified instructors, certified lifeguards and competent staff and is available to all the residents on campus. The pool was closed for the year for restoration work.
IRS990/ProgSrvcAccomActyOtherGrp/Desc2St. Vincent's Family Strengthening Program (FSP) provides transitional housing and support services for single mothers and their children, ages zero to five. In keeping with St. Vincent's mission of family strengthening, the program is designed to help each mother create stability and emotional and spiritual well-being for herself and her children. St. Vincent's residential program is a sober living environment that offers a complete program of services designed to comprehensively address multiple life issues that confront families in the program. The program provides case management, individual therapy, support groups, parenting education and a structured therapeutic setting and schedule for the mothers as well as a child development program for the children. The program is up to 27 months.For the year ended, 28 clients were served for 365 days.

Virgil Cordano Center, The Center, is a collaborative ministry of the Franciscan Friars at the Old Mission of Santa Barbara and the Daughters of Charity at St. Vincent's. The Center that is rooted in the Gospel and the Social Teachings of the Catholic Church. Faithful to the traditions of St. Francis of Assisi and St. Vincent de Paul, the Center provides a place of welcome and support for human and spiritual well-being for all of our sisters and brothers in need. At the end of June 2023, the Center provided case management and referral services and distributed over 30,000 meals during the year.
