Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

The tax return is prepared by an outside accounting firm. After completion of said returns, the organization is sent a draft of the tax returns to be reviewed and examined. The organization makes copies of the returns and distributes to those individuals charged with governance. Those individuals at that time can review and if applicable discuss any line items in the return with the accountant who has prepared the return. If all items are found to be acceptable, an authorization is signed and provided to authorize the outside accounting firm to process, sign and provide copies of the returns to be filed (paper or electronically) with the designated governmental agencies. The tax returns are then signed by the organization, stamped and mailed with certified return receipt or the signed form 8879 is provided to the outside accounting firm allowing electronic filing.

Whenever any director, officer or staff member has a conflict of interest or a perceived conflict of interest with Monument Impact, he or she shall notify the board chair & / or CEO of such conflict in writing.

The process to determine compensation includes a review and approval by the Executive Committee of the Board of Directors. Added a new program Diabetes under Healthy Community. DEEP: Diabetes Empowerment Education ProgramDEEP is a diabetes self-management program that has been shown to be successful in helping participants take control of their disease and reduce the risk of complications. This program targets low-income and immigrant populations and is free of charge for the participants.

OTHER PROGRAM SERVICES 4: 2019 Organizational Update2019 was a pivotal year for Monument Impact. We strengthened the Board of Directors, increased their fundraising participation, and they developed a Give/Get Policy for themselves: $1,000 personal gift with a commitment to raise an additional $7,000 each.We ended the year with a small reserve and the Board is committed to growing that reserve over the next two years to ensure we have 2-3 months operating expenses. IRS990/Desc0COMMUNITY ENGAGEMENT:In 2019, in response to the housing crisis and the significant numbers of community members who were receiving egregious rent increases or no cause eviction notices, we began to co-host monthly Tenants Clinics to provide pro bono legal support for Concord tenants. After advocating unsuccessfully for tenant protections in Concord, we focused on state housing bills, including AB 1482, which passed and mandates a rent cap of 5% plus CPI and Just Cause for Eviction. We also hired a Community Organizing Manager who started in January 2020.

We strengthened the Board of Directors, increased their fundraising participation, and they developed a Give/Get Policy for themselves: $1,000 personal gift with a commitment to raise an additional $7,000 each.We ended the year with a small reserve and the Board is committed to growing that reserve over the next two years to ensure we have 2-3 months operating expenses. After completion of said returns, the organization is sent a draft of the tax returns to be reviewed and examined. The organization makes copies of the returns and distributes to those individuals charged with governance. Those individuals at that time can review and if applicable discuss any line items in the return with the accountant who has prepared the return. If all items are found to be acceptable, an authorization is signed and provided to authorize the outside accounting firm to process, sign and provide copies of the returns to be filed (paper or electronically) with the designated governmental agencies. The tax returns are then signed by the organization, stamped and mailed with certified return receipt or the signed form 8879 is provided to the outside accounting firm allowing electronic filing.
