The finance committee of the rcf board of directors reviewed the form 990 at a formally called meeting of the committee. After thorough review, the finance committee/board treasurer presented the form 990 to the rcf board of directors at a formally called meeting of the board.

Form 990, Part VI, Section B, Line 12C

All employees are required to disclose any conflicts of interest. Officers and directors are required to complete a conflict of interest form at the beginning of each year. Officers and directors of richmond community foundation are asked to maintain independence, objectivity, and confidentiality and to do what a sense of fairness, ethics, and personal integrity dictate even though not necessarily obligated to do so by law, regulation, or custom. Directors and officers serving on the executive committee shall refrain from voting on a proposed grant if they are in a conflict-of-interest situation and, if appropriate, shall withdraw from the meeting.

Form 990, Part VI, Section B, Line 15

The president/ceo is evaluated annually by the board officers of the rcf. The ceo prepares a written evaluation based on the goals set by the ceo and the officers during the prior year. The officers review the report and then meet with the ceo to discuss the report, provide feedback to the ceo, and set goals for the coming year. Key staff are evaluated annually by their immediate supervisor using a performance management tool. The employee completes the tool, which is then provided to the supervisor who reviews the tool and provides feedback to the employee (written and verbal). The tool is also used to review goals from the prior year and set goals for the coming year. The tool also identifies training needs and opportunities for growth.

Rcf took on a major new initiative called the richmond housing renovation program, a housing blight strategy funded by a $3m social impact bond, which was purchased by mechanics bank. Rcf created a separate llc, of which rcf is a single member, to hold the properties while they are being acquired, renovated, and resold.

The endowed fund will create a permanent source of grant making to support education, the environment, and other community issues.

PART X, LINE 2:

The foundation qualifies as a tax exempt organization under section 501(c)(3) of the internal revenue code and related california statutes and is exempt from federal and state income taxes. Management evaluated the foundation's tax positions and concluded that the foundation has taken no uncertain tax positions that would require adjustment to the consolidated financial statements. Should the foundation incur interest and penalties relating to tax uncertainties, such amounts would be classified as a component of interest expense and operating expense, respectively.

THE GOALS OF THE PROJECT ARE TO BUILD THE CAPACITY OF RICHMOND/NORTH RICHMOND COMMUNITY ORGANIZATIONS TO DELIVER ECONOMIC BENEFITS TO THEIR COMMUNITIES AND TO BUILD INDIVIDUAL CAPACITY AND BETTER CONDITIONS FOR CURRENT RESIDENTS. CURRENTLY FIVE PROJECTS ARE PART OF THE EQUIP RICHMOND INITIATIVE. THESE INCLUDE A COOPERATIVE BUSINESS HUB (COBIZ), A COMPREHENSIVE EMPLOYMENT TRAINING CENTER (CET), A SOCIAL ENTERPRISE FOR A LOCAL NONPROFIT (POGO PARK PRODUCTS), A CONSTRUCTION RESOURCE CENTER, AND FINALLY, BARRIER REMOVAL SERVICES FOR THOSE CLIENTS ENROLLED IN THE OTHER PROJECTS SO THAT THEY CAN ACHIEVE SUCCESS.

THE GOALS OF THE CAMPAIGN INCLUDE: IMPROVING RESIDENTS' ECONOMIC SECURITY AND WELL-BEING; RAISING AWARENESS OF POLICIES THAT HURT LOCAL RESIDENTS AND KEEP THEM IN POVERTY; AND BRING DIVERSE STAKEHOLDERS TOGETHER TO CREATE PRACTICAL, LASTING CHANGE. THIS YEAR, EO WORKED WITH THE CITY OF EL CERRITO TO CRAFT A STRONG INCREASED MINIMUM WAGE POLICY. THE EL CERRITO CITY COUNCIL UNANIMOUSLY PASSED THE POLICY. EO STAFF ALSO PROVIDED EDUCATION ON THE STATE MINIMUM WAGE INITIATIVE. EO ALSO HOSTED TWO CONVENINGS. THE FIRST FEATURED SEVERAL SPEAKERS DISCUSSING HOW TO CHANGE THE NARRATIVE OF POVERTY TO BUILD STRONG MOVEMENTS; OVER 200 PEOPLE ATTENDED THE EVENT. THE SECOND CONVENING WAS FOR NONPROFIT ORGANIZATIONS AND PROVIDED INFORMATION AND THE ABILITY OF NONPROFITS TO ENGAGE IN ADVOCACY WITHOUT VIOLATING ANY LAWS RELATED TO LOBBYING. SIXTY NONPROFIT ORGANIZATIONS ATTENDED. EO ALSO CREATED A POLICY FRAMEWORK, OUTLINING BEST PRACTICES FOR POLICIES TO END POVERTY IN HOUSING, FOOD SECURITY, ECONOMIC SECURITY, SAFETY, EDUCATION AND HEALTH. EO HAS BUILT A BASE OF COMMUNITY PARTNERS THAT CAN TAKE ACTION ON KEY POLICIES.

RCF PRODUCED A REPORT ON THE CHALLENGES OF SUMMER LEARNING LOSS FOR STUDENTS IN THE DISTRICT. RCF AND THE COALITION HAVE ALSO PROVIDED KEY TRAININGS FOR NON-PROFITS TO EXPAND THEIR CAPACITY TO PROVIDE LITERACY PROGRAMS THAT MEET THE NEEDS OF STUDENTS FROM PRE-K THROUGH 3RD GRADE. OVER 150 PEOPLE HAVE PARTICIPATED IN THE TRAININGS AND CONVENINGS.
