Mission and Program Overview

Mission

The Organization was formed to assist homeless veterans,their children and families to reach their full potential in moving to independent living and self-sufficiency. To achieve these ends, the Organization maintains residential facilities in Oakland, Alameda and Berkeley, California. Residents live in a drug and alcohol free environment, receive case management services, and participate in the management and maintenance of the facilities.

Form 990, Part VI, Line 11B: Form 990 Review Process

A CPA prepares the tax return which is reviewed by the Executive Director and Chief Financial Officer. The tax return is then presented to the Board of Directors for approval.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

In connection with any actual or possible conflict of interest, an interested person must disclose the existence of the financial interest and be given the opportunity to disclose all material facts to the Board of Directors considering the proposed transaction or arrangement. The Board will discuss and vote upon the existence of conflict in absence of the interested person.If the Board has reasonable cause to believe a person has failed to disclose actual or possible conflicts of interest, it shall inform the person of the basis for such belief and afford an opportunity to explain the alleged failure to disclose. If, after hearing the person's response and after making further investigation as warranted by the circumstances, the Board determines the person has failed to disclose an actual or possible conflict of interest, it shall take appropriate disciplinary and corrective action.Each director, principal officer and member of a committee with governing board delegated powers shall annually sign a statement which affirms such person:a. Has received a copy of the conflicts of interest policy,b. Has read and understands the policy,c. Has agreed to comply with the policyPeriodic review are conducted to ensure the Organization operates in a manner consistent with its declared purposes and does not engage in activities that could jeopardize its tax exempt status.

It also offers Community Cabins programs that provide six months of pop-up emergency shelter to Oakland residents who are unhoused. Operation Dignity provides food, clothing and hygiene products, and access to shower and hygiene facilities, as well as one-on-one case management to support residents in securing sustainable permanent housing and ending their homelessness.
