In september 2015, the board approved adding two positions, grant writer chairman and operation school bell chairman, to the board. Each position is now a chairman of an elected standing committee on the board.

The organization elects a nominating committee composed of (1) two members and one alternate elected by and from the board and (2) five members and one alternate elected by and from voting membership. This committee submits a slate of nominees for the elective board positions. This slate of nominees is submitted to the recording secretary and to each voting member at least one month prior to the election meeting. The nominee is elected at the election meeting. A majority (51%) of the voting members consitutes a quorum for this election meeting.

Voting members approve:(1) all chapter matters pertaining to the committment of time and money;(2) proprosed expenditures of unbudgeted funds in excess of 500; (3) amendment of current bylaws and adoption of new bylaws; (4) the adoption, expansion, or termination of any philanthropic program; (5) the adoption expansion, or termination of any fundraising activity.

The president and finance chairman shall each appoint an individual to work with the treasurer and assistant treasurer to review and approve the reviewed draft year-end financial statements and irs form 990. After their review, the draft year-end financial statements will be presented to the finance committee for review. After the review and approval of the above, the finance committee presents the approved draft financial statements and irs form 990 to the board. Following the approval of draft documents by the board, the revised draft of the financial statements and irs form 990 will be submitted to the accounting firm for final preparation.

All new activities, new programs, and capital purchases are presented directly to the board or to a committee for review prior to presentation to the board. During this process, potential conflicts of interest are identified and alternative plans are considered by the committee. Committee members with potential conflict of interest are required not to participate in the discussion and not to vote on whether to approve the transaction or arrangement. Minutes of the committee meeting record the names of persons present, names of persons with a potential conflict of interest, details related to the potential conflict of interest, and the committee's decision. Additionally, all members are required to sign and date the organization's annual member information and dues remittance form. The chapter polices and acknowledgement section of the form requires members to initial their personal acceptance of the conflict of interest policy and to initial that they have (1)no potential conflicts of interest to disclose or (2)to list any potential conflicts of interest.

FORM 990 - ORGANIZATION'S MISSION

Assistance league of bend is an all volunteer non-profit organization committed to making positive changes within our community for those who may need a helping hand. Assistance league leverages its resources to improve the quality of life for adults and children in need. The strength of our volunteers is our success. Whether we are shopping with a child for clothes,visiting a resident in a nursing home, delivering a hand-sewn or knit hat to a cancer patient, awarding a student for perfect attendance or hosting an annual breakfast for foster families, assistance league of bend is caring and committment in action.

Financial Statement Notes

Schedule D, Page 3, Part X

The chapter is exempt from federal income taxes under section 501(c)(3) of the internal revenue code. Regarding uncertain tax positions, the chapter will recognize in its financial statements the benefit of a tax position when it believes that tax position will more likely than not be sustained on the technical merits of that position. For an exempt organization, uncertain tax positions could result from unrelated business income activities or actions that jeopardize its status as tax-exempt, such as political activity, substantial lobbying expenditures or excessive unrelated business activities. The chapter did not conduct unrelated business activities for the years ended may 31, 2016 and 2015, and it has no tax positions for which it estimates a significant change over the next twelve months. As such, no provision for income taxes has been made in the accompanying financial statements. In addition, the chapter qualified for the charitable contribution deduction under section 170(b)(1)(a) and has been classified as an organization that is not a private foundation under section 509(a)(2). The state of oregon does not impose income taxes on non-profit organizations with no unrelated business income. However, there is a filing fee charge that is based on total revenue and net assets. The federal and state tax returns are generally open for examination for three years following the date filed.
