The corporate controller and cfo conduct a detail review of the return before it is filed. Detail review includes agreeing numbers to audit report, reasonableness tests on data, and reviewing salary information. Each member of the audit committee and the board of directors, upon request, can review the form 990 and submit comments before it is filed.

Form 990, Part VI, Section B, Line 12C

Any director or officer who has a financial interest, directly or indirectly, must disclose it before a consideration or vote of the transaction is made by the board of directors. The remaining board will then determine whether a conflict of interest exists. If the board determines that a conflict of interest exists, the interested director or officer may make an informational presentation to the board in connection with the transaction, but may not be present during the discussion or the vote. The board minutes reflect the above-described discussions. Each year the directors and officers sign a statement to denote if conflicts existed during the year and if so, disclosing the nature of the conflict. The organization also does periodic reviews to ensure compensation is reasonable and goods and services are received at arms-length and conform with internal policies.
