Stewardship: besides caring for the properties that clc has conserved and that are under clc ownership or conservation easement, clc began a bold program to restore urban park lands with its green city program over 4 years ago. Starting with the green seattle partnership, clc now has green city agreements with 5 cities in the puget sound region developing land management plans for their parks and open spaces. For most cities, this has given overwhelmed parks staff an opportunity to address the invasive species issue with a successful civic engagement of volunteers run by clc. In addition to helping local municipalities care for their urban natural areas, clc also works with public and private partners to restore our native habitats at a watershed scale. One good example of this effort is the stewardship in action program we are implementing on the cedar river in partnership with seattle public utilities, king county and friends of the cedar watershed. And in 2010 we expanded the scope of our work to include job creating research projects and community garden development and coordination. In 2010, over 12,000 acres were monitored, 375 acres restored, using 120,000 volunteer hours in both urban and rural areas throughout western washington where clc either owns or manages properties and partners with local governments.

Activity 3

Policy: the cascade agenda, the region's 100-year vision and action plan, established two overarching goals: to conserve nearly 1.3 million acres of working forest, farmlands, shorelines, parks and natural areas and to make our cities and towns great places to live, work and raise our families. To achieve these goals, new conservation tools and new approaches to managing growth and expanding economic opportunities in our communities are needed. In 2010, clc continued its work to this end across numerous fronts, notably by expanding its network of cascade agenda cities to 19 members, representing 1.3 million residents, that are committed to pursuing innovative policies aimed at creating vibrant and livable communities; by introducing first of its kind legislation that combines the real estate tool, transfer of development rights, with an infrastructure financing tool, tax increment financing, to connect incentives for urban growth with incentives for conservation of farms and working forests; and by expanding our community stewards program to 5 cities, creating networks of informed, highly engaged citizens dedicated to proactive, positive changes in their communities rooted in the principles of the cascade agenda.
