Form 990, Part III, Line 4A

In 2022, lambert house was, again, the largest lgbtq+ youth nonprofit in the northwestern united states. It delivered in-person programming in four locations and also offered 28 weekly online programs. Youth in 28 u.s. States accessed the online programs. Lambert house served more than 500 lesbian, gay, bisexual, transgender, questioning, and allied (lgbtq+) youth. Programs focused on health and mental health risk prevention, peer support groups, informal mentoring by trained adults, suicide prevention, crisis intervention, family connectedness, educational workshops, leadership development internships, lgbtq+ youth community-building events, and other services and programs. Participants ranged in age from 10 to 22 years old. Programming occurred seven days a week. The in-person programs convened out-of-doors to comply with covid-19 public health mandates.

Part IX, Line 25

Lambert house spends less than 75% of its expenses on its programs because it uses community members as trained, vetted, skilled volunteers. The volunteers staff lambert house's support groups, oudoor rec program, drop-in center, nightly dinners, sattelite locations, and mentoring. Each dollar donated supported a lot of programming through the use of volunteers. Lambert house's low expense ratio for its programs should be seen as a good value by donors. Most people do not understand this. In 2022 lambert house engaged 70 skilled volunteers in program delivery. Those diverse role models were a centerpiece of the programming. Many lambert house alumni cite the volunteers as the highlight of their lambert house experience. Unfortunately, the dollar value of volunteer time is not reportable on the form 990. As a result, the form 990 substantially understates the value of the service that lambert house actually delivered to the community. Although lambert house's fiscal performance exemplifies cost-effectiveness, nevertheless some nonprofit rating companies downgrade it for having a low, instead of high, program cost and expense ratio. One nonprofit rating company that has an accurate view is guidestar, where lambert house has a platinum rating, the highest rating possible. In fact, the high cost and expense ratio for programs of many agencies merely means that their programs cost a lot. It does not mean that their programs are effective, efficient, or well-run. It just means that they cost a lot as a percentage of total expenses. It could even mean that other agencies' programs cost too much. A high program cost ratio says nothing about whether programs are effective. At lambert house, likert-scale surveys, and other formal measurement methods completed by program participants, demonstrate that lambert house programs are highly effective, as well as efficient and a good value for donors.

MOST PEOPLE DO NOT UNDERSTAND THIS. IN 2022 LAMBERT HOUSE ENGAGED 70 SKILLED VOLUNTEERS IN PROGRAM DELIVERY. THOSE DIVERSE ROLE MODELS WERE A CENTERPIECE OF THE PROGRAMMING. MANY LAMBERT HOUSE ALUMNI CITE THE VOLUNTEERS AS THE HIGHLIGHT OF THEIR LAMBERT HOUSE EXPERIENCE. UNFORTUNATELY, THE DOLLAR VALUE OF VOLUNTEER TIME IS NOT REPORTABLE ON THE FORM 990. AS A RESULT, THE FORM 990 SUBSTANTIALLY UNDERSTATES THE VALUE OF THE SERVICE THAT LAMBERT HOUSE ACTUALLY DELIVERED TO THE COMMUNITY. ALTHOUGH LAMBERT HOUSE'S FISCAL PERFORMANCE EXEMPLIFIES COST-EFFECTIVENESS, NEVERTHELESS SOME NONPROFIT RATING COMPANIES DOWNGRADE IT FOR HAVING A LOW, INSTEAD OF HIGH, PROGRAM COST AND EXPENSE RATIO. IT JUST MEANS THAT THEY COST A LOT AS A PERCENTAGE OF TOTAL EXPENSES. IT COULD EVEN MEAN THAT OTHER AGENCIES' PROGRAMS COST TOO MUCH. A HIGH PROGRAM COST RATIO SAYS NOTHING ABOUT WHETHER PROGRAMS ARE EFFECTIVE.
