Governance Explanations

Form 990, Page 6, Part VI, Line 11B

The center for documentary expression and art's board chair and executive director meet and review the 990. The 990 is also reviewed by the members of the board of directors.

Form 990, Page 6, Part VI, Line 12C

The organization has a written conflict of interest policy. This policy requires that all board members and management annually review the policy and disclose any potential conflict of interest. If potential conflicts of interest are disclosed, the executive committee reviews those conflicts to determine the most appropriate course of action. Typically, this includes recusal from vote on items for which the board member has a real or potential conflict of interest.

Form 990, Page 6, Part VI, Line 15A

The executive director's compensation is determined by the board of directors during the budgeting process each year. The board of directors considers market rates in determining a reasonable level of compensation. The approval of the budget, including the executive director's compensation, is documented.

The development of major traveling exhibits with education outreach efforts is ongoing. Each exhibit and its related programs take four-to-five years (sometimes longer) to research, develop, and produce. The organization recently completed work on an exhibit titled, this light of ours: activist photographers of the civil rights movement. This exhibit presents the civil rights movement through the work and voices of eight men and one woman who chose to document the national struggle against segregation and other forms of race-based disenfranchisement from within the movement. The exhibit inaugurated the human rights gallery at the leonardo: an art, science, and technology center, in downtown salt lake city, in october 2011, and remained available to the utah public for nine months, closing in june 2012. To extend the exhibit's reach and impact in utah, the organization developed an education outreach program that included a month-long symposium on four utah college campuses; audio guides for youth and adults that were cell-phone accessible; a 251pp book published through the university press of mississippi; a six-page brochure for use by students and the general public; and events involving local and national activists. The organization also partnered with utah's pbs affiliate, kued-tv, to create utah's freedom riders, a thirty-minute film that presented utah's civil rights activists. The organization currently works with museums around the country to design education programs that suit their missions and communities. More than 58,000 people in utah visited the display, with about nine percent of total visitors being school children. Following the utah debut, the organization's executive director, leslie kelen, was retained by the utah state office of education (usoe) to prepare, and teach, an eight-week on-line course to introduce utah public school teachers to the civil rights movement. To date, director kelen has taught the class three times. The organization understands that the usoe will offer the class annually. In the fall 2013, this light of ours: activist photographers of the civil rights movement started traveling outside the state of utah. An initial five-year period (2013-2018) was set aside for the exhibit's national tour. In the past year, the organization carried out essential research on a new major exhibit titled, my america: stories of utah's immigrants, migrants, and refugees. My america is a multi-media exhibit (photography, video, audio, and built-in environments) that aims to tell the stories of immigrants, migrants, and refugees who relocated to utah because of economic opportunities, government compulsion, or to escape persecution in their countries of origin in the 1890-1924; 1924-1965; and 1965 to-the present periods. Plans for 2015-2016 entailed video-interviewing with salt lake city immigrants, migrants and refugees plus planning sessions to review exhibit-design initiatives. Planning sessions aimed to refine content presentation, video narrative formats, document use, and period presentation designs. Exhibit plans called for creating a broad, multi- media depiction of immigration and nativism for public presentation in fall 2020.

Form 990, Page 2, Part III, Line 4B

Exhibits that teach displays are smaller than major exhibits and are designed for use in utah's schools, public libraries, and rural museums. Exhibits contain photographs, oral histories and related text, and are booked from four-to-eight week periods at each educational site. Five exhibits that teach exhibits are currently available: faces and voices of refugee youth; justice-memory-activism; sacred images: a vision of native american rock art; ceremonies: a tale of sister cities; and reawakened beauty: the past, present, and future of the jordan river. Three of the five exhibits (sacred images; justice-memory-activism; and reawakened beauty) are accompanied by fully-designed, artists/scholars-in- residence (asir) programs that engage students in intensive, long-term projects that promote study of the documentary arts; generate original student art; and encourage integrating arts learning with learning in other subjects. Exhibits that teach displays and accompanying artists/scholars-in-residence programs enable students to create original art while exploring such varied subjects as: utah history, utah's growing ethnic and cultural diversity, indigenous cultures, ecology, biology, environmental science, immigration, discrimination and racism, cross cultural communication, and resolving conflict nonviolently. Over the past year, sacred images: a vision of native american rock art- artists/scholars-in-residence program was presented at alta high school in the canyons school district. Reawakened beauty: the past, present, and future of the jordan river-artists/scholars-in-residence program was presented at northwest middle school in the salt lake city school district. And justice-memory-activism-artists/scholars-in-residence program debuted at east high school, in the salt lake city school district. In 2000, the organization designed a two-semester-long teacher training course-multiculturalism & storytelling-to support its education outreach efforts. This initiative helped k-12 public school teachers infuse utah- based multicultural content into social studies, language arts, math, and science curricula. In 2008, the organization developed a website from the course titled, multiculturalism & storytelling. The site contains selected lesson plans and action research models developed by teachers that took the course between 2000 and 2006. The aim of this website is twofold: (1) to make multicultural educational tools developed by the class' teachers available to educators statewide, and (2) to enrich the dialogue on the methods of multicultural education in utah. The website can be currently accessed on the utah education network http://www.uen.org/mcst/index

IRS990/Desc0MAJOR EXHIBITS THE ORGANIZATION CREATES MAJOR EXHIBITS FOR MUSEUMS THAT CONTAIN NATIONAL AND INTERNATIONAL SUBJECT MATTER INFUSED WITH SIGNIFICANT HUMAN RIGHTS ISSUES. (CONTINUED ON SCHEDULE O.) THE DEVELOPMENT OF MAJOR TRAVELING EXHIBITS WITH EDUCATION OUTREACH EFFORTS IS ONGOING.

IRS990/ProgSrvcAccomActy2Grp/Desc0EXHIBITS THAT TEACH THE ORGANIZATION CREATES EXHIBITS THAT TEACH, WHICH ARE EDUCATIONAL EXHIBITS DESIGNED FOR USE BY UTAH'S K-12 STUDENTS, COMMUNITY CENTERS, URBAN AND RURAL LIBRARIES, AND SMALLER MUSEUMS THAT EXPLORE THE STATE'S MULTICULTURAL HISTORY AND ENVIRONMENTAL ISSUES. (CONTINUED ON SCHEDULE O.) EXHIBITS THAT TEACH DISPLAYS ARE SMALLER THAN MAJOR EXHIBITS AND ARE DESIGNED FOR USE IN UTAH'S SCHOOLS, PUBLIC LIBRARIES, AND RURAL MUSEUMS.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt1THE DEVELOPMENT OF MAJOR TRAVELING EXHIBITS WITH EDUCATION OUTREACH EFFORTS IS ONGOING.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2EXHIBITS THAT TEACH DISPLAYS ARE SMALLER THAN MAJOR EXHIBITS AND ARE DESIGNED FOR USE IN UTAH'S SCHOOLS, PUBLIC LIBRARIES, AND RURAL MUSEUMS.
