Ritter center outside auditors and finance staff prepare the form 990. The form is then reviewed and approved by the organization's controller or cfo and ceo. The form is then sent to the full board for review before mailing.

Form 990, Part VI, Section B, Line 12C

Every board of directors and employees is required to sign a conflict of interest policy. Board of directors do not receive compensation or services from ritter center. No board of director participates in any discussion or vote on any matter in which they or member of their immediate family has a potential conflict of interest due to having a material economic involvement regarding the matter under discussion. When such a matter presents itself, the director must announce their potential conflict. Disqualify themself, and be excused from the meeting until the discussion is concluded. The chairman of the board makes inquiries if such conflict appears to exist. Whenever new matters are presented, all directors must state all affiliations in order to determine potential conflict of interest.

Form 990, Part VI, Section B, Line 15

The organization uses an independent hiring agency that eliminates unqualified applicants and makes recommendations to third party hiring committee of the center for volunteers and non-profit leadership. The hiring committee makes recommendations to the board of directors and executive committee, the executive committee then interview applicants and make recommendations to the board. They also interviews applicants and makes the final decision. The independent agencies, the board of directors, and the executive committee use salary comparisons and surveys to determine appropriate salary levels and benefits.

Financial Statement Notes

PART IV, LINE 2B:

Ritter center acts as a trustee to receive certain governmental payments due to unbanked clients and remits those funds to the clients as needed. Ritter center records the total funds held as a restricted cash with an offsetting liability as stated on the balance sheet.

PART X, LINE 2:

The corporation qualifies as a tax exempt organization under internal revenue code section 501(c)(3) and california revenue and taxation code 23701d. The corporation has evaluated its tax positions and the certainty as to whether those positions will be sustained in the event of an audit by taxing authorities at the federal and state levels. The primary tax positions evaluated relate to the corporations continued qualification as a tax-exempt organization and whether there are unrelated business income activities that would be taxable. Management has determined that all income tax positions will more likely than not (>50%) be sustained upon potential audit or examination; therefore, no disclosure of uncertain income tax positions are required. The corporation files information returns in the us federal jurisdiction and the state of california. With few exceptions, the corporation is no longer subject to u.s. Federal and state examinations by tax authorities for years before 2013.

THE CASE MANAGERS WORK ONE-ON-ONE WITH FAMILIES TO EXPLORE DIFFERENT WAYS OF AMELIORATING THEIR IMMEDIATE AND LONG-TERM PROBLEMS AND CHALLENGES. CASE MANAGERS CAN ALSO PROVIDE CLIENTS WITH REPRESENTATIVE PAYEE FINANCIAL MANAGEMENT, HELPING THEM BUDGET THEIR EXPENSES EACH MONTH TO ENSURE THAT THEIR FIXED INCOMES ARE NOT EXHAUSTED BEFORE THE END OF THE MONTH. RITTER CENTER MANAGES THEIR FUNDS AND SENDS CHECKS TO PAY FOR ALL THEIR BILLS INCLUDING RENT AND UTILITIES. THE CASE MANAGEMENT PROGRAM ALSO HELPS FREQUENT INCARCERATES BY REDUCING THEIR RATES OF RECIVIDISM, AB109 CLIENTS AND PROVIDES RAPID SSI DISABILITY ENROLLMENT IN CONJUNCTION WITH THE COUNTY OF MARIN. CASE MANAGERS ALSO DISTRIBUTE RENTAL ASSISTANCE TO LANDLORDS ON BEHALF OF CLIENTS TO PREVENT HOMELESSNESS AND RAPIDLY RE-HOUSE THOSE THAT HAVE ALREADY FALLEN OUT OF STABLE HOUSING.

PROGRAM PARTICIPANTS IN BOTH TRANSITIONAL AND PERMANENT HOUSING PROGRAMS MUST PAY 30% OF THEIR INCOME TOWARDS RENT IN THE HOUSING FIRST PROGRAM, THE BALANCE OF THE RENT IS COVERED BY SUBSIDIES PAID TO THE LANDLORD BY RITTER CENTER. CASE MANAGERS HELP PROGRAM PARTICIPANTS WITH ANY FEES THAT MAY ARISE AND ACT AS A LIASON WITH THE LANDLORDS. THESE CLIENTS CAN STILL ACCESS ALL THE SUPPORTIVE SERVICES PROVIDED BY RITTER CENTER TO HELP THEM REMAIN STABLY HOUSED.
IRS990/ProgSrvcAccomActyOtherGrp/Desc0FOOD PANTRY: RITTER CENTER OPERATES THE LARGEST FOOD PANTRY IN MARIN COUNTY. LAST YEAR, THE PANTRY SERVED MORE THAN 2,461 UNDUPLICATED HOUSEHOLDS. THERE WAS AN INCREASE OF 7% IN DISTRIBUTION COMPARED TO PRIOR YEAR. PEOPLE IN NEED CAN RECEIVE NUTRITIOUS GROCERIES WEEKLY. RITTER CENTER HAS BEEN WORKING WITH THE SAN FRANCISCO/MARIN FOOD BANK AND LOCAL BUSINESSES TO PROVIDE HOUSED CLIENT WITH FRESH PRODUCE EACH WEEK, AS WELL AS MEAT, MILK, AND EGGS AS OFTEN AS POSSIBLE.DAY SERVICE CENTER: THE CENTER PROVIDES CLIENTS WHO ARE NOT HOUSED AND THOSE IN SUB-STANDARD HOUSING WITH AMENITIES, SUCH AS WARM SHOWERS, RESTROOMS, HYGIENE SUPPLIES, AND LAUNDRY FACILITIES FOR OUR HOMELESS CLIENTS. WE PROVIDE LOCKERS FOR STORAGE OF THEIR BELONGINGS, VOICEMAIL BOXES TO HELP KEEP THEM CONNECTED TO FAMILY AND FOR CONTACT WITH POTENTIAL EMPLOYERS AND GENERAL MAIL DELIVERY. BY PROVIDING THESE AMENITIES, WE HELP PEOPLE MAINTAIN PROPER HYGIENE AND COMMUNICATION LINES, ESPECIALLY IMPORTANT FOR RE-ENTRY INTO THE WORKFORCE.CLOTHING: RITTER CENTER HAS BEEN PROVIDING THE LESS FORTUNATE IN OUR COMMUNITY WITH FREE SUPPLEMENTAL AND EMERGENCY CLOTHING. SINCE ITS INCEPTION IN 1980, RITTER CENTER IS LOCATED A HALF BLOCK FROM A GOODWILL THRIFT STORE AND, IN 2008, THE TWO AGENCIES FORMED A PARTNERSHIP TO PROVIDE RITTER CENTER CLIENTS WITH FREE CLOTHING FROM GOODWILL STORES. THE TWO AGENCIES PERIODICALLY CONDUCT JOINT CLOTHING DRIVES IN THE COMMUNITY. THE VALUE OF A PORTION OF THE ITEMS COLLECTED IS CONVERTED INTO COUPONS FOR RITTER CENTER CLIENTS TO SHOP AT THE NEIGHBORING GOODWILL STORE. RITTER CENTER STILL KEEPS A STOCK OF EMERGENCY CLOTHING ONSITE FOR THE HOMELESS.
