Governance Explanations

The form 990 for the organization is presented to management for review and approval. Once approved, management gets final approval from the board of directors prior to filing of the form.

Form 990, Part VI, Section B, Line 12C

Every board director and employee is required to sign a conflict of interest policy. Board directors do not receive compensation or services from the ritter center. No board director participates in any discussion or vote on any matter in which they or a member of their immediate family has a potential conflict of interest due to having a material economic involvement regarding the matter under discussion. When such a matter presents itself, the director must announce their potential conflict, disqualify themself, and be excused from the meeting until the discussion is concluded. The chairman of the board makes inquiries if such conflict appears to exist whenever new matters are presented. All directors must state all affilations in order to determine potential conflict of interest.

Form 990, Part VI, Section B, Line 15

The organization uses an independent hiring agency that eliminates unqualified applicants and makes recommendations to third party hiring committee of the center for volunteers and non-profit leadership. The hiring committee makes recommendations to the board of directors and executive committee. The executive committee then interviews applicants and makes recommendations to the board. The also interviews applicants and makes the final decision. The independent agencies, the board of directors and the executive committee use salary comparisons and surveys to determine appropriate salary levels and benefits.

Financial Statement Notes

PART IV, LINE 2B:

Ritter center acts as trustee to receive certain governmental payments due to unbanked clients and remits those funds to the clients as needed. Ritter center records the total of the funds held as restricted cash with an offsetting liability as stated on the balance sheet.

PART X, LINE 2:

Ritter center has been recognized by the internal revenue service as a not for profit corporation as described in sec 501(c)3 of the irc and is exempt from federal and state income taxes on related income pursuant to sec 501(a) of the irc and california revenue and taxation code sec 23701d. The center adopted guidance on accounting for uncertainty in income taxes. Under this guidance, the center utilizes a two-step approach to recognizing and measuring uncertain tax positions. The first step is to evaluate the tax position for recognition by determining if the weight of available evidence indicates it is more than likely than not that the position will be sustained on audit, including resolution of related appeals or litigation processes. The second step is to measure the tax benefit as the largest amount, which is more than 50% likely of being realized upon settlement. Adoption of such guidance did not have a material effect to the financial statements. As of june 30, 2016, there were no uncertain tax positions.

CASE MANAGERS CAN ALSO PROVIDE CLIENTS WITH REPRESENTATIVE PAYEE FINANCIAL MANAGEMENT, HELPING THEM BUDGET THEIR EXPENSES EACH MONTH TO ENSURE THAT THEIR FIXED INCOMES ARE NOT EXHAUSTED BEFORE THE END OF THE MONTH. RITTER CENTER MANAGES THEIR FUNDS AND SENDS CHECKS TO PAY FOR ALL THEIR BILLS INCLUDING RENT AND UTILITIES. THE CASE MANAGEMENT PROGRAM ALSO HELPS FREQUENT INCARCERATES BY REDUCING THEIR RATES OF RECIDIVISM, AB109 CLIENTS AND PROVIDES RAPID SSI DISABILITY ENROLLMENT IN CONJUNCTION WITH THE COUNTY OF MARIN. THERE WAS AN INCREASE OF 7% IN DISTRIBUTION COMPARED TO PRIOR YEAR. PEOPLE IN NEED CAN RECEIVE NUTRITIOUS GROCERIES WEEKLY. RITTER CENTER HAS BEEN WORKING WITH THE SAN FRANCISCO/MARIN FOOD BANK AND LOCAL BUSINESSES TO PROVIDE HOUSED CLIENTS WITH FRESH PRODUCE EACH WEEK AS WELL AS MEAT, MILK AND EGGS AS OFTEN AS POSSIBLE.DAY SERVICE CENTER - THE CENTER PROVIDES CLIENTS WHO ARE NOT HOUSED AND THOSE IN SUB-STANDARD HOUSING WITH AMENITIES SUCH AS WARM SHOWERS, RESTROOMSS, HYGIENE SUPPLIES AND LAUNDRY FACILITIES. FOR OUR HOMELESS CLIENTS, WE PROVIDE LOCKERS FOR STORAGE OF THEIR BELONGINGS, VOICEMAIL BOXES TO HELP KEEP THEM CONNECTED TO FAMILY AND FOR CONTACT WITH POTENTIAL EMPLOYERS AND GENERAL MAIL DELIVERY. BY PROVIDING THESE AMENITIES, WE HELP PEOPLE MAINTAIN PROPER HYGIENE AND COMMUNICATION LINES, ESPECIALLY IMPORTANT FOR RE-ENTRY INTO THE WORKFORCE.CLOTHING - RITTER CENTER HAS BEEN PROVIDING THE LESS FORTUNATE IN OUR COMMUNITY WITH FREE SUPPLEMENTAL AND EMERGENCY CLOTHING SINCE ITS INCEPTION IN 1980. RITTER CENTER IS LOCATED A HALF BLOCK FROM A GOODWILL THRIFT STORE AND, IN 2008, THE TWO AGENCIES FORMED A PARTNERSHIP TO PROVIDE RITTER CENTER CLIENTS WITH FREE CLOTHING FROM GOODWILL STORES. THE TWO AGENCIES PERIODICALLY CONDUCT JOINT CLOTHING DRIVES IN THE COMMUNITY. THE VALUE OF A PORTION OF THE ITEMS COLLECTED IS CONVERTED INTO COUPONS FOR RITTER CENTER CLIENTS TO SHOP AT THE NEIGHBORING GOODWILL STORE. RITTER CENTER STILL KEEPS A STOCK OF EMERGENCY CLOTHING ONSITE FOR THE HOMELESS.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt1RITTER CENTER HAS BEEN RECOGNIZED BY THE INTERNAL REVENUE SERVICE AS A NOT FOR PROFIT CORPORATION AS DESCRIBED IN SEC 501(C)3 OF THE IRC AND IS EXEMPT FROM FEDERAL AND STATE INCOME TAXES ON RELATED INCOME PURSUANT TO SEC 501(A) OF THE IRC AND CALIFORNIA REVENUE AND TAXATION CODE SEC 23701D. THE CENTER ADOPTED GUIDANCE ON ACCOUNTING FOR UNCERTAINTY IN INCOME TAXES. UNDER THIS GUIDANCE, THE CENTER UTILIZES A TWO-STEP APPROACH TO RECOGNIZING AND MEASURING UNCERTAIN TAX POSITIONS. THE FIRST STEP IS TO EVALUATE THE TAX POSITION FOR RECOGNITION BY DETERMINING IF THE WEIGHT OF AVAILABLE EVIDENCE INDICATES IT IS MORE THAN LIKELY THAN NOT THAT THE POSITION WILL BE SUSTAINED ON AUDIT, INCLUDING RESOLUTION OF RELATED APPEALS OR LITIGATION PROCESSES. THE SECOND STEP IS TO MEASURE THE TAX BENEFIT AS THE LARGEST AMOUNT, WHICH IS MORE THAN 50% LIKELY OF BEING REALIZED UPON SETTLEMENT. ADOPTION OF SUCH GUIDANCE DID NOT HAVE A MATERIAL EFFECT TO THE FINANCIAL STATEMENTS. AS OF JUNE 30, 2016, THERE WERE NO UNCERTAIN TAX POSITIONS.
