Key employees and the agency finance committee review form 990 for proper disclosures, completeness and accuracy prior to its filing.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

CAB Board members complete a conflict of interest statement verifying that either they have no conflict of interest or reveal that conflict. CAB Board members sign a statement that says, I hereby state that I or members of my immediate family or the organization I represent have the following affiliations of interest or have taken part in the following transactions that when considered in conjunction with my position with or in relation to CAB and its programs might possibly constitute a conflict of interest. They either identify no conflicts or list conflicts for the following topics: 1.) Outside interests, including sales of goods and purchases by CAB, 2.) Investments, 3.) Outside activities, such as involvement with organizations that work with or support CAB, 4.) Consultation services, 5.) Gifts, Gratuities and Entertainment, and, 6.) Inside information. Board members who are conflicted need to abstain from appropriate CAB Board deliberations and votes and face removal from office if they violate the policy.

Form 990, Part VI, Line 15B: Compensation Review and Approval Process for Officers and Key Employees

The CAB Board conducts a wage and salary survey on a bi-annual basis. Using the Compensation and Benefit Survey published yearly by The Center for Nonprofit Management, a salary range is established for each CAB position. This was last conducted in 2012. All employees must earn a salary within the newly established range and may be granted an increase based on merit and where their salary level is within the new range. The Executive Director's review is on a bi-annual basis, and all other employees on an annual basis. The board annually establishes the range of the annual merit increase available. Based upon performance of the evaluation review, the level of merit increase is awarded effective on the employees' anniversary date. The CAB Personnel Committee conducts the evaluation for the Executive Director and reports to the full CAB Board. Other CAB employees are evaluated by their supervisor.

Financial Statement Notes

Part X : FIN48 Footnote

Effective January 1, 2009, the Organization implemented the new accounting requirements associated with uncertainty in income taxes. The Financial Accounting Standards Board issued guidance that clarifies the accounting for uncertainty in income taxes recognized in an organization's financial statements when it is more than likely than not the positions will be sustained upon examination by the tax authorities. As of December 31, 2014 the Organization has no uncertain tax positions that qualify for either recognition or disclosure in the financial statements. The Organization's tax years 2011 through 2014 remain open and could be subject to the examination by the federal tax jurisdiction. For the state tax jurisdiction, the tax years 2010 through 2014 remain open and could be subject to taxation.

PROGRAM, AN IN-CUSTODY TREATMENT PROGRAM INSTITUTED BY THE SANTA CRUZ COUNTY SHERIFF'S OFFICE AND COMMUNITY ACTION BOARD'S GEMMA PROGRAM TO PROVIDE RE-ENTRY EDUCATION FOR MALE OFFENDERS RETURNING TO OUR COMMUNITIES.
