To empower our members to deliver outstanding legal services to our community. We do this through educating our members, fostering fellowship among members of the bar, building strong relationships with the court and connecting the community with the legal assistance it needs. The cccba consist of six operating departments along with 20 practice sections and 21 committees. In addition to the various educational programs, it raises funds for legal nonprofits that assist the local community. The cccba also encourages member participation in a number of volunteer court programs and with local legal nonprofits, administers a court scholarship program and an education outreach program.

Mission and Program Overview

Mission

The cccba's mission is to represent its members and to advocate on their behalf, to educate its members and the general public concerning the law, the legal profession and the judicial system; to facilitate communication both among its members and the general public. The cccba consists of 6 operating departments, along with 20 practice sections and 21 committees. In addition to the various programs, it administers the bar fund and assists the contra costa county superior court by providing volunteer mediators for their fast-track "adr program". The cccba also encourages member participation in a number of volunteer bench programs, a court scholarship program, and an education outreach program.

Members of the cccba are attorneys licensed by the state bar of california who practice law in contra costa county and throughout the bay area as well as other legal professionals and affiliates.

Form 990, Part VI, Section A, Line 7A

The contra costa county bar association board of directors is comprised of five executive officers and 11 directors. The directors are elected annually by a plurality of the votes cast from the attorney membership. The executive officers are appointed by the board of directors from amongst the current directors.

The organization retains a professional cpa firm to work closely with the executive director to prepare form 990. Prior to filing, a copy of the form is being provided to the full board of directors.

Form 990, Part VI, Section B, Line 12C

The cccba has a conflict-of-interest policy, which defines the conflict of interest and identifies classes of individuals covered by the policy which include officers, directors and the executive director. In january of each calendar year, persons covered by this policy will complete a form to disclose or update their interest that could give rise to conflict of interest, such as a list of family members, substantial business or investment holders and other transactions or affiliations with businesses, organizations or family members. For each interest disclosed to the president, the president will determine whether to: (a) take no action; (b) assure full disclosure to the board of directors and other individuals covered by this policy; (c) ask the person to recuse him/herself from participation and related discussions or decisions within the cccba, or (d) ask the person to resign from his or her position within the cccba. The cccba's executive director will monitor proposed or ongoing transactions for conflicts of interest and disclose them to the president in order to deal with potential or actual conflicts, whether discovered before or after the transaction has occurred.

Form 990, Part VI, Section B, Line 15A

Compensation of the executive director is reviewed and approved by the finance committee. The finance committee shall annually evaluate the executive director on his or her performance and ask for his or her input on matters of performance and compensation. The finance committee will obtain research and information to make a decision about the compensation (salary and benefits) of the executive director (and other highly compensated employees or consultants) based on a review of comparable data to include salary and benefit compensation studies by independent sources, written job offers for positions at similar organizations, documented telephone calls about similar positions at both nonprofit and for profit organizations, and information obtained from the irs form 990 of similar organizations. To approve the compensation for the executive director (and other highly compensated employees and consultants) the finance committee will document how it reached its decisions, including the data on which relied, in minutes of the meeting which the compensated was approved.

THE CCCBA CONSISTS OF SIX OPERATING DEPARTMENTS ALONG WITH 20 PRACTICE SECTIONS AND 21 COMMITTEES. IN ADDITION TO THE VARIOUS EDUCATIONAL PROGRAMS, IT RAISES FUNDS FOR LEGAL NONPROFITS THAT ASSIST THE LOCAL COMMUNITY. THE CCCBA ALSO ENCOURAGES MEMBER PARTICIPATION IN A NUMBER OF VOLUNTEER COURT PROGRAMS AND WITH LOCAL LEGAL NONPROFITS, ADMINISTERS A COURT SCHOLARSHIP PROGRAM AND AN EDUCATION OUTREACH PROGRAM.
