The 990 is prepared by an accountant and reviewed by the CFO and the CEO/President of the sole member organization prior to filing.

Form 990, Part VI, Section B, line 12C

Annually, the Directors are provided with a memorandum outlining the disclosure requirements and conflict of interest provision applicable to the directors and officers of the Organization. Included is a conflict of interest and disclosure questionnaire that each director and officer is asked to complete, sign, date and return to the Board Chair. The responses are reviewed by the Chair and any conflicts noted are addressed. Throughout the year, any interested person must disclose the existence of a potential conflict to the Board or Executive Committee. The potential conflict is then discussed, in the absence of the interested person, and voted upon by the Board.

Officer compensation is determined by the Chief Executive Officer of Goodwill Industries Sacramento Valley & Northern Nevada, Inc., a related organization, using a clear and consistent approach. In making these decisions, the CEO considers GuideStar data to understand how similar nonprofit organizations compensate their officers, reviews market information to see what comparable positions pay in the local and regional job market, and uses the Goodwill Industries International Wage Report to benchmark compensation across other Goodwill organizations of similar size and budget. By relying on these sources, the CEO is able to set pay that is competitive, fair, and consistent with industry standards, while balancing the organization's responsibility as a nonprofit with the need to attract and retain strong leadership to fulfill Goodwill's mission. Officer compensation was most recently reviewed by the CEO in 2024.

Management believes that the Organization has appropriate support for any tax positions taken affecting its annual filing requirements, and as such, does not have any uncertain tax positions that are material to the financial statements. IRS990/Desc0Permanent Supportive Housing The organization has 3 permanent supportive housing programs Omega, Home at Last, and Step Up Sacramento. Programs utilize the housing first model to assist chronically homeless individuals and families gain and maintain permanent housing. Intensive case management is individualized for each client to help them reach their goals. Along with their regularly scheduled case management session, clients can attend life skills and social skills workshops, have access to talk therapy with a counsoler and can utilize Jobs+ workforce development model to enhance their employment possibilities. Mental health services and alcohol or drug services are provided via trained professionals. Clients have access to housing specialists who support them in finding and maintain housing of their own when graduating the program.

Family Program is one of only two shelters in Sacramento County designed to keep families together, serving two-parent households, single fathers, and males over the age of 14. Next Move is the only provider in the county offering private family rooms. Clients receive three nutritious meals per day, laundry facilities, an outdoor playground, and a calendar of trauma-reducing activities. Each household is assigned to a case manager to provide support in addressing bariers to housing, securing resources, accessing employment training and placement, and developing a housing plan. In addition to emergency sheltering, Next Move provides 2 transitional housing programs that offer supportive services and longer-term stability. These programs help families and individuals build life skills, increase income, and transition into permanent housing.

It has worked hands-on with families and individuals regardless of their situation. Services include free and reduced-fee identification services, birth certificate vouchers, bus passes, hygiene products, clothing assistance, job development support, resource and health coaching, utilities assistance, rental assistance and housing counseling, legal and veteran services, and eye glass vouchers to individuals in need. Our job developer, with the funding of CSBG Family Self Sufficiency, works intensively with individuals who are preparing to enter the workforce and provides employment and clothing support. Francis House Center also operates the Family Rescue program with CSGB Safety Net funding. The program provides temporary shelter for parents with children or pregnant women. We are one of the few, if not the only, option for single father with children. Family Rescue provides a package of a one week stay in a motel, transportation assistance, grocery assistance, job search assistance, and intensive case management to help families get off the street and on a path to self-reliance.
