“There are two classes of membership: voting memberships consist of dues-paying members on an individual basis. Nonvoting memberships consist of garden clubs and affiliates, organization chapters and study clubs, arboretum units, and any other state, national or international horticulture groups. Any person whose sustantial services to the organization merits recognition may be elected by the board of directors as an honorary director. Honorary directors shall not have voting rights.”

Special meetings for voting members may be called at any time by the president, or by not less than ten members of the board of directors, or by members having at least one-fifth of the votes entitled to be cast at such a meeting.”
