The director of finance submits the draft form 990 to the excecutive director for initial review and signature. The treasurer of the board then reviews and submits it to the finance and operations committee for review and approval. This version is then made available to the board of directors for final approval.

Form 990, Page 6, Part VI, Line 12C

Each board member and all staff are required to review the policy, then complete, sign, and submit conflict declaration forms annually. Board members and staff are encouraged to disclose when they believe a potential conflict of interest may exist relative to themselves or any staff member, volunteer, or board member. Any disclosures are promptly acknowledged and appropriate action taken based on the policies of united way of deschutes county, and any breaches of conflict of interest are treated in confidence as much as the circumstances, the organization's duty to investigate, and the law allow. Disclosure of breaches of conflict of interest policies should be directed to, in preferred order, either the executive director, the president of the board, or the 1st vice president. The board of directors is the ultimate arbiter of conflict of interest issues and situations, and will resolve conflict of interest matters referred to it by determining a course of action that is fair, best serves the organization, and is in accordance with the highest ethical standards and policies of united way of deschutes county.

The executive director's annual performance review is completed and shared with the finance and operations committee (f&o) which then develops a compensation recommendation taking into account job performance, the current and upcoming budget, and comparative compensation rates. F&o recommendation is provided to the president and executive committee. The president then presents the recommendation to the board of directors for final action and approval.

In 2016-2017, through thrive central oregon, united way of deschutes county assisted 480 individuals to find needed services by working in partnership with several community organizations at their various locations, bringing social work services to where people need them most. The program helps them receive community services they need and qualify for but have trouble accessing due to barriers such as disability, lack of transportation, lack of knowledge of what is available and how to navigate the complex maze of government and nonprofit programs, helping them to access basic needs, housing, health, employment, and social security benefits.

The annual days of caring event was discontinued after 19 years due to similar work being accomplished through other local organizations.

Other program services include the following: deschutes county emergency food/shelter (includes grants of 63,700) united way of deschutes county was contracted by the grants department of the local government of deschutes county to convene and staff a local volunteer board to assess the emergency food and shelter needs and programs in deschutes county and determine awards. United way of deschutes county then distributes the available local county funds to local emergency service programs. Central oregon 2-1-1 (includes expenses of 20,000) a community-wide information and referral service easily accessible online or by dialing 2-1-1 from anywhere that directs callers to needed social services available in the caller's community from public, non-profit, and faith-based service providers. Community information specialists assess the caller's needs and refer them to the appropriate services, using a comprehensive database containing the most current information on agencies and programs. Taxaide (includes expenses of 8,210) beginning in 2015-2016, united way of deschutes county formed a partnership with cash oregon to merge vita (the volunteer income tax assistance program) with the aarp foundation- sponsored taxaide program. This consolidation provides a single, unified volunter tax preparation service throughout central oregon, helping low to moderate income individuals and families file their income taxes for free and receive tax credits for which they are eligible, including the earned income credit, the child tax credit, and the education credit. Fifty-five trained volunteers and staff filed 2,582 income tax returns, returning over 2.6 million in refunds back into the community, with an average refund of over 1,000. Collective impact services (includes expenses of 43,077) - united way of deschutes county participates in a number of community collaborations and initiatives, including early learning & literacy, traces, the work of the homeless leadership coalition, central oregon health council, the kindergarten readiness workgroup, community advisory council, the operations committee for better together, and the board of directors of thrive of central oregon.

UNITED WAY OF DESCHUTES COUNTY THEN DISTRIBUTES THE AVAILABLE LOCAL COUNTY FUNDS TO LOCAL EMERGENCY SERVICE PROGRAMS. CENTRAL OREGON 2-1-1 (INCLUDES EXPENSES OF 20,000) A COMMUNITY-WIDE INFORMATION AND REFERRAL SERVICE EASILY ACCESSIBLE ONLINE OR BY DIALING 2-1-1 FROM ANYWHERE THAT DIRECTS CALLERS TO NEEDED SOCIAL SERVICES AVAILABLE IN THE CALLER'S COMMUNITY FROM PUBLIC, NON-PROFIT, AND FAITH-BASED SERVICE PROVIDERS. COMMUNITY INFORMATION SPECIALISTS ASSESS THE CALLER'S NEEDS AND REFER THEM TO THE APPROPRIATE SERVICES, USING A COMPREHENSIVE DATABASE CONTAINING THE MOST CURRENT INFORMATION ON AGENCIES AND PROGRAMS. TAXAIDE (INCLUDES EXPENSES OF 8,210) BEGINNING IN 2015-2016, UNITED WAY OF DESCHUTES COUNTY FORMED A PARTNERSHIP WITH CASH OREGON TO MERGE VITA (THE VOLUNTEER INCOME TAX ASSISTANCE PROGRAM) WITH THE AARP FOUNDATION- SPONSORED TAXAIDE PROGRAM. THIS CONSOLIDATION PROVIDES A SINGLE, UNIFIED VOLUNTER TAX PREPARATION SERVICE THROUGHOUT CENTRAL OREGON, HELPING LOW TO MODERATE INCOME INDIVIDUALS AND FAMILIES FILE THEIR INCOME TAXES FOR FREE AND RECEIVE TAX CREDITS FOR WHICH THEY ARE ELIGIBLE, INCLUDING THE EARNED INCOME CREDIT, THE CHILD TAX CREDIT, AND THE EDUCATION CREDIT. FIFTY-FIVE TRAINED VOLUNTEERS AND STAFF FILED 2,582 INCOME TAX RETURNS, RETURNING OVER 2.6 MILLION IN REFUNDS BACK INTO THE COMMUNITY, WITH AN AVERAGE REFUND OF OVER 1,000. COLLECTIVE IMPACT SERVICES (INCLUDES EXPENSES OF 43,077) - UNITED WAY OF DESCHUTES COUNTY PARTICIPATES IN A NUMBER OF COMMUNITY COLLABORATIONS AND INITIATIVES, INCLUDING EARLY LEARNING & LITERACY, TRACES, THE WORK OF THE HOMELESS LEADERSHIP COALITION, CENTRAL OREGON HEALTH COUNCIL, THE KINDERGARTEN READINESS WORKGROUP, COMMUNITY ADVISORY COUNCIL, THE OPERATIONS COMMITTEE FOR BETTER TOGETHER, AND THE BOARD OF DIRECTORS OF THRIVE OF CENTRAL OREGON.
