To develop, implement, and evaluate the illinois valley strategic plan and to encourage community consensus and commitment to economic health while continuing to improve the quality of life.

Mission Statement:IVCanDo MissionThe Illinois Valley Community Development Organization is a 501(c)(3) non-profit organization working to develop, implement, and evaluate a living Illinois Valley Strategic Plan that encourages stable community development and aims to improve local economic, social, and cultural conditions through cooperative programs and partnerships in rural southwest Oregon.Values Statement:The success of IVCanDO derives from an engaged, dedicated board of directors, a skilled, experienced staff, and direct participation of the community. Form 990, Part III, Line 4D: Other Program Services Description

OTHER PROGRAM SERVICES 4: Business Entrepreneurial Center Program:In conjunction with Rogue Community College (RCC), the IVCDO is managing a business educational and mentoring center in Kerby, OR. The Business Entrepreneurial Center (BEC) brings the resources of the RCCs Small Business Development Center together with the economic and community development capacity of the IVCDO to provide a wide range of business services. Delivered mostly one-on-one, the services focus on improving existing businesses and mentoring business startups located in the Illinois Valley and other rural areas of Josephine County. OTHER PROGRAM SERVICES 5: Individual Development Account (IDA) ProgramThe IVCDO also manages an Individual Development Account (IDA) matched savings program, which is funded by state and federal tax credits and allocated by the Oregon State Legislature. As a host organization through CASA of Oregon, the IVCDO program serves low-moderate income residents for: small business asset purchases, post-secondary education, and home rehab projects. OTHER PROGRAM SERVICES 6: Cave Junction Farmers MarketAfter 5 years as a program developed and managed by IVCDO, the Farmers Market was self-sustaining and began the steps to become its own nonprofit organization in 2019. OTHER PROGRAM SERVICES 7: Jubilee Park, Cave JunctionOngoing development of Parks and Recreation Master Plan for City of Cave Junction has led to renovation of the baseball field, new lights, fencing, and wheel chair accessible dugout & stands. Other project includes purchase and development of a second ball field to accommodate tournaments. OTHER PROGRAM SERVICES 8: Illinois River Forks State Park and Rough & Ready State Park Expansion of Disc Golf Course at IRF Forks State Park from 9 18 holes, plus wheel chair accessible pathways. Planning and agency approval for expansion of wheel chair accessible path at Rough & Ready Botanical Wayside. Both projects include Title II funds from BLM. OTHER PROGRAM SERVICES 9: IVCanDonate Cans For KidsSelf-sustaining program of IVCanDO that collects community donations of returnable beverage containers to raise funds for youth arts, sports, and enrichment programs. OTHER PROGRAM SERVICES 10: RiverStars Performing ArtsHighly successful program of dance theater for grades 3 12 along with community members. Now in its 6th year, RiverStars is recognized statewide for its innovation in a rural area, OTHER PROGRAM SERVICES 11: The Kerby Water DistrictThe formation of the District as a legal entity, along with design and construction of the water system was accomplished through grant writing and project management from the IVCDO. Josephine County was the official recipient and partner for several grants from USDA Rural Development and Oregon CDBG funds. A contract was entered into with the City of Cave Junction to supply water to the new system. Construction of the $3.2M project started in 2006 and was completed in 2009.

IVCDO General Membership is open to any resident, property owner, or business owner in the Illinois Valley. Criteria are checked on application. Memberships must be renewed every 2 years. An annual general membership meeting is held in March to elect new board members for any expiring or vacant seats. All candidates for the board must be general members for at least 30 days prior to election. Elections are held according to IVCDO Bylaws. IRS990/Desc0Oregon Caves Concession:The IVCRT and the U.S. Park Service agreed that the IVCRT would provide the essential services needed by the public at the National Monument and use it as an opportunity to provide job training and experience opportunities for local residents. In addition, it provides the IVCRT with opportunities to educate both visitors and residents about the history, culture, environment, heritage and aesthetics of the Illinois Valley area. This agreement, made at the behest of the National Park Service (NPS), provided an excellent way to avoid a disastrous situation for both the Monument and for the local businesses in the Valley, and instead turn it into an opportunity for both the Government and the community. An evaluation by the NPS awarded the IVCRT the highest possible rating. In addition to hiring all staff locally, this integration was accomplished by changing the souvenir shop to a Gift Gallery featuring local arts, crafts, books, and music and by featuring local products on the menu. One of the CRT's goals in taking on the concession was to better integrate the Caves, a key tourism destination attraction for the entire region, into the broader community. In an effort to promote area tourism, the CRT assumed management of the Illinois Valley Visitor Center on behalf of the NPS in June of 2006.The final term of the Concession contract between IVCRT with NPS ended Nov. 2018, when the Historic Chateau Lodge was closed in preparation for a 2 3 year Life and Safety renovation project. There will be a new concessioner when the Lodge reopens. As part of ending the contract, IVCRT will no longer manage the Visitor Center.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0OTHER PROGRAM SERVICES 4: Business Entrepreneurial Center Program:In conjunction with Rogue Community College (RCC), the IVCDO is managing a business educational and mentoring center in Kerby, OR. The Business Entrepreneurial Center (BEC) brings the resources of the RCCs Small Business Development Center together with the economic and community development capacity of the IVCDO to provide a wide range of business services. Delivered mostly one-on-one, the services focus on improving existing businesses and mentoring business startups located in the Illinois Valley and other rural areas of Josephine County. OTHER PROGRAM SERVICES 5: Individual Development Account (IDA) ProgramThe IVCDO also manages an Individual Development Account (IDA) matched savings program, which is funded by state and federal tax credits and allocated by the Oregon State Legislature. As a host organization through CASA of Oregon, the IVCDO program serves low-moderate income residents for: small business asset purchases, post-secondary education, and home rehab projects. OTHER PROGRAM SERVICES 6: Cave Junction Farmers MarketAfter 5 years as a program developed and managed by IVCDO, the Farmers Market was self-sustaining and began the steps to become its own nonprofit organization in 2019. OTHER PROGRAM SERVICES 7: Jubilee Park, Cave JunctionOngoing development of Parks and Recreation Master Plan for City of Cave Junction has led to renovation of the baseball field, new lights, fencing, and wheel chair accessible dugout & stands. Other project includes purchase and development of a second ball field to accommodate tournaments. OTHER PROGRAM SERVICES 8: Illinois River Forks State Park and Rough & Ready State Park Expansion of Disc Golf Course at IRF Forks State Park from 9 18 holes, plus wheel chair accessible pathways. OTHER PROGRAM SERVICES 9: IVCanDonate Cans For KidsSelf-sustaining program of IVCanDO that collects community donations of returnable beverage containers to raise funds for youth arts, sports, and enrichment programs. Now in its 6th year, RiverStars is recognized statewide for its innovation in a rural area, OTHER PROGRAM SERVICES 11: The Kerby Water DistrictThe formation of the District as a legal entity, along with design and construction of the water system was accomplished through grant writing and project management from the IVCDO. Josephine County was the official recipient and partner for several grants from USDA Rural Development and Oregon CDBG funds. A contract was entered into with the City of Cave Junction to supply water to the new system. Construction of the $3.2M project started in 2006 and was completed in 2009.

Criteria are checked on application. Memberships must be renewed every 2 years. An annual general membership meeting is held in March to elect new board members for any expiring or vacant seats. All candidates for the board must be general members for at least 30 days prior to election. Elections are held according to IVCDO Bylaws. The organization has in place procedures to address board review of the form 990 before filing.New vendors are reviewed upon contract award to determine any conflicts of interest with current employees, directors, officers or key employees. Employees are required to sign a statement that they have read and understand all policies included in their employee manual. A written conflict of interest policy is included in all new board member packets. The board updated the conflict of interest policy in 2011 and 2016.The board of directors adopted a statement Recognizing Historic Inequity and Discrimination in Oregon to support it economic development programs. The board of directors and executive staff determine compensation based on industry standards, funding allocations, and other organization conditions. Executive staff is recused during the determination of the executive staff's compensation.
