OUR RESEARCH OVER THE PAST THREE YEARS INDICATES THAT THE PUBLIC UNDERSTANDS MARRIAGE AS A LIFETIME COMMITMENT MADE IN FRONT OF FRIENDS AND FAMILY. YET THEY BELIEVE THAT SAME-SEX COUPLES SEEK TO BE MARRIED SIMPLY TO ACCESS RIGHTS AND BENEFITS. WHEN WE SHARE PERSONAL STORIES AND DELIVER A VALUES-BASED MESSAGE, WE ARE ABLE TO DEMONSTRATE THAT SAME-SEX COUPLES WANT TO MARRY FOR SIMILAR REASONS AS ANYONE. THIS TRANSFORMATIVE DIALOGUE GREATLY INCREASES PUBLIC SUPPORT FOR MARRIAGE EQUALITY. FOR 2013, OUR GOAL WAS TO HAVE 60,000 CONVERSATIONS IN-PERSON AND OVER THE PHONE WITH OREGONIANS ABOUT THE FREEDOM TO MARRY OVER A PERIOD OF 8 MONTHS. YEAR-TO-DATE, WE'VE HAD 118,796 CONVERSATIONS ACROSS THE STATE ABOUT THE IMPORTANCE OF MARRIAGE FOR GAY AND LESBIAN COUPLES. IN ADDITION, A THOUGHTFUL STRATEGY THAT WAS INCORPORATED INTO THE MARRIAGE WORK TO ENGAGE COMMUNITIES OF COLOR IN A GENUINE WAY WHICH IS GOOD BECAUSE OREGON'S DEMOGRAPHICS ARE RAPIDLY CHANGING. THOUGH THE STATE IS MAJORITY WHITE, COMMUNITIES OF COLOR REPRESENT ABOUT 22% OF THE STATE'S POPULATION. AND IN SOME COUNTIES THE SHIFTING DEMOGRAPHICS ARE DRAMATIC. WE ARE HAPPY TO REPORT THAT WE HAVE OVER 140 LEADERS OF COLOR FROM ACROSS THE STATE WHO HAVE OFFICIALLY SIGNED ON AS SUPPORTERS OF LGBT EQUALITY! THERE IS ALSO A SIGNIFICANT REPRESENTATION OF COMMUNITY OF COLOR ORGANIZATIONS REPRESENTED ON THE OREGON UNITED FOR MARRIAGE CAMPAIGN COMMITTEE, THE CAMPAIGNS COALITION LEADERSHIP TABLE. IN ADDITION TO THAT REPRESENTATION, THE GROUPS ON THE CAMPAIGN COMMITTEE ARE BUILDING A COMMUNITY OF COLOR TABLE FOCUSED SPECIFICALLY ON PEOPLE OF COLOR OUTREACH AND FIELD ACTIVITIES TO DIRECTLY ENGAGE INDIVIDUALS IN THE CAMPAIGN.

THROUGH COMMUNITY SPECIFIC LISTENING SESSIONS, THE TRANS JUSTICE TEAM LEARNED THAT MANY MEMBERS OF THESE COMMUNITIES DO NOT FEEL FULLY REPRESENTED BY THE PROGRAM. THESE IMPORTANT LESSONS LEARNED IMPACTED THE THIRD ANNUAL TRANS JUSTICE SUMMIT. WITH SPECIFIC FOCUS ON THOSE MARGINALIZED WITHIN TRANS COMMUNITIES, THE SUMMIT SAW MODERATE SUCCESS IN RECRUITING, BUT ALSO DEMONSTRATED A NEED FOR CREATING DEEPER CONNECTIONS WITH TRANS PEOPLE OF COLOR, TRANS WOMEN, AND TRANS YOUTH COMMUNITIES. TRANS JUSTICE STAFF MEMBERS ARE INCREASING COLLABORATION WITH THE RACIAL JUSTICE TEAM AND LOCAL LGBTQ YOUTH ORGANIZATIONS IN 2014, AS WELL AS ADAPTING ORGANIZING TACTICS TO BETTER FIT THE COMMUNITIES WE SEEK TO REPRESENT. IN ORDER TO CREATE LASTING, MEANINGFUL CHANGE FOR TRANSGENDER JUSTICE, BASIC RIGHTS BELIEVES THAT OUR WORK MUST BE LED BY THE TRANS COMMUNITY. OUR TRANS JUSTICE WORKING GROUP, A VOLUNTEER GROUP OF TRANSGENDER, GENDERQUEER AND GENDER NON-CONFORMING COMMUNITY LEADERS TASKED WITH SELECTING, DESIGNING AND IMPLEMENTING BASIC RIGHTS' WORK FOR TRANSGENDER JUSTICE. THE WORKING GROUP LED SURVEYS, LISTENING SESSIONS AND ONE-ON-ONE MEETINGS WITH COMMUNITY MEMBERS WHO TOLD US THAT HEALTH CARE IS THE POLICY ISSUE THAT MOST DEEPLY IMPACTS THEIR LIVES. IN 2012 AND 2013, BASIC RIGHTS EDUCATION FUND COMMITTED TO BUILD THE SUPPORT NECESSARY TO INCREASE ACCESS TO TRANSGENDER-INCLUSIVE HEALTH CARE, ENSURING THAT ALL INSURANCE PROVIDERS IN THE STATE OF OREGON PROVIDE TRANSGENDER-INCLUSIVE HEALTH CARE. THE TEAM ALSO ADDRESSED THE NEED TO CHANGE STATEWIDE POLICIES IMPACTING TRANSGENDER PEOPLE IN OREGON PRISONS THROUGH EDUCATING OVER 200 POLICYMAKERS FROM THE OREGON'S INSURANCE DIVISION, OREGON HEALTH AUTHORITY, OREGON DEPARTMENT OF CORRECTIONS, OREGON LAW CENTER, AND OREGON SHERIFFS.
