Supplemental Narrative

Additional Explanations

FORM 990, PART XII, LINE 2C:

There has been no change in the process from the prior year regarding the oversight of the organization's audited financial statements or the selection process of the independent accountants that audit the financial statements of the organization.

Financial Statement Notes

PART V, LINE 4:

The organization's endowment funds will be used to support the organization's general operations and the purchase of books.

PART X, LINE 2:

Accounting principles generally accepted in the united states of america prescribe a recognition threshold and measurement process for accounting for uncertain tax positions and provide guidance on various related matters such as interest, penalties, and required disclosures. Management does not believe smart has any uncertain tax positions. Smart files informational returns. There are currently no tax examinations in progress for any periods. Interest or penalties assessed by taxing authorities, if any, would be included with management and general expenses.

IRS990/Desc0FOUNDED IN 1991, SMART IS A NATIONALLY RECOGNIZED, STATEWIDE NONPROFIT ORGANIZATION WITH A NETWORK OF VOLUNTEERS, EDUCATORS, DONORS, AND ADVOCATES ACROSS OREGON WHO ARE BANDING TOGETHER TO EMPOWER CHILDREN FOR MORE SUCCESSFUL FUTURES THROUGH BOOKS AND READING. SMART'S PROVEN MODEL ENGAGES COMMUNITY VOLUNTEERS ACROSS THE STATE TO READ ONE-ON-ONE WITH PRE-K THROUGH THIRD-GRADE CHILDREN FOR ONE HOUR PER WEEK DURING THE SCHOOL YEAR. SMART STUDENTS ALSO RECEIVE UP TO 14 NEW BOOKS TO TAKE HOME AND KEEP EACH YEAR.FUNDED OVERWHELMINGLY BY PRIVATE SOURCES, THE SMART PROGRAM COMPLEMENTS READING CURRICULUM AND INSTRUCTION AND IS INTENDED TO BUILD CONFIDENT, LIFELONG READERS WHO ENJOY READING AND USE IT AS A TOOL FOR LEARNING. LEARNING TO READ IS ONE OF THE MOST IMPORTANT STEPS IN A CHILD'S LIFE, LAYING THE VITAL FOUNDATION FOR FUTURE KNOWLEDGE AND EDUCATION. PREVAILING RESEARCH PROVES THAT SHARED BOOK READING AND THE AVAILABILITY OF BOOKS IN THE HOME DURING A CHILD'S FIRST, FORMATIVE YEARS ARE THE STRONGEST PREDICTORS OF EARLY LITERACY SKILLS. SMART PROVIDES BOTH.DURING THE YEAR ENDED JUNE 30, 2016, SMART DELIVERED ONE-ON-ONE READING SUPPORT TO 10,101 CHILDREN AND GAVE AWAY 130,310 BOOKS. THIS WAS POSSIBLE IN PART THANKS TO OVER 4,600 VOLUNTEERS, WHO TOGETHER CONTRIBUTED OVER 164,000 HOURS OF VOLUNTEER TIME. SINCE 1992, YEARS, SMART HAS SERVED OVER 188,000 CHILDREN WITH THE HELP OF OVER 125,000 VOLUNTEERS, AND HAS GIVEN THESE CHILDREN MORE THAN 2.4 MILLION BOOKS TO TAKE HOME AND KEEP. SMART VOLUNTEERS HAVE SPENT MORE THAN 3.8 MILLION HOURS READING WITH CHILDREN. AND WE KNOW THE PROGRAM WORKS. AN INDEPENDENT STUDY BY THE EUGENE RESEARCH INSTITUTE REVEALS THAT FIFTH-GRADERS WHO PARTICIPATED IN SMART AS FIRST-GRADERS ARE 60 PERCENT MORE LIKELY TO REACH STATE READING BENCHMARKS THAN ARE SIMILAR STUDENTS WHO DID NOT PARTICIPATE. SMART STUDENTS DEVELOP READING ACCURACY, FLUENCY AND COMPREHENSION SIGNIFICANTLY FASTER AND MAINTAIN THESE GAINS EVEN AFTER COMPLETING THE PROGRAM.IN 2015-16, YEAR-END SURVEYS ADMINISTERED TO VARIOUS SMART CONSTITUENTS. EIGHTY-SEVEN PERCENT OF EDUCATORS SURVEYED FELT THAT SMART CONTRIBUTED SIGNIFICANTLY TO READING MOTIVATION AND ENGAGEMENT FOR THEIR STUDENTS. AMONG PARENTS, 94 PERCENT SURVEYED THOUGHT SMART BENEFITED THEIR CHILD SIGNIFICANTLY. EACH SPRING, SMART TEACHERS ARE INVITED TO REPORT ON PROGRESS THEY HAVE WITNESSED IN SMART STUDENTS THROUGHOUT THE YEAR. IN 2015-16, TEACHERS INDICATED THAT SMART STUDENTS CONSISTENTLY SHOWED IMPROVEMENT IN MEASURES OF LITERACY DEVELOPMENT. OVER TWO-THIRDS OF SMART STUDENTS MET OR EXCEEDED GRADE-LEVEL BENCHMARKS IN READING MOTIVATION, AND THREE-QUARTERS OF SMART STUDENTS IMPROVED TOWARDS READING MOTIVATION BENCHMARKS.
