The WCDA will undertake studies and project management duties on publicly sponsored community development projects in order to lessen the burdens of government. Pacific County and the cities of Raymond and South Bend are small communities without the depth of resources necessary to carry out the number of projects needed.The WCDA was formed to acquire strategically located properties for the purpose of renovating them into affordable housing for low-and moderate-income families and to eliminate blighting influences in order to create opportunities for business formation and job creation and preserve the economic and social integrity of the places in which it does business.

The goal for this development is to create 40-50 rental units for low-and moderate-income elderly tenants and to make available reasonably priced commercial space on the ground floor. This project will also contribute to fulfilling unmet housing needs in the area. While this project is still in the forefront of the WCDA's mission, the original building design has been discarded.
