The organization was formed as a supporting organization under irc section 509(a)(3) to support the delaware community foundation. Rodel strengthens delaware's public education system and workforce by connecting partners to advance and implement sustainable solutions.

Form 990, Part VI, Section A, Line 2

A majority of the directors must be directors appointed by the dcf member. The successor to each such director shall be appointed by the dcf member at the annual meeting of the members. Such appointments may be made either by the board of directors of delaware community foundation, by an authorized committee of dcf, or by dcf's designated representative. Directors who are so elected shall take office immediately following the annual meeting of the members, or if no such annual meeting is held, immediately prior to the meeting of the board that next follows the election of the director. William budinger is the father of susan budinger. William budginer is the brother of donald budinger. Donald budinger is the uncle of susan budinger.

The form 990 is initially reviewed by the foundation's chief operating officer and then it is presented to the ceo and board treasurer for discussion and preliminary approval. The board treasurer informs board members of the availability of the report, and presents it for review/discussion, after which it is approved and submitted for filing.

The conflict of interest policy is distributed to all board members and advisors. Annually board members are asked to sign a conflict of interest policy acknowledgement form.

15(a) the compensation for the ceo position is benchmarked through a customized salary survey conducted for the foundation as requested by the personnel committee of the board. The foundation also participates in an annual compensation survey benchmark conducted by the policy innovators in education (pie) network and tandehill human capital which compares salaries for the ceo and other positions against 40 other organizations across the u.s. That perform work similar to the rodel foundation. The personnel committee reviews the performance of the ceo and benchmark compensation data and determines his merit increase and bonus (if granted for the year). The board affirms the personnel committee's decision. 15(b) the organization has established salary ranges for all positions in the organization. Salary ranges are benchmarked and updated every few years based on management analysis and with agreement of the personnel committee of the board. Benchmarks for salary ranges and specific position compensation levels include an annual compensation survey benchmark conducted by the policy innovators in education (pie) network and tandehill human capital which compares salaries for all officers and key employees of the foundation against 40 other organizations across the u.s. That perform work similar to the rodel foundation. Merit increases and bonuses (if awarded) are recommended by management and approved by the personnel committee and board every year and are aligned with the salary ranges of the organization.

Financial Statement Notes

PART X, LINE 2:

Description of uncertain tax positions under asc 740: income not related to the foundation's tax-exempt purpose may be subject to taxation as unrelated business income. Accounting principles generally accepted in the united states of america impose a threshold for determining when an income tax benefit can be recognized in regard to uncertain tax positions. The foundation has determined that no liability for uncertain tax positions is required to be accrued and included in the statements of financial position as of june 30, 2022 and 2021.
